This chapter focuses on the historian of philosophy. There is a certain amount of historical evidence in the case of philosophy, mainly in the form of texts, or rather copies thereof, but also of inscriptions or even of archaeological remains. The historian has to collect this evidence, evaluate it, and reconstruct, on its basis, a history which is sufficiently supported by it to make it difficult, if not impossible, to think of an equally plausible, or even more plausible, account that fits the evidence as well. The difficulty is not only that it has become a matter of considerable controversy whether there actually is one characteristic way in which historians ought to go about their business and which way this may be. It also should give one pause for thought that, in fact, general historians do not write history of philosophy. This suggests that the historiography of philosophy is not just a matter of applying the historical method to a particular history. Clearly, the most important point here is that it takes some special competence to write the history of a discipline. Having the competence of a contemporary philosopher allows one to tell which arguments are acceptable and which are not.

<span>This research aimed to analyze the insertion of anti-corruption education in Islamic education. In the context of anti-corruption education, especially students in tertiary institutions, corrupt practices are manifested in the form of corrupt behavior, such as plagiarism, cheating, truancy, and hitchhiking in group assignments, even though they do not contribute. Anti-corruption education in Islamic education has so far used a dogmatic approach, not using an approach that has a transformative impact, especially neuroscience. In this case, Universitas Ahmad Dahlan, with lecturers who have special competence as anti-corruption trainers, has carried out anti-corruption education in various scientific fields, including Islamic education. This phenomenological type of qualitative research involved 52 students and six lecturers in the master study program of Islamic education. The results showed that anti-corruption education was carried out through insertion into all relevant subjects, especially the neuroscience of Islamic education. The lecturer investigates students' corrupt behavior in anticipation of future corruption crimes. The investigation results show that the most corrupt behavior of students is plagiarism, taking names in group assignments, and leaving absences with friends. The insertion of anti-corruption education with a neuroscience approach is applied in building integrity awareness that corrupt behavior is contrary to how the brain works and even has the potential to destroy reason.</span>

The purpose of the research. They are considered relevant issues of the administrative and legal situation of subjects of special competence in relation to public administration in the field of intellectual property. Main content. A circle of specific subjects in the public administration system is determined. It identifies the role of subjects of special competence in the performance of the tasks of public administration in the field of intellectual property. The classification of subjects of special competence in the public administration is presented. Methodology: Analysis of documentary sources; the basis is the dialectical method of knowledge of the facts of social reality, on which the comparative formal and legal approaches are largely based. Conclusions. Conclusions are drawn on the place of subjects of special competence in relation to public administration in the field of intellectual property. Proposals are made on the need to improve existing legislation in Ukraine on intellectual property.

