E-learning is one of the revolutions in the education system that encourages the acceleration of quality learning. The Covid-19 pandemic has become a catalyst for accelerating the implementation of e-learning in Jayapura, Papua. Teachers are required to be able to adapt to this rapid change. Thus, E-learning becomes essential amid the pandemic, yet the ICT indicators reveal many barriers to implementing it. This study aims to assess the level of readiness of the teachers in implementing the e-learning system. Data was collected by distributing questionnaires to the teachers from elementary to high school in Jayapura City. Technology infrastructures, human resources, and e-learning content were the main variables to measure. This study indicated that based on teachers' perceptions, more than 70 percent were using google classroom as an e-learning platform. The level of readiness was level 3 (ready with minor improvements). Infrastructures, internet access, and e-learning content availability are the indicators that needed extra attention for improvement

E-learning is considered a leading application of digital technologies in educational systems. The aim of the paper is to explore the utilization and impact of digital technologies on an e-learning platform. For this purpose, research was conducted at the Moodle learning management system. Data from the e-learning platform were empirically evaluated in order to find key indicators of student performance in different courses. Student success with the e-learning system was evaluated using a mixed-method: Social Network Analysis, K-Means Clustering, and Multiple Linear Regression. The research was conducted at the University of Novi Sad, Faculty of Technical Sciences, Serbia. The results indicate a significant relationship between the performance of students and the use of digital educational resources from the e-learning platform.

The objective of this chapter is to study the effect of the color of e-learning platforms as an atmospheric variable of the interface on the learning process. It focuses on two important variables: memorization and trust. First, it aims to explore the effect of color on the memorization of the educational content available in an e-learning platform. It investigates if the colored appearance of an e-learning system reinforces readability, suitability, and above all the memorizing process leading to learning. Second, it investigates the effect of color on trust in an e-learning platform and in the e-learning content. The chapter offers an examination of the role of the interface and the color in e-learning and memorization and presents trust in e-learning based on an exploratory qualitative study on how trust is developed in a website, as a result of the colors of the online interface. A case of an e-learning platform has been investigated to understand how the colors of the interface can enhance student memorization of the content as well as trust.

In gesture-aided learning (GAL), learners perform specific body gestures while rehearsing the associated learning content. Although this form of embodiment has been shown to benefit learning outcomes, it has not yet been incorporated into e-learning. This work presents a generic system design for an online GAL platform. It is comprised of five modules for planning, administering, and monitoring remote GAL lessons. To validate the proposed design, a reference implementation for word learning was demonstrated in a field test. 19 participants independently took a predefined online GAL lesson and rated their experience on the System Usability Scale and a supplemental questionnaire. To monitor the correct gesture execution, the reference implementation recorded the participants’ webcam feeds and uploaded them to the instructor for review. The results from the field test show that the reference implementation is capable of delivering an e-learning experience with GAL elements. Designers of e-learning platforms may use the proposed design to include GAL in their applications. Beyond its original purpose in education, the platform is also useful to collect and annotate gesture data.

The effectiveness of an e-learning system for distance education to a large extent depends on the relevancy and presentation of learning content to the learner. The ability to gather documents on a particular topic from the web and adapt the contents of the document to suit the learner is an important task from the content creation perspective of e-learning. For the developer of e-learning material the provision to automatically extract, organize, and present content material would improve its effectiveness. This paper proposes to extract information from documents using language processing techniques and organizing the content into appropriate presentation slides for learning purposes using domain ontology and learning oriented pedagogy ontology.

PurposeOne of the most significant threats of COVID-19 in the world is the closure of universities, schools, training courses and even companies and organizations. In such a situation and with the free time that has arisen, this threat of education closure can become a golden opportunity for learning and progress in virtual education. E-learning uses information technology (IT) to distribute knowledge and information for training and education. Also, cloud computing is a technology utilized in the IT domain. It can be employed in performing e-learning. Therefore, the main goal of this study is to assess the impact of cultural characteristics, economic situations, skills and knowledge on the development and success of CELS in the COVID-19 era.Design/methodology/approachCloud-based e-learning system (CELS) provides all e-learning requirements like software and hardware resources to promote conventional e-learning technologies. The CELS stands on several factors of diverse aspects that have been of high significance in CELS success. So, these systems must be checked to analyze their significance rate and successfully carry out their effectiveness. On the other hand, these days, the 2019 coronavirus disease (COVID-19) changes our daily lifestyles. Therefore, the present investigation provides a new model investigating the development and success of CELS in the COVID-19 era. Also, an online questionnaire was used to gather the data. The content validity of the questionnaire was obtained by applying the opinions of ten experts from e-learning specialists. The collected data are analyzed using LISREL and Smart PLS software.FindingsThe results from the path coefficient and the sample t-test have implied that skills and knowledge positively influence CELS in the COVID-19 era. In addition, the relationship between cultural characteristics and CELS in the COVID-19 era has been positive and significant. The relationship between the economic situations and the CELS in the COVID-19 era is positive and significant.Practical implicationsThe proposed model helps managers get a big picture of CELS necessities and more effectively in the COVID-19 era. This research has a unique impact on universities to develop an e-learning platform to facilitate the education process in the COVID-19 era. It provides guidelines for educational institutions to effectively implement the learning management system to facilitate students' education.Originality/valueCELS are getting increasingly essential to offer training courses more efficiently in educational institutions. Although the intersection between cloud computing and e-learning has increasingly grown in both practical and academic contexts, few studies on the impact of cultural characteristics, economic situations, skills and knowledge on the development and success of CELS in the COVID-19 era. This paper explores the ignored but critically important subject of CELS. This paper's main contribution is to present a new and integrated model containing the essential aspects of the development and success of CELS in the COVID-19 era. The proposed framework comprises cultural characteristics, economic situations, skills and knowledge aspects simultaneously, as well as sub-criteria denoting each element.

