The Fabianisation of the British Empire: Post-War Colonial Summer Conferences and Community Development in Kenya, 1948–1956

This article examines the influence of the Fabian Society on post-war colonial development from 1948 to 1956. This study demonstrates that a primary vehicle for the ‘Fabianisation’ of the British Empire was the Cambridge Summer Conference series, particularly the conference convened in 1948. Held on the encouragement of initiative in African society, the conference devised a policy framework of community development based on a model of mass education long favoured by Arthur Creech Jones, secretary of state for the colonies and former chair of the Fabian Colonial Bureau (FCB). This article also looks at the practical outcomes of that influence through a case study of community development in Kenya. It demonstrates that, despite Creech Jones' appointment as secretary of state for the colonies, severe challenges remained for the realisation of Fabian-favoured designs, including those posed by inertia and resistance in the territories, which emanated from both colonial officialdom and indigenous populations. Moreover, the findings indicate that the fulfilment of British development goals was critically dependent on the translation of those goals through the medium of indigenous cultural institutions. While the findings attest that ‘Fabianisation’ during this period produced tangible development projects that concretely impacted social welfare in the colonies, the results suggest an ambiguity surrounding the relative success of ‘Fabianised’ development. The findings indicate that ‘Fabianisation’, dependent upon the processes of negotiation that transpired between the African communities being ‘developed’ and the agents responsible for change, and the ability of those agents to inspire and motivate the indigenous populations, was at best partial.

Abstract Background The Sustainable Development Goals (SDGs) and universal design (UD) principles call for inclusive planning. Within the transportation field, this includes the development or improvement of facilities that accommodate people with disabilities. Between 10% and 20% of the African population is affected by disabilities. A lack of understanding of the needs of people with disabilities leads to isolation. Within the transportation field, isolation manifests itself as a reduction in trip-making. Methods This paper investigates the availability of transport policies and guidelines in 29 different African countries, focusing on the inclusion of persons with disabilities. A desktop study was conducted creating heat maps for 29 African countries, followed by the analysis of secondary data in the case study area, South Africa, demonstrating that the lack of adequate policies, guidelines, and appropriate implementation leads to a lack of accessibility, opportunities, and social isolation, measured through trip frequencies. Results The data analysed revealed that many African countries omit, or only superficially include, people with disabilities in their transport policy framework. Ghana has the most inclusive People with Disabilities Act, while South Africa is most inclusive regarding their planning and design of transport facilities and services. In South Africa, 4.5% of the population did not travel at all in the 7 days before the interview, as disability or age prevented them from doing so, or due to a lack of appropriate travel services. When comparing the trip rates per week, people with disabilities travel significantly less, between 27.2% and 65.8%, than their abled counterparts. Conclusions The study reveals that people with disability live less integrated, more isolated lives due to the lack of acknowledgement in the transport policy framework and accommodation in infrastructure and services. The results underpin the need for disability-inclusive planning in the African context and provide recommendations for actions that mitigate the isolation challenges faced by people with disabilities. Municipalities play a crucial role in improving the quality of life for people with disabilities.

Building on the picture of post-war Anglo-Danish documentary collaboration established in the previous chapter, this chapter examines three cases of international collaboration in which Dansk Kulturfilm and Ministeriernes Filmudvalg were involved in the late 1940s and 1950s. They Guide You Across (Ingolf Boisen, 1949) was commissioned to showcase Scandinavian cooperation in the realm of aviation (SAS) and was adopted by the newly-established United Nations Film Board. The complexities of this film’s production, funding and distribution are illustrative of the activities of the UN Film Board in its first years of operation. The second case study considers Alle mine Skibe (All My Ships, Theodor Christensen, 1951) as an example of a film commissioned and funded under the auspices of the Marshall Plan. This US initiative sponsored informational films across Europe, emphasising national solutions to post-war reconstruction. The third case study, Bent Barfod’s animated film Noget om Norden (Somethin’ about Scandinavia, 1956) explains Nordic cooperation for an international audience, but ironically exposed some gaps in inter-Nordic collaboration in the realm of film.

