PurposeInformation architecture (IA) is often understood as a comprehensive master plan for organizational data assets and is widely considered as an essential component of broader enterprise architecture (EA). However, the status and practical operationalization of IA still remain largely unclear. In order to clarify these questions, this paper investigates what instruments related to IA are actually employed in organizations.Design/methodology/approachThis study builds on the analysis of architecture practices in 27 diverse organizations. Based on the semi-structured interviews with architects and the examination of utilized architectural documents, we explore IA-related instruments with their usage scenarios that have been adopted in the studied organizations.FindingsThe authors identify 12 distinct instruments used in the industry and analyze in detail their features, properties and relationships. This paper analysis shows that these instruments are rather diverse and largely inconsistent across different organizations. The study findings also suggest that IA cannot be considered as a comprehensive plan for information, but rather as a variable set of loosely related instruments and practices that help organizations manage information.Originality/valueThe study offers a unique perspective on the concept of IA, as it is practiced in the industry today, as well as a critical scrutiny of the respective prescriptions abundant in the existing literature. Although this study does not attempt to theorize on the findings, it makes a significant empirical contribution by offering a solid evidence-based view of IA and its key instruments currently missing in the available literature.

PurposeThe purpose of this article is to investigate the effectiveness of accountability mechanisms employed in financial management practices of school principals in the Eastern Cape Provincial Department of Education. The strengths and weaknesses of the systems and mechanisms of the processes to hold school principals accountable are explored in detail in this study. The argument that this article seeks to advance is that accountability of the school principal to the school governing body (SGB) does not yield the best results in terms of efficiency. It creates a loose arrangement in terms of which the school principal takes part in financial mismanagement in schools.Design/methodology/approachData collection was made through semi-structured interviews whose purpose was to draw experiences from SGBs, particularly the finance committees who are in fact the sub-committees of the SGBs; as well as literature review. The finance committee is made up of the chairperson of the SGB, the secretary of the SGB, the treasurer of the SGB, and the financial officer who is a clerk responsible for the keeping and the management of financial records of the school. The process started with semi-structured interviews, then transcribing, coding, developing themes, making meaning of the themes and subsequently developing a principle.FindingsMechanisms employed by schools and the Department of Education to hold principals accountable for their financial management practices fail to make them fully accountable and effectively face the consequences of acts on their part that are illegal and unlawful. The mechanisms need a great deal of overhauling. The argument that this article seeks to advance is that this account of the school principal to the SGB does not yield the best results in terms of efficiency. It creates a loose arrangement in terms of which the school principal easily gets away with a crime when financial mismanagement occurs in the school.Research limitations/implicationsParticipants could possibly not be comfortable and willing, to tell the truth as it is. Participants might have the fear that telling the truth could land them in trouble with the law. Whilst participants were assured by the researchers of their anonymity and the confidentiality of the information given by them, there was no guarantee that the fear of being exposed would subdue completely. There was also a possibility that some participants would not be willing to say the truth as it is for fear of being victimised by other participants for exposing the status quo in their schools.Practical implicationsThe findings and recommendations from this study may be used by the Department of Basic Education as a source of information for policymakers and stakeholders to understand the effectiveness of their mechanisms to ensure the accountability of school principals on issues of financial management. On the basis of this study, policymakers will then be able to revisit their policies for the purpose of strengthening them. The principal is therefore responsible for the day-to-day administration and management of school funds because of this mandatory delegation. However, when things go wrong, it is the SGB that is held liable.Social implicationsSchool principals hold dual accountability in terms of which they are accountable to the employer only in so far as their professional responsibilities are concerned on financial management in the first instance. They are by no means accounting officers in schools. In the second instance, they are fully accountable to the SGB for issues relating to financial management. Section 16A of SASA lists the functions and responsibilities for which the principal as an employee of the Department of Basic Education, and in his official capacity as contemplated in Sections 23(1) and 24(1) (j) of the same Act, is accountable to the head of department (HOD).Originality/valueThe study provides a theoretical and empirical contribution to the existing literature on the effectiveness of the mechanisms employed to ensure the accountability of school principals in their financial management practices in schools. It offers practical recommendations putting in place mechanisms that effectively hold school principals wholly accountable for their financial management practices in schools. Most of the time, it is easy for the principal to get away with a crime even in instances where he or she is called upon to account for alleged financial mismanagement.

