Abstract: To increase the Electronic-Based Government System (SPBE) maturity level and comply with Presidential Regulation no. 95 of 2018, the Sukabumi Regency Government needs to standardize the SPBE design to be implemented appropriately integrated with utilizing technological advances optimally. One of the frameworks used to design the SPBE architecture is using the Enterprise Architecture (EA). EA aims to meet the gap between the needs of stakeholders and the availability of government administration services. The journal's focus on the design of this SPBE EA is on the SPBE Service Domain in the Electronic-Based Government Administration Service. The design is carried out using a combination of references to the SPBE Presidential Regulation and the National SPBE Master Plan Attachment and one of the main components of the EA framework, namely TOGAF ADM. This design produces an output in the form of an Electronic-Based Government Administration Service Catalog. It is expected to be used as a reference in developing technology in the Regency Government Sukabumi both from practical contributions and academic contributions. Keywords: Enterprise Architecture; Service Architecture; SPBE; TOGAF ADM  Abstrak: Dalam rangka meningkatkan tingkat kematangan Sistem Pemerintah Berbasis Elektronik (SPBE) dan mematuhi Peraturan Presiden No. 95 Tahun 2018, Pemerintah Kabupaten Sukabumi perlu melakukan standarisasi terhadap perancangan SPBE agar dapat terimplementasi dan terintegrasi dengan baik dalam memanfaatkan kemajuan teknologi secara optimal. Salah satu kerangka kerja yang bisa digunakan untuk merancang Arsitektur SPBE yaitu menggunakan Enterprise Architecture (EA). EA bertujuan untuk memenuhi kesenjangan antara kebutuhan pemangku kepentingan dengan ketersediaan layanan administrasi pemerintahan. Fokus jurnal pada perancangan EA SPBE ini yaitu pada Domain Layanan SPBE di bagian Layanan Administrasi Pemerintahan Berbasis Elektronik. Perancangan yang dilakukan memanfaatkan kombinasi antara referensi pada Perpres SPBE dan Lampiran Rencana Induk SPBE Nasional serta salah satu komponen utama framework EA yaitu TOGAF ADM. Perancangan ini menghasilkan keluaran berupa Katalog Layanan Administrasi Pemerintahan Berbasis Elektronik dan diharapkan dapat dijadikan sebagai acuan dalam melakukan pengembangan teknologi di Pemkab. The sooner disruptive emergent behaviors are detected, the sooner preventive measures can be taken to ensure the resilience of business processes execution. Therefore, organizations need to prepare for emergent behaviors by embedding corrective control mechanisms, which help coordinate organization-wide behavior (and goals) with the behavior of local autonomous entities. Ongoing technological advances, brought by the Industry 4.0 and cyber-physical systems of systems paradigms, can support integration within complex enterprises, such as supply chains. In this paper, we propose a reference enterprise architecture for the detection and monitoring of emergent behaviors in enterprises. We focus on addressing the need for an adequate reaction to disruptions. Based on a systematic review of the literature on the topic of current architectural designs for understanding emergent behaviors, we distill architectural requirements. Our architecture is a hybrid as it combines distributed autonomous business logic (expressed in terms of simple business rules) and some central control mechanisms. We exemplify the instantiation and use of this architecture by means of a proof-of-concept implementation, using a multimodal logistics case study. The obtained results provide a basis for achieving supply chain resilience “by design”, i.e., through the design of coordination mechanisms that are well equipped to absorb and compensate for the effects of emergent disruptive behaviors.