Government establishments are most times highly involved in different reorganization programs. The processes in e-Government are diversified and complex, hence the need for an appropriate training and learning strategy for governmental employees. Changing business processes and organizational structures always mean that the personnel have to be familiar with the changed procedures. Consequently, the employees need to be trained to develop capacity for new responsibilities. Existing methods of learning and training do not make provision for certain category of employees such as the visually impaired. They do not provide an alternative learning platform for government of employees that are not physically challenged. Many studies have demonstrated the value of several learning platforms, including mobile learning (m-Learning) but with the problems of access barriers and streamlined participation of most learners. The purpose of this chapter is to propose a voice-based e-Learning system, also known as voice-learning (v-Learning) as a variant of the m-Learning with particular relevance for the visually and mobility impaired learners. V-Learning makes possible ubiquitous learning in e-Government and provides additional capacity and speed of response to help facilitate change. Cost reduction is also achieved and there is no shortage of teachers.

Access to education is one of the main human rights. Everyone should have access to education and be capable of benefiting from it. However there are a number who are excluded, not because of a lack of ability but simply because they have a disability or specific need which current education systems do not address. A learning system in which content, tools and interfaces can be personalised and adapted to the individual needs and preferences of a variety of learners, including those with disabilities, becomes inclusive. Assessment is an integral part of an e-learning environment and therefore it has to provide not only inclusive e-learning content but also inclusive e-assessment. The proposed research investigates an intelligent adaptable e-learning system for assessing students' level of skill, knowledge and understanding regardless of their disabilities or accessibility needs. It is based on an innovative use of world's first open source adaptable widget design and authoring toolkit (WIDGaT) as the prototyping environment.

As text sources are getting broader, measuring text similarity is becoming more compelling. Automatic text classification, search engines and auto answering systems are samples of applications that rely on text similarity. Learning management systems (LMS) are becoming more important since electronic media is getting more publicly available. As LMS continuously needs content enrichment and the web is getting richer, automatic collection of learning materials becomes an innovative idea. Intelligent agents can be used with a similarity measurement method to implement the automatic collection process. This paper presents a new method for measuring text similarity using the well-known WordNet Ontology. The proposed method assumes that a text is similar to another if it represents a more specific semantic. This is more suitable for LMS content enrichment as learning content can usually be expanded by a more specific one. This paper shows how the hierarchy of WordNet can be taken advantage of to determine the importance of a word. It is also shown how similarity method within an e-learning system is exploited to achieve two goals. The first one is the enrichment of the e-learning content, and the second is the detection of semantically similar questions in e-learning questions banks.

The teaching-learning process, especially in higher education has always been a matter of great concern in developing countries as it makes the nation’s youth capable and is a mainstay towards its development. With the introduction of ICT, it has become even more important to change the learning methodology using the latest technologies like e-Learning, m-Learning, Cloud Computing etc., to match with the education standards of developed countries. This aim of this paper is to provide an insight about the use of e-Learning and cloud computing in HEIs. The paper also discusses the various cloud based adoption technologies used for HEIs and illustrates the comparative analysis of the web based and cloud based e-Learning system.

The rapid development of mobile technology has brought the change of learning. Mobile learning refers to a new kind of learning for the use of wireless communication technologies and mobile equipments to obtain the educational information, resources, and services. The framework of mobile learning system using wireless communication technology is proposed, a mobile learning support system with multiple wireless terminals is implemented which customs communication protocol to communicate with each other and uses multi-threading technology. The server push learning content to the terminal, learners receive information or to send information to the server through wireless terminal, to feedback information and interaction, and server processes terminal information, data analysis, and then sent to the learner. The system can be applied to a variety of mobile learning occasions, the application shows that the effect of the system effectively reduce the learning environment, and to increase the participation and interest of the learner, improve learning efficiency and learning outcomes.