Purpose – Homeless populations are a politically contentious problem and researchers struggle to achieve a balanced approach. They place emphasis on sharply contrasting factors, such as; institutional structures, ideologies or individual dispositions and differences. Central questions remain unanswered, i.e., is homelessness an outcome of society’s failings related to housing shortages, or a personal choice, as in the status of “intentional homelessness?” The purpose of this paper is to set aside assumptions, to explore experiences of homelessness and psychosis. Design/methodology/approach – An existentially informed hermeneutic phenomenological analysis; exploring transcribed narratives from semi-structured interviews with three men. Findings – These participants started to wander as a spontaneous response to distressing life experiences. Without any plan they travelled to new locations living on the street. Being contained and treated against their will in the psychiatric system was another source of distress. They did not choose homelessness through a rational calculation of their best interests. They felt at odds with society, which did not protect them and failed to meet their needs. Research limitations/implications – In qualitative research, findings are not generalisable to other settings. Practical implications – Homeless services should be enhanced by psychological expertise along with more person-centred emphatic approaches; the authors of social policies should consider their philosophical assumptions. Social implications – Systemised mental healthcare does not solve complex problems; fails to meet needs. Originality/value – The analysis informs the design of further research, prompts practitioners to review their understandings and provides grounds for the rewriting of policies.

PurposeThis article critically investigates a management-led experiment to institute a four-day work week with stated intentions of improving productivity and worker wellbeing. The article analyses the framing and implementation of the reduced work hours (RWH) trial, the responses of employees and the outcomes and implications of the trial. It raises concerns regarding the managerial appropriation of employee aspirations for more autonomy over time and improved work life.Design/methodology/approachWe conducted a qualitative case study of a medium-sized company operating in the financial services sector in New Zealand. Focus groups and semi-structured interviews were conducted with 45 employees.FindingsOur study finds that the promise of a four-day week attracted employee favour and individualised benefits. However, entrenched managerialist practices of performance measurement, monitoring and productivity pressures were intensified. Pro-social and collective interests evident in labour-led campaigns were absent. We urge greater critical scrutiny into seemingly advantageous “business case” initiatives for reduced work hours.Originality/valueLittle is known about what happens to concern for social and employee interests entailed in reduced working hours initiatives when a management-led initiative is implemented. Indeed, the majority of research focuses on the macro-level rather than interrogating the “black box” of firms. Our inquiry contributes to these debates by asking, how does a management-led RWH initiative affect employees?

Purpose The purpose of this paper is to explore the concept of information culture in Mainland China and apply the information culture framework to an organizational setting. Design/methodology/approach The foundation for the research is provided by a review of Chinese and English language literature and a case study of a university library was conducted, involving semi-structured interviews. Findings The information culture framework facilitated identification of factors not recognized in previous information culture research, including uniquely Chinese factors of egocentrism, guanxi (relationships), mianzi (face), hexie (harmony) and renqing (mutual benefit). A further finding highlighted the profound differences between archives and library institutions in China. Originality/value The paper provides the first step toward further exploring features of Chinese organizational culture which will not only influence information management practices but also highlight the issues relating to collaboration between libraries and archives in China.

PurposeTo study the effects of the introduction of part‐time working on managing a police force.Design/methodology/approachThis case study involved in‐depth, semi‐structured interviews with part‐time officers in an English police force, their full‐time colleagues and managers.FindingsThe author illustrates practical problems which police managers face in ensuring they have staff in adequate numbers and experience to carry out the duties required of an organization which has to operate 24 hours‐a‐day, seven days‐a‐week and which has no way of knowing in advance what demands will be placed on it at any given time. The study focuses attention on the dilemma of legislation designed to improve the status of part‐time workers generally, and people's expectation of “family friendly” employment, with the traditional “command and control” needs of an organization such as a police force.Practical implicationsImplications for human resource management are identified, as the conflicting needs and views of manager and part‐time employees are explored. These conflicts are particularly difficult for HR to reconcile as part‐time and reduced‐hours working continues its expansion.Originality/valueProvides some useful information on part‐time working at a police station in the UK.

Purpose – The purpose of this paper is to analyse and compare the status of manufacturing flexibility adoption, its barriers and adoption practices in small and medium-sized enterprises (SMEs) and large firms in India. Design/methodology/approach – Using mixed methods sequential explanatory design, this study employs survey responses from 121 firms, followed by 16 semi-structured interviews to investigate and explain the status of manufacturing flexibility adoption, barriers to adoption and practices adopted to achieve flexibility in SMEs and large firms in India. Findings – The study suggests that awareness of manufacturing flexibility concept in SMEs is considerably low and application of manufacturing flexibility is still at embryonic stage. It was found that both SMEs and large firms employ manufacturing flexibility, but they differ with respect to their emphasis on adoption practices used to achieve flexibility. SMEs emphasize entrepreneurial orientation and flexible human resource practices to achieve flexibility, whereas large firms emphasize practices such as technological capability, sourcing practices and integration practices to achieve flexibility. The study also illustrates barriers that hinder manufacturing flexibility adoption at plant level in India. Research limitations/implications – The study is cross-sectional in nature and is limited to specific regions of India. The use of subjective measures in survey questionnaire is another limitation of the study. Practical implications – Practitioners should consider combinations of adoption practices to achieve the desired level of manufacturing flexibility. It is also important to give due consideration to barriers before considering manufacturing flexibility adoption. Originality/value – The findings contribute to the manufacturing flexibility and SMEs research by providing insights into manufacturing flexibility adoption from the developing economy perspective and by widening the scope of existing research into SMEs.