BackgroundThe use of digital technology in healthcare promises to improve quality of care and reduce costs over time. This promise will be difficult to attain without interoperability: facilitating seamless health information exchange between the deployed digital health information systems (HIS).ObjectiveTo determine the maturity readiness of the interoperability capacity of Kenya’s HIS.MethodsWe used the HIS Interoperability Maturity Toolkit, developed by MEASURE Evaluation and the Health Data Collaborative’s Digital Health and Interoperability Working Group. The assessment was undertaken by eHealth stakeholder representatives primarily from the Ministry of Health’s Digital Health Technical Working Group. The toolkit focused on three major domains: leadership and governance, human resources and technology.ResultsMost domains are at the lowest two levels of maturity: nascent or emerging. At the nascent level, HIS activities happen by chance or represent isolated, ad hoc efforts. An emerging maturity level characterises a system with defined HIS processes and structures. However, such processes are not systematically documented and lack ongoing monitoring mechanisms.ConclusionNone of the domains had a maturity level greater than level 2 (emerging). The subdomains of governance structures for HIS, defined national enterprise architecture for HIS, defined technical standards for data exchange, nationwide communication network infrastructure, and capacity for operations and maintenance of hardware attained higher maturity levels. These findings are similar to those from interoperability maturity assessments done in Ghana and Uganda.

Direktorat Metrologi merupakan instansi pemerintahan yang bergerak dibidang pelayanan masyarakat dalam melakukan pengujian alat ukur, takar, timbang, dan perlengkapannya (UTTP). Dalam melaksanakan tugas pokok yang tercantum dalam Peraturan Menteri Perdagangan Republik Indonesia (Permendagri) nomor 8/M-DAG/PER/2/2016 tentang Organisasi dan Tata Kerja Kementrian Perdagangan. Terdapat salah satu aktivitas utama yang dilakukan, yaitu program pasar tertib ukur yang bertujuan untuk meningkatkan citra pasar tradisional melalui kebenaran hasil pengukuran pada pelayanan perizinan dan non-perizinan. Hal ini dapat dicapai dengan adanya teknologi informasi yang digunakan Direktorat Metrologi melalui sistem informasi Pelayanan Satu Pintu (PSP) yang digunakan untuk pengelolaan data penerimaan layanan kemetrologian. Namun dalam sistem informasi yang ada saat ini belum dapat memenuhi seluruh kebutuhan pada aktivitas bisnis yang dilakukan, sehingga sebagian aktivitas harus dilakukan secara manual. Untuk memenuhi kebutuhan tersebut dan menyelaraskan antara aspek bisnis dengan aspek teknologi informasi, maka dibuat perancangan enterprise architecture dengan metode TOGAF ADM framework. The Open Group Architecture Framework (TOGAF) terdiri dari beberapa fase yang dijadikan guidelines dalam melakukan perancangan enterprise architecture, yaitu preliminary phase, architecture vision, business architecture, information system architecture, dan technology architecture. Dalam penelitian ini akan dibahas strategi bisnis dan infrastruktur Direktorat Metrologi khususnya fungsi kepegawaian dan keuangan. Dengan menggunakan framework TOGAF ADM dapat menghasilkan architecture blueprint sebagai bahan untuk menyusun IT master plan Direktorat Metrologi.

The article examines the natural and climatic features of the region and the city of Uzhhorod, which affect the specifics of the development of near riverside areas. The Uzh River is formed in the mountainous areas of the Carpathians. The functioning of the river ecosystem changes when it reaches the sloping terraces and plains. Anthropogenic pressure of the city causes an increase of problems in the process of its self-reproduction. The development of the city, provided by the Master plan of the city, architectural and planning means and initiatives of the city residents determine the connections and relationships between the main components of the system: river, city and man. Architectural and spatial approaches to the design of a harmoniously integrated system of the river and the city are based on its self-reproduction as part of nature, primarily from a biological standpoint. Also, modern global urban trends in the opening of cities to rivers and the design of new "waterfront" of cities contribute to the cleaning of rivers and landscaping of surrounding areas. In the Master plan of the city of Uzhhorod, the landscape and recreational zones occupy an important place. The zones of the objects of the nature reserve fund are defined to ensure the preservation of unique natural landscapes with special conditions of use. Recreational zones of active entertainment are the urban areas of common use with appropriate objects for active recreation of the citizens as well as community centres. Considering the existing transport connections of Uzhhorod and pedestrian paths to the embankment territories, their location almost in the middle of the city as a coherence of the periphery with the central area of the city, the idea of creating a single system of embankment areas of the city was worked out, which will be interconnected by barrier-free bicycle tracks and pedestrian paths.