Relevant issues of the administrative and legal status of subjects of special competence in relation to public administration in the field of intellectual property are considered. Main  content. A circle of specified subjects in the system of subjects of public administration is determined. The role of subjects of special competence in the fulfilment of tasks of public administration in the sphere of intellectual property is identified. Classification of subjects of special competence regarding public administration in this field is presented. Features of the administrative or legal status of each group of subjects of special competence in relation to public administration in the field of intellectual property are analyzed. Specifics of the influence of these subjects on legal relations arising in the sphere of intellectual property are characterized. Materials and methods research based on the analysis of documentary sources. the  basis  is  the  dialectical  method  of  cognition  of  the  facts  of  social  reality,  on  which  the  formal legal and comparative legal approaches are largely based. Conclusions are drawn about the place of subjects of special competence in relation to public administration in the field of intellectual property among other subjects. Peran mata pelajaran kompetensi khusus dalam pemenuhan tugas administrasi publik di bidang kekayaan intelektual diidentifikasi. Klasifikasi mata pelajaran kompetensi khusus tentang administrasi publik di bidang ini disajikan. Fitur status administrasi atau hukum dari setiap kelompok mata pelajaran kompetensi khusus dalam kaitannya dengan administrasi publik di bidang kekayaan intelektual dianalisis. Spesifik pengaruh subjek ini pada hubungan hukum yang timbul di bidang kekayaan intelektual dicirikan. Bahan dan metode penelitian berdasarkan analisis sumber dokumenter. Basisnya adalah metode kognisi dialektis atas fakta-fakta realitas sosial, yang menjadi dasar sebagian besar pendekatan hukum formal dan hukum komparatif. Kesimpulan diambil tentang tempat mata pelajaran kompetensi khusus dalam kaitannya dengan administrasi publik di bidang kekayaan intelektual antara mata pelajaran lainnya. Основное содержание. Определен круг указанных субъектов в системе субъектов государственного управления. Выявлена роль субъектов специальной компетенции в выполнении задач государственного управления в сфере интеллектуальной собственности. Представлена классификация предметов особой компетенции государственного управления в этой области. Анализируются особенности административно-правового статуса каждой группы субъектов особой компетенции применительно к государственному управлению в сфере интеллектуальной собственности. Охарактеризована специфика влияния этих субъектов на правоотношения, возникающие в сфере интеллектуальной собственности. Материалы и методы исследования на основе анализа документальных источников. в основе лежит диалектический метод познания фактов социальной действительности, на котором в значительной степени базируются формально-правовой и сравнительно-правовой подходы. Сделаны выводы о месте субъектов особой компетенции по отношению к государственному управлению в сфере интеллектуальной собственности среди других субъектов. It is determined that in Ukraine there is an administrative and criminal liability for smuggling. Therefore, depending on the legal responsibility that is provided during the implementation of smuggling, smuggling is divided into: 1) smuggling, for which criminal liability is provided; 2) smuggling, for which administrative liability is provided. In addition, it is concluded that based on the definition of smuggling and directly the objects of smuggling, the following types of smuggling can be distinguished: 1) smuggling of historical and cultural values; 2) smuggling of explosives, radioactive materials, weapons or ammunition (except for smooth-bore hunting weapons or ammunition), parts of firearms; 3) smuggling of timber or lumber of valuable and rare species of trees, unprocessed timber, as well as other timber prohibited for export outside the customs territory of Ukraine; 4) smuggling of narcotic drugs, psychotropic substances, their analogues or precursors or falsified drugs; 5) smuggling of special technical means of covert receipt of information; 6) others. It has been established that in addition to the listed items of smuggling, criminalization requires the smuggling of valuable and rare species of animals and plants and (or) endangered animals and plants, microbiological or other biological agents or toxins, transplant organs or human tissues, etc., as well as some types of smuggling in the field of transportation of goods and materials. Therefore, it is proposed to supplement the definition of smuggling by moving across the customs border of Ukraine outside customs control or with concealment from customs control of alcoholic beverages, tobacco products committed in significant amounts. And also Art. 201 of the Criminal Code to supplement the provisions on smuggling of alcoholic beverages, tobacco products committed in large amounts and in especially large amounts, as well as committed by prior conspiracy by a group of persons or a person previously convicted of a crime under this article or an official using official position. It is determined that in accordance with the most common classification of state bodies by the criterion of the breadth of competence, there are state bodies of general and special competence. If we follow this classification, the general bodies of counteraction to smuggling are state bodies of general competence, which are the Cabinet of Ministers of Ukraine, the President of Ukraine, the Verkhovna Rada of Ukraine. The bodies of special competence are the security forces, judicial and law enforcement agencies.

The paper shows that the consolidation of the functions of the prosecutor’s office of the Russian Federation at the constitutional level leads to the need to return to the question of the effectiveness and sufficiency of the prosecutor’s powers to independently initiate a criminal case, initiate criminal prosecution, and bring charges. The modern models of granting various subjects the authority to initiate and carry out criminal prosecution, to bring charges in criminal procedural comparative studies are identified and analyzed. They are: 1) a system of public prosecution, or a monocratic model, in which criminal prosecution is initiated exclusively by the decision of state bodies with appropriate special competence, primarily the prosecutor’s office (prosecutor’s monopoly); 2) an ex officio prosecution system, or a polycratic model, when the subject of criminal prosecution is any of the state bodies authorized to conduct proceedings in a case, there is no monopoly of one state body or official to initiate criminal prosecution; 3) a private prosecution system, when the subject of criminal prosecution is either the victim or his legal successors; 4) a “people’s” system charges, in which any private person has the right to initiate criminal prosecution, regardless of whether he is a victim or not. The conclusion is substantiated that Russia belongs to the states in which the polycratic ex officio model is combined with private prosecution in certain categories of cases, while, unlike most other states, the prosecutor is not among the officials authorized to initiate criminal proceedings and/or criminal prosecution. It is shown that the lack of powers of the prosecutor in pre-trial proceedings hinders the achievement of the purpose of criminal proceedings. It is concluded that it is necessary to return to the prosecutor the authority to initiate a criminal case independently.