Approaches to marketing actions in culture are exhibiting rising significance in the modern dynamically changing environment. This paper is focused on the identification of possible applications of marketing in the sphere of culture, with particular reference to the film industry, field of operations of the New Horizons Association. The author’s research was based on a literature study, participant observation, and an online questionnaire, enabling creation of a case study on the New Horizons Association. Empiri-cal research allowed for exploration of the perception of marketing actions of this organization, as well as identifying possible directions for its development. Changes in the needs of modern consumers are related to ongoing virtualization and globalization of culture, and allow for academic discussion about the future of innovative cultural institutions and audio-visual ventures, including within the context of the current global coronavirus/COVID-19 pandemic.

Empires of Antiquities is a history of the rediscovery of the imperial civilizations of the ancient Near East in a modern imperial order that evolved between the outbreak of the First World War and the decolonization of the British Empire in the 1950s. It explores the ways in which near eastern antiquity was redefined and experienced, becoming the subject of imperial regulation, modes of enquiry, and international and national politics. A series of globally publicized spectacular archaeological discoveries in Iraq, Egypt, and Palestine, which the book follows, made antiquity material visible and accessible as never before. The book demonstrates that the new definition and uses of antiquity and their relations to modernity were inseparable from the emergence of the post-war international imperial order, transnational collaboration and crises, the aspirations of national groups, and collisions between them and the British mandatories. It uniquely combines a history of the internationalization of archaeology and the rise of a new “regime of antiquities” under the oversight of the League of Nations and its institutions, a history of British attitudes to, and passion for, near eastern antiquity and on-the-ground colonial policies and mechanisms, as well as nationalist claims on the past. It points to the centrality of the new mandate system, particularly mandates classified A in Mesopotamia/Iraq, Palestine, and Transjordan, formerly governed by the Ottoman Empire, and of Egypt, in the new archaeological regime. Drawing on an unusually wide range of materials collected in archives in six countries, as well as on material and visual evidence, the book weaves together imperial, international, and national histories, and the history of archaeological discovery which it connects to imperial modernity.

Using the case study of Romanians in Spain, this article highlights how the COVID-19 crisis presents both challenges and opportunities when it comes to human mobility and sustainability. Drawing on in-depth interviews with mobile people during the period of lockdown and circulation restrictions, and in accordance with the objectives of the Sustainable Development Goals (SDGs), the paper advances and contributes to the relevance of sustainability and its impact on people’s mobility in the context of the COVID-19 pandemic. I argue that even in the midst of the crisis, sustainable ways may be found to promote and protect human mobility. The paper raises the way sustainability acts as a driver, gains relevance and influence, and contributes to the creation of new models of resilient mobility in times of crisis. The conclusions defend the respect for the SDGs regarding human mobility and emphasise the role of people on the move as sustainable actors learning to overcome distance and the barriers to their mobility during the pandemic.

The article proposes to consider the COVID-19 global pandemic as new major development for cultural industries and policies and to highlight timely and crucial trends due to the lockdown measures. Thus, it attempts to stimulate the scholarship debate regarding the consequences of the pandemic to the action of global online platforms, as well as to policy and economic aspects of cultural sectors. Taking as case study the audio-visual sector, the article explores whether the US global streaming platforms are the winning players of the lockdown measures and emphasizes the multifaceted strategies developed by US-based platforms in order to strengthen their soft power. Focusing on China and the European Union, the article also argues that the overwhelming action of US-based online platforms triggers the potential emergence of media platform regionalization in the context of COVID-19 pandemic. Finally, it highlights the regulatory challenges and how the new empirical trends are expected to shape the current audio-visual policy framework. The analysis focuses on the period between the beginning of global pandemic in Asia-Pacific in January 2020 and the progressive easing of lockdown measures in North America, Europe and Asia-Pacific in July 2020.