AbstrakDinas Komunikasi dan Informatika (DISKOMINFO) Kota Bandar lampung adalah sebuah instansi yang bertanggung jawab pada bidang komunikasi, informatika, statistik serta persandian dalam lingkungan pemerintahan. Dengan adanya tata kelola TI dapat memberikan jaminan bahwa pemanfaatan teknologi informasi sejalan dengan tujuan bisnis organisasi. Berdasarkan hasil wawancara ditemukan beberapa permasalahan dalam pengelolaan tata kelola TI seperti belum adanya SOP, kurangnya pemahaman sumber daya manusia terkait dengan tugasnya masing-masing, dan pemasangan infrastruktur yang tidak sesuai dengan Master Plan yang sudah direncanakan sehingga diperlukan adanya audit untuk mengukur seberapa jauh tingkat kematangan serta mengetahui kemungkinan terjadinya penyimpangan terhadap tata kelola TI yang telah direncanakan. COBIT 4.1 adalah kerangka kerja yang tepat untuk mengetahui tingkat kematangan tata kelola teknologi informasi. Domain yang digunakan yaitu Plan and Organise dan Acquire and Implement. Tujuan dari penelitian ini adalah untuk mendapatkan hasil evaluasi berdasarkan tingkat kematangan dan menghasilkan rekomendasi dari hasil evaluasi tersebut. Hasil nilai tingkat kematangan pada domain Plan and Organise sebesar 1,9 dan pada domain Acquire and Implement sebesar 1,28. Rekomendasi yang diberikan digunakan untuk meningkatkan nilai tingkat kematangan sehingga dapat memperbaiki tata kelola TI yang ada pada DISKOMINFO kota Bandar lampung.Kata kunci: Audit, Tata Kelola TI, COBIT 4.1, Maturity Level, Plan and Organise, Acquire and ImplementAbstractDinas Komunikasi dan Informatika (DISKOMINFO) Kota Bandar lampung is an agency that responsible for communication, informatics, statistics, and encryption within the existing government environment. The existence of IT governance can provide assurance that the utilization of information technology in line with organizational business goals. Based on the results of the interviews found several problems in the management of IT governance such as the absence of SOPs, lack of understanding of human resources related to their respective tasks, and installation of infrastructure that is not in accordance with the Master Plan that has been planned. Therefore, audit to measure how far the Maturity Level and know the possibility of deviations from planned IT Governance. COBIT 4.1 is an appropriate framework for knowing the Maturity Level of information technology governance. The domains used are Plan and Organize and Acquire and Implement. This research is to get the result of evaluation based on maturity level and produce recommendation from result of evaluation. The result of the maturity level on the Plan and Organize domain is 1.9 and the Acquire and Implement domain is 1.28. Recommendations are used to improve the value of Maturity Level to improve the existing IT governance in DISKOMINFO Kota Bandar lampung.

PurposeInformation architecture (IA) is often understood as a comprehensive master plan for organizational data assets and is widely considered as an essential component of broader enterprise architecture (EA). However, the status and practical operationalization of IA still remain largely unclear. In order to clarify these questions, this paper investigates what instruments related to IA are actually employed in organizations.Design/methodology/approachThis study builds on the analysis of architecture practices in 27 diverse organizations. Based on the semi-structured interviews with architects and the examination of utilized architectural documents, we explore IA-related instruments with their usage scenarios that have been adopted in the studied organizations.FindingsThe authors identify 12 distinct instruments used in the industry and analyze in detail their features, properties and relationships. This paper analysis shows that these instruments are rather diverse and largely inconsistent across different organizations. The study findings also suggest that IA cannot be considered as a comprehensive plan for information, but rather as a variable set of loosely related instruments and practices that help organizations manage information.Originality/valueThe study offers a unique perspective on the concept of IA, as it is practiced in the industry today, as well as a critical scrutiny of the respective prescriptions abundant in the existing literature. Although this study does not attempt to theorize on the findings, it makes a significant empirical contribution by offering a solid evidence-based view of IA and its key instruments currently missing in the available literature.


