In recent years, the history of sex education policy in twentieth-century Britain, and the sexual discourses it both reflects and reinforces, has attracted increasing attention from a range of disciplines within the humanities and social sciences. Yet, research has primarily focused either on the early decades of the century or on the abrasive social politics of sex education since 1980. There is a dearth of material addressing the intervening years. Moreover, little research has been devoted to the Scottish experience, despite Scotland's distinctive traditions of education and law, as well as arguably a distinctive sexual culture. Drawing on a wide range of governmental archives, this article seeks to rectify these omissions by exploring the impulses and constraints that shaped Scottish school sex education policy in the period 1950-80. First, it examines the nature of the debate surrounding the issue prior to the Second World War. Secondly, it charts the reappraisal of policy in wartime and immediate post-war years in response to the perceived breakdown in moral and sexual standards among the young. Thereafter, the article examines the devolvement of responsibility for school sex education in the 1950s and 1960s to traditional purity and social hygiene organizations-the Alliance-Scottish Council and the Scottish Council for Health Education. The demise of such organizations, and the often conflicting and ineffectual efforts of the Scottish Education Department and Scottish Home and Health Department to address the sex educational needs of a more ‘permissive’ youth culture in the late 1960s and 1970s are then explored. Finally, the implications of the study for an understanding of the relationship of the State to sexual issues in later twentieth-century Scotland are reviewed.

Empires of Antiquities is a history of the rediscovery of the imperial civilizations of the ancient Near East in a modern imperial order that evolved between the outbreak of the First World War and the decolonization of the British Empire in the 1950s. It explores the ways in which near eastern antiquity was redefined and experienced, becoming the subject of imperial regulation, modes of enquiry, and international and national politics. A series of globally publicized spectacular archaeological discoveries in Iraq, Egypt, and Palestine, which the book follows, made antiquity material visible and accessible as never before. The book demonstrates that the new definition and uses of antiquity and their relations to modernity were inseparable from the emergence of the post-war international imperial order, transnational collaboration and crises, the aspirations of national groups, and collisions between them and the British mandatories. It uniquely combines a history of the internationalization of archaeology and the rise of a new “regime of antiquities” under the oversight of the League of Nations and its institutions, a history of British attitudes to, and passion for, near eastern antiquity and on-the-ground colonial policies and mechanisms, as well as nationalist claims on the past. It points to the centrality of the new mandate system, particularly mandates classified A in Mesopotamia/Iraq, Palestine, and Transjordan, formerly governed by the Ottoman Empire, and of Egypt, in the new archaeological regime. Drawing on an unusually wide range of materials collected in archives in six countries, as well as on material and visual evidence, the book weaves together imperial, international, and national histories, and the history of archaeological discovery which it connects to imperial modernity.

AbstractMany of the forms and practices of interwar internationalism were recreated under the auspices of the Nazi ‘New Europe’. This article will examine these forms of ‘Axis internationalism’ by looking at Spanish health experts' involvement with Nazi Germany during the Second World War. Despite the ambiguous relationship between the Franco regime and the Axis powers, a wide range of Spanish health experts formed close ties with colleagues from Nazi Germany and across Axis and occupied Europe. Many of those involved were relatively conservative figures who also worked with liberal international health organisations in the pre- and post-war eras. Despite their political differences, their opposing attitudes towards eugenics and the tensions caused by German hegemony, Spanish experts were able to rationalise their involvement with Nazi Germany as a mutually-beneficial continuation of pre-war international health cooperation amongst countries united by a shared commitment to modern, ‘totalitarian’ forms of public health. Despite the hostility of Nazi Germany and its European collaborators to both liberal and left-wing forms of internationalism, this phenomenon suggests that the ‘New Europe’ deserves to be studied as part of the wider history of internationalism in general and of international health in particular.

This chapter examines the history of the civil service in Great Britain. It suggests that the revolution in Whitehall during the last two decades of the twentieth century transformed the civil service, and that many of the public utilities nationalised by the post-war Attlee government were privatised. Other major changes include the reduction in the size of the civil service and the application of market disciplines to it.

Chapter 1 examines the liberal Protestant roots of the American Social Hygiene Association (ASHA), a clearinghouse for the early sex education movement. ASHA emerged from the combination of two distinct movements: social purity and social hygiene. Liberal Protestantism came to influence sex education through the merging of these strands and the collective realization that scientific information was not enough to influence sexual behavior. This chapter locates the roots of ASHA in social purity groups of the 1870s, many of which were led by Unitarians and Quakers and focused on ridding society of prostitution. The chapter explores their evolving relationship with the physician-dominated social hygiene movement that began in the early twentieth century, demonstrating that liberal religious concerns about sexual morality impacted sex education through the dynamic interactions between purity reformers and social hygienists. ASHA became the organization within which both groups developed a joint strategy for teaching the moral side of sex.

In this first essay, we delve into significant moments in the history (and pre-history) of twentieth century Afro-Americanophilia in Germany. We establish a periodisation stretching from the nineteenth century until the mid-1960s (from which point our second essay will continue), and take in the pre-colonial, the colonial, the Weimar, the Nazi; and the post-war eras.  We draw out some of the particularly significant moments, ruptures, and continuities within that time frame. We also identify some of the salient ways scholars have interpreted ‘Afro-Americanophilia’ during the period.  Focusing on a variety of practices of appropriation, communicative media, actors and forms of agency, power differentials, and sociocultural contexts, we discuss positive images of and affirmative approaches to black people in German culture and in its imaginaries. We attend to who was active in Afro-Americanophilia, in what ways, and what the effects of that agency were. Our main focus is on white German Afro-Americanophiles, but—without attempting to write a history of African Americans, black people in Germany, or Black Germans— we also inquire into the ways that the latter reacted to, suffered under the expectations levied upon them, or were able to engage with the demand for ‘black cultural traffic.’

Abstract The article explores five key episodes of Grange Hill, which focused on HIV/AIDS and sex education in the context of the development of sex education policy under the Thatcher and Major governments and the British Broadcasting Corporation (BBC) children’s television provision. This addresses the BBC’s and the government’s conceptualization of childhood and specifically its intentions for, and assumptions about, the audience who watched Grange Hill in 1995. Having placed these key episodes in context, the article then reveals the didactic intent behind them, outlining their effects through a close textual analysis focused on the representation of sex education and HIV/AIDS stigma. The multiple narrative techniques deployed by Grange Hill’s creators receives particular scrutiny, allowing the article to expose how this storyline represented a culmination, response, and an intervention into the British politics of children’s AIDS education that preceded and surrounded it.

SummaryData from a study of teenage sexual activity among secondary school girls show the need for a sex education policy as a first step in controlling teenage fertility in Zambia. A large proportion of teenage females enter into close relationships with males at young ages and a high proportion of young females have engaged in sexual intercourse. Most of these sexually active females do not use family planning methods even though a large proportion of them have heard of modern methods. The teenagers receive very little sex education from their parents and a modern institutional sex education programme is needed.