Purpose The purpose of this paper is to report the results of a qualitative study exploring the conditions associated with the creation, preservation and transmission of Shuishu archives in China, and the crises today in their preservation and transmission and the reasons behind them. It also proposes activation mechanisms to shift Shuishu archives from jeopardized collective memory to preservable cultural memory. Design/methodology/approach Semi-structured interviews and ethnographic fieldwork were conducted over the course of a month in 2015. Findings The creation, preservation and transmission of Shuishu archives in the community of the Shui rely upon the community’s closed system. But this system has been broken as a result of modernization and wide use of new media in China. To preserve and transmit Shuishu archives to future generations, there needs to be mutual trust and equitable cooperation between government archives and the Shuishushi. The “cultural consciousness” of the Shui needs to be stimulated, and more members of the Shui and the whole of society need to participate in the preservation and transmission of this distinctive memory. Practical implications The study can provide a provocative example for education in preservation and LIS about community culture and archiving, and the preservation of social memory, identity and culture. The activation mechanisms seek to aid in the preservation and transmission of Shuishu archives and other similar community memory. Originality/value The study uses semi-structured interviews and ethnographic methodology to develop a rich understanding of the history and the status quo of the preservation and transmission of Shuishu archives. It redefines Shuishu archives and sheds light on the roles government archives should play in the preservation and transmission of Shuishu archives.

Purpose The purpose of this study is to ascertain the extent to which the practices of small and medium building contractors (SMBCs) conform to lean construction (LC) principles. Ultimately, practical results encourage a discourse on the true potentials and challenges to the holistic uptake of LC principles in the Ghanaian construction industry. Design/methodology/approach This research is based on a qualitative case study approach. The data was obtained through face-to-face structured interviews. Findings Across the cases, it was realized that there is a low-level application of LC principles among SMBCs. There was no indication that lean concepts were used on a company-wide basis in the Ghanaian construction industry. Furthermore, the study revealed that the traditional wasteful approach to managing construction projects was still prevalent among the firms. Practical implications This paper uses the 4P model as a foundation for assessing the extent to which the practices of SMBCs conform to LC principles. Practically, the study also created a certain level of awareness among the SMBCs about LC, LC principles and the benefits of the application of these principles within organizations. Originality/value This study contributes to the body of knowledge as it uncovers the status of LC implementation among SMBCs in the Ghanaian construction industry. The findings that are presented in this paper can be used as a starting point to disseminate the research and practice of LC among SMBCs.

Purpose – The purpose of this paper is to evaluate the status and impact of a recently formed Resident and Family Council to determine whether the group was achieving the goals of improving long-term care facility relationships, enhancing communication and promoting positive change within the facility. Design/methodology/approach – The pilot evaluation was designed to develop recommendations for future sustainability, of the council, as well as providing wider lessons about the benefits and potential pitfalls of such groups. Data were gathered utilizing participatory qualitative research methods. Semi-structured interviews were conducted with nine council members, representing all groups within the Resident and Family Council. Documents relating to the work of the council and observational field notes maintained during meetings were also analyzed. Findings – A number of themes and dynamics were identified relating to communication, collaboration and future sustainability. Practical implications – Recommendations for initiating Resident and Family Councils should include surveying interest within long-term care facilities, involving the facility ombudsmen or volunteer coordinator, and assessing resources within the community, such as volunteer organizations or partnering with local education organizations. Originality/value – This original research can serve as a template for establishing Resident and Family Councils within long-term care facilities.

Purpose The purpose of this paper is to examine the role of self-help groups (SHGs) in providing an environment for the empowerment of Indian rural women. The authors argue that the SHG empowerment strategy paves the way for the process of development of bottom-up empowerment of women. The authors argue that SHG is a systematic strategy and is not solely based on credit, but also incorporates many other dimensions necessarily required for developing an empowerment process. Design/methodology/approach A qualitative study was the choice of design due to the inherent inability of the structured surveys to understand women empowerment (Mayoux, 1998), as this study was basically interested in the women’s perception of their own empowerment. To explore their experience, a series of semi-structured interviews and focus group discussions were conducted. Findings The authors stand by the application of SHG empowerment strategy in India and go against the rhetoric statements that “top to bottom” approach does not lead to a significant bottom-up empowerment. Originality/value The survey was conducted by the authors in the vicinity of rural Jaipur, Rajasthan, India. Moreover, during the survey, it was found out that participation in SHG facilitates women to know the current state of disempowerment and provides them strength, capacity to come out from the status of drudgery, poverty and seclusion.