The main intention of the Architecture-Governance-Growth (AGG) model introduced by this book is to be a representation of the evolving steps of the modern digital (or digitalized) enterprise. In this section of the book, the first dimension of the AGG model (the architecture realm), how it has emerged as an entrepreneurial concept (embedded in the concept of enterprise architecture), why it is an important and indispensable concept to describe the main components of the digital (or digitalized) enterprise, and how they interact and function are presented. In this chapter, it is argued that the most valuable tool to perform this task is the concept of enterprise architecture, a concept derived from the field of architecture or from the building sector of the economy. The chapter examines how this concept evolved from the concept of information systems and how it is important to the understanding of the concept of market architecture.

TIK salah satu penentu keberhasilan sebuah organisasi dalam mencapai visi dan misinya. Terpilihnya pemimpin yang baru, terbentuknya SKPD baru dengan visi misi baru sehingga master plan yang lama di anggap sudah tidak relevan lagi, sehingga persoalan yang muncul diselesaikan dengan cara reaktif dan memungkinkan persoalan yang sama akan muncul kembali pada masa yang akan datang. Arsitektur enterprise adalah cara untuk membangun arsitektur TIK dari sebuah organisasi yang berfokus pada arsitektur bisnis, arsitektur data, arsitektur aplikasi dan arsitektur teknologi. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pendekatan studi kasus. Metodologi yang digunakan adalah Enterprise Architecture TOGAF ADM sebagai kerangka acuan untuk perencanaan strategis TIK Pemerintahan Kota Mataram. Subyek pada penelitian ini adalah responden yang memiliki kewenangan dalam pengambilan keputusan terkait TIK dan pengguna TIK di Dinas Komunikasi dan Informatika (DISKOMINFO). Kebutuhan bisnis yang terdiri dari Arsitektur Data, Aplikasi dan Teknologi diidentifikasi dan diusulkan untuk mendukung aktivitas bisnis demi pencapaian tujuan organisasi.  Hasil dari penelitian ini dengan menganalisa penggunaan penerapan teknologi informasi dan komunikasi(TIK) Seperti Sumber daya Manusia yang terlibat, kebutuhan aplikasi dan infrastruktur jaringan komputer dalam untuk mendukung proses bisnis dalam pelaksanaan roda pemerintahan Kota Mataram, dengan menggunakan metode scorecard  uji kelayakan dengan rata-rata perolehan 76%.

The monitoring of customer service experiences for fast food restaurants has been on the rise for past three decades because of technological advances. Having access to the current features helps businesses determine what factors to consider for improving their company. There has been research done on research chains such as Chipotle, Subway, KFC, Dairy Queen, and Taco Bell. Each restaurant focuses on similar factors, but there has been little to no research done on the fast food restaurant, Chick-fil-A regarding CEM scores and customer perception. Chick-fil-A is an extremely well known fast food place known to have outstanding customer service because of their overall politeness and fast service. This study aims at looking into one specific Chick-fil-A location in Teterboro, New Jersey, which is known to be in the top 20% of Chick-fil-As in the United States. This research study used stratified sampling in order to conduct a Spearman Correlation Analysis that answered the research question, “Is there a correlation between 4 main components of customer service and an effect on the customer service environment in Chick-fil-A Teterboro, from the years 2018-2019?” Results concluded there were only two direct correlations between two components. The two factors that had the highest correlation with one another were Overall Customer Satisfaction levels and the Attentive/ Courteous component in connection to the overall value of the customer service environment.
