Research background. Education is one of the most important factors which determine society development. Moreover, it is continuously affected by the change of globalization. In Lithuania, during more than two decades, some positive changes took place in forming and carrying out education policy. However, some mistakes and drawbacks were not avoided, such as education segment nonconformity, globalization, changes and innovations ignorance, school’s bureaucratization, insufficiently and inefficiently distributed and controlled education funding, inefficient education strategies, the ignorance of innovations, globalization, etc. According to the most important documents of education policy in Lithuania, it has the priority and must determine general society development but still not achieved. The aim of the research. The purpose of the research is to analyse the realization system of education policy in Lithuania, also identify its main drawbacks and suggest recommendations to solve them as it is expedient to view and update the concept analysis of educational policy, taking more attention to the continuously changing spread contours of this conception. The research object is educational policy implementation in Lithuania. Methodology. The applied research methods were the analysis of theoretical literature, documents, law acts, interviewing the experts and comparative analysis. The research was carried out in March 2016 in Kaunas city and Kaunas district areas. The experts were chosen by the area of expertise and the location. There were six experts: two scientists, two representatives of the Kaunas district municipality and two experts of the administrational level. To ensure the confidentiality of these experts in this research, we used the method of data encryption: experts named “Expert A–F”. The main instrument was the interview guide which was made up to know experts’ opinions on each analysed area. The received data was systematized and presented in research areas as practical confirmation of the theoretical thesis. Results and conclusions. As a result, it was identified that the present realization system of education policy is not effective because of such reasons as the financing shortage in educational institutions, its inappropriate distribution, avoiding taking responsibility for mistakes and giving the incorrect information. Therefore, some problems in school bases, network, teaching staff and trainings are obvious. Moreover, it was offered to guide honest and clear principles, keeping sequence policy, defining problems more precisely, developing co-operation between institutions, reviewing students’ financing, taking into account the importance of school maintenance in small villages. The most important part is to distinguish the educational system as a priority in different areas. It should be guided by the implementation of political will.

The authors set a goal to analyze the problems of contemporary legal education in Russia in the presented research. The necessity of legal education in interdisciplinary and cross-sector interaction with other humanities are identified, and only when these connections are established, it is possible to get into inter-scientific relations. The most extreme issues of the activities of law faculties in various types of educational institutions - in departmental and multidisciplinary institutions were considered, using the example of the influence of various approaches to training future employees of the judiciary. The influence of the educational institution affiliation on the educational process and the issues of deployment the teaching staff are considered, the differences in teaching practical skills in these types of educational institutions are also demonstrated. The authors identified two types of problems - internal and external. Internal - the problems of the educational institutions themselves, external - the problems of implementing the educational policy of the state. Unfortunately, the authors state the unwillingness of the teachers themselves to change because of the rapidly modifying social relations. The absence of a critical attitude, first of all to oneself, causes a false illusion of normality and acceptability. Resulting from the analysis of the entity of the problems, the necessity of initiating changes from the educational institutions and teachers is understood, and not from the state.

Objectives. The goal of scholarly research is to develop proposals for amendments in criminal law General and Special part of Criminal code of the Russian Federation governing self-defense. The scientific article identifies legislative gaps and contradictions that hinder the effective implementation of the necessary defense and require prompt solutions. Methods. The article analyzes such concepts as “self-defense”, “public assault”, “excess of limits of necessary defense”, “violation of the conditions of lawfulness of necessary defense”, “surprise assault”, “rights defending or other persons, interests of the state”. The use of logical and comparative legal methods allowed us to develop proposals for making changes to the criminal law norms that establish the necessary defense. Conclusions. The article shows the conflicts and gaps legislative recognition of self-defense and, in this regard, the complexity of its implementation in the articles of the Special part of the Criminal code of the Russian Federation and practical application. Changes are proposed to the criminal law norms regulating the necessary defense, both in the General and in the Special part of the Criminal code of the Russian Federation. Sense. The content of the scientific article can be used by the teaching staff of higher educational institutions when teaching the course “Criminal law”. The results of the work can be useful to persons who carry out legislative activities in the field of criminal law. The leitmotif of the article can be used in the preparation of dissertation research.

The birth of madrassa (Islamic schools) is a response to Islamic education in dealing with the Dutch education policy, initially arriving in Indonesia to trade following the Indonesia’s abundant natural resources. Even, it was determined to take control of the Indonesia’s territory by propagating its teachings, popularly known as 3G namely, Glory, Gold, and Gospel. On account of this phenomenon, the madrassa appeared as Islamic educational institutions used as a means of transfering knowledge in addition to considerably having strateges, especially in shaping the soul of patriotism of the nation children.