The purpose of the article is to clarify the place of national institutions engaged in the promotion and protection of human rights in the system of domestic means created in accordance with the Paris Principles. Research methods is the general methods of scientific cognitivism as well as concerning those used in legal science: methods of analysis and synthesis, formal logic, comparative law etc. The concept of understanding of the organizational and legal guarantees of human and citizen's rights has been improved in the constitutional law science, namely: the classification criterion for division into groups is the possibility/non possibility of exercising any kind of state coercion in the course of jurisdictional/ non jurisdictional activity; representative body (body responsible for ensuring Ukraine's representation in the European Court of Human Rights and coordinating the implementation of its decisions), bodies of the state executive service, private executors are the elements of the system of organizational and legal guarantees of human and citizen's rights; by classification criterion – the protection of human rights and fundamental freedoms is the primary function of the authority-guarantor or similar body of some other kinds of functions – it is substantiated that national institutions engaged into the promotion and protection of human rights belong to the group of authority-guarantor of special competence established specifically to provide guarantees, human rights and fundamental freedoms. It is proposed within the group of authority-guarantor of special competence established specifically to ensure the guarantees of human rights and fundamental freedoms, to distinguish a sub-group of national institutions engaged into the promotion and protection of human rights: 1) human rights commissions; 2) human rights ombudsmen; 3) anti-discrimination ombudsmen (commissions); 4) human rights institutes (centers); 5) human rights advisory committees; 6) comprehensive human rights institutes.

This article provides a general description of the powers and competencies of public authorities exercising public administration in the field of air protection. Atmospheric air is proposed to mean an element of the natural environment, which is an invisible mixture of gases within the territory of Ukraine and contains vital chemicals and compounds necessary for the existence of living organisms. It is determined that the subjects of public administration in the field of air protection are the system of bodies of general and special competence, which exercise public administration powers to restore, preserve, ensure air quality and ensure the right of citizens to air, and take the necessary measures. to reduce the incidence of air pollution due to air pollution. The subjects of public administration in the field of air protection are proposed to be divided into two groups: 1. subjects of general competence (Verkhovna Rada of Ukraine, President of Ukraine, National Security and Defense Council of Ukraine) and 2. subjects of special competence (Cabinet of Ministers of Ukraine) (Government of Ukraine), Ministry of Environmental Protection and Natural Resources of Ukraine, State Ecological Inspectorate of Ukraine, Ministry of Health of Ukraine, local state administrations and local governments). Based on the analysis of legislative and by-laws, which determine their administrative and legal status in general, the powers of these entities in the field of air protection are highlighted. Emphasis is placed on the special tasks of these actors in order to preserve the health of the nation.

Interest in the Shroud of Turin, a canvas with an image of a man's body, seen from the front and back, with traces of torture similar to that inflicted on Jesus and described in the Gospels of the New Testament, has also found a place in world science since the 20th century. Especially after the words of Pope John Paul II in the Turin Cathedral, where the Shroud is kept. Faced with the dilemma of whether we are dealing with the burial shroud of Jesus or a medieval forgery, so ingenious that the science of the 21st century is unable to either falsify or confirm this thesis, the Pope decided that resolving this issue was not "in the Church's special competence". On the other hand, it can be undertaken by scientists, because "it is not a matter of faith", but should become the subject of studies undertaken "without prejudice that would lead to false results; (...) to act with inner freedom and caring respect, both from the point of view of scientific methodology and the sensitivity of believers. " The prepared lexicon has the ambition to present the history of syndonological research to date and to become an element of a scientific workshop that helps to get acquainted with reliable research results and to serve as a standard reference work for further research projects of a monographic nature.

In 2017, the European Federation of Psychologists Associations made a statement on psychotherapy. It recognizes that psychotherapy is a “special competence” practiced by psychologists, and that psychologists practicing psychotherapy receive specific education, including supervision. The statement also stresses that they have demonstrated competencies in scientifically validated or established theories on human emotions, cognitions, and behavior, and on processes of development, as well as the application of these methods to achieve change. Moreover, the declaration recognizes that they are trained in the scientific application of the methods of change based upon these theories. Within the Standing Committee of Psychology and Health in collaboration with the S-EAC, the group on Psychotherapy is presently working on a conceptual framework and on guidelines for psychotherapy practiced by psychologists. This document is starting to define the necessary skills and competencies for European psychologists practicing psychotherapy. It also makes recommendations for basic training, for the development of practical skills and competencies, for continuing professional development, and for ethical decision making. It especially puts forward psychologists’ scientific approach to psychotherapy.