This chapter explores the influence of a youth participatory action research (YPAR) group, viewing the group's efforts as challenges to manifestations of racial inequality in education, such as the inequitable distribution of educational resources. The authors examine how individuals in positions of relative power—teachers, school administrators, and public officials— respond to the group's advocacy efforts. The analysis illustrates the complexity of the group's influence: Some individuals report that the Council sparks meaningful changes, while others have negative reactions. This study investigates professional development among educational policy-makers, institutional leaders and teachers. Through a synthesis of associated literature, this study identified a large number of articles focusing on professional development among teachers and lecturers. However, only a few studies on professional development among leaders and managers of educational institutions were ascertained, and research on professional development for educational policy-makers is also limited. This article first presents key aspects of professional development. It then reviews professional development theories and practices for policy-makers, institutional leaders and teachers. Finally, a discussion and recommendations are provided. This article contributes to the limited literature on professional development at the meso-level for institutional leaders, and at the macro-level for policy-makers.

This article discusses the issue of criticizing the Soviet educational policy by prominent Russian émigré educators. The features of the emergence and existence of a special supranational cultural and educational space – the Russian pedagogical émigré society – are revealed. A select circle of scientists, thinkers, philosophers, and religious figures dealing with issues of education and upbringing has been identified. The views of prominent representatives of the Russian emigrant world in relation to operating the school education policy by the Soviet government are described.

The article deals with the topical issue of digitalization of education as a component of the digital transformation of contemporary society and the economy in general. The purpose of the research is to identify the readiness status of teaching staff for professional activity in the context of the digitalization of education. The main research methods were the questionnaire (implemented in the form of an online survey among students of the extramural form of study of the Moscow City Pedagogical University working at educational institutions of Moscow), and statistical analysis of the data obtained. The results of an online survey of teachers allowed concluding that today teachers have acquired a positive experience in the use of recommended tested digital educational resources, the ability to develop innovative digital educational and methodological support for the educational process, as well as recognized the need to build a personal trajectory of professional development in the framework of digital education.

The article analyses the experience of organizing International Educational Exhibitions in Ukraine in 2016 – 2020. The essence of such concepts as "international educational exhibition", "international educational exhibition space", "facilitative support of professional development of research and teaching staff" is defined. The structural elements of the International Educational Exhibition and the stages of a higher educational institution participation in the exhibition activity (preparatory, direct participation, analysis of the achieved results) are considered. The authors of the article present systematized experience of facilitative support of professional development of research and teaching staff provided by specialists of the Department of Scientific Work of the State Institution of Higher Education "University of Educational Management" of the National Academy of Educational Sciences of Ukraine in the process of preparing, holding and analysing results of International Educational Exhibitions, such as "Innovation in Modern Education", "Modern Educational Institutions", "Education and Career – Student's Day", "Education and Career". The types of organizational and coordination activities are determined, a detailed list of actions of the process of facilitative support by the specialists of the Department of Scientific Work of research and teaching staff as exhibitors and visitors of the exhibition is presented. Methodical structuring and algorithmizing of types of organizational and coordination activities and a detailed list of actions of the facilitation process are described in the following stages: 1) preparation of research and teaching staff (exhibitors and visitors) to participate in International Educational Exhibitions; 2) direct participation of research and teaching staff (exhibitors and visitors) in the International Educational Exhibitions; 3) analysis of the results of participation of research and teaching staff (exhibitors and visitors) in International Educational Exhibitions. The authors have created a classification of events of the International Educational Exhibition according to the congress, competition and exponential components. Statistics of the number of planned and conducted events within the International Educational Exhibition activities in Ukraine in 2016 – 2020 are presented. Emphasis is placed on changing the form of exhibitions from offline to online format due to the COVID–19 pandemic and lockdown (quarantine restrictions) in 2020. Recommendations for higher educational institutions to maintain an integrated information base of exhibition educational activities with detailed information on the activities within the exponential, competitive and congress programs of the exhibition.

The readiness of the teaching staff of higher educational institutions for teaching and psychological and pedagogical support of students with disabilities is being considered. We emphasize that the personnel of the educational organization need special competence to work with persons with disabilities of various nosological groups. The issues of creating an accessible environment in the university were studied, the readiness of teachers to apply special educational technologies in the training of students with disabilities, to develop teaching and methodological materials; the ability to establish pedagogically appropriate relationships with students, and provide psychological and pedagogical support in matters of personal and professional self-determination. The results show a high degree of importance of special professional competencies for inclusive education. But, at the same time, teachers assess their own level of preparedness with students with disabilities as insufficient, which allowed to determine the main areas of work.
