Scientific attention to climate change in the Arctic has spurred extensive research, including many studies of Indigenous knowledge and the effects of climate change on Indigenous peoples. These topics have been reported in many scientific papers, books, and in the IPCC's 2019 Special Report on the Ocean and Cryosphere in a Changing Climate (SROCC), as well as attracting considerable interest in the popular media. We assembled a set of peer-reviewed publications concerning Arctic Indigenous peoples and climate change for the SROCC, to which we have added additional papers discovered through a subsequent literature search. A closer look at the 76 papers in our sample reveals additional emphases on economics, culture, health and mental health, policy and governance, and other topics. While these emphases reflect to some degree the perspectives of the Indigenous peoples involved in the studies, they are also subject to bias from the interests and abilities of the researchers involved, compounded by a lack of comparative research. Our review shows first that climate change does not occur in isolation or even as the primary threat to Indigenous well-being in the Arctic, but the lack of systematic investigation hampers any effort to assess the role of other factors in a comprehensive manner; and second that the common and perhaps prevailing narrative that climate change spells inevitable doom for Arctic Indigenous peoples is contrary to their own narratives of response and resilience. We suggest that there should be a systematic effort in partnership with Indigenous peoples to identify thematic and regional gaps in coverage, supported by targeted funding to fill such gaps. Such an effort may also require recruiting additional researchers with the necessary expertise and providing opportunities for inter-regional information sharing by Arctic Indigenous peoples. As researchers who are visitors to the Arctic, we do not claim that our findings are representative of Indigenous perspectives, only that a more accurate and comprehensive picture of Arctic Indigenous peoples' knowledge of and experiences with climate change is needed. Our analysis also reflects some of the SROCC knowledge gaps and the conclusions provide suggestions for future research.

<p>PEI is the leading international professional network for polar educators and scientists, formed in 2012 as an outcome of the Education and Outreach activities of the IPY, connecting polar education, research and the global community.  The organisation encourages collaboration, networking and dialogue between teachers and researchers developing science communication and engagement tools and methodologies, integrating and evaluating learning and engagement at all stages of the research process. Three opportunities to be involved in this work are highlighted.   </p><p>  </p><p>International Collaboration</p><p>PEI, collaborating with IASC, SCAR and APECS is working with researchers and polar educators to review and update Polar Science and Global Change - An International Resource for Education and Outreach (IPY2010), a comprehensive book of teaching and communication resources including scientific information, research material, methods and hands-on activities to bring polar research into classrooms and the community. The updated online version will provide existing and new resources, in multiple languages, downloadable as chapters and activities including: </p><p>Current science and future research questions</p><p>Emerging topics - 3rd pole, remote sensing and microplastics</p><p>Activities/Labs for teaching polar science</p><p>Communication techniques for different audiences</p><p>Public outreach initiatives</p><p>Capacity building and careers</p><p>Indigenous knowledge</p><p>Opportunities are available to join the collaborative group of educators and scientists to evaluate the existing resource and contribute to developing a new online resource.</p><p> </p><p>Professional Networking in Bits and Bytes</p><p>PEI members have been connecting, collaborating, and creating in an online environment since 2012. PEI members also get together at the PEI biennial international workshop to share and evaluate current polar education, outreach and science communication initiatives with international peers and experts. In preparation for the 2022 PEI Iceland workshop, members will present a programme of online professional development experiences for polar educators, science communicators and community members beginning in Spring 2021, highlighting strengths and challenges of engaging audiences . These will be shared freely and evaluated through discussion. </p><p> </p><p>Global Dialogue</p><p>PEI welcomes participation in a global cafe, connecting interdisciplinary and diverse communities, encouraging ongoing dialogue about effective polar education and action.</p><p>There are many networks and partnerships who engage in polar education, science communication, community learning and research but there are few opportunities to collect together this experience and expertise on a global scale. The first global conversation - Connecting Education, Indigenous Knowledge & Arctic Research, will contribute material for a report to the Arctic Science Ministerial. It Aims to connect dialogues about polar education and outreach, particularly concerning the Arctic, which is changing faster than any other environment on the planet.This is a unique opportunity for science, education and community partners with an interest in the Arctic to weave networks, lead dialogue and participate in a global conversation.</p>

<p>Climate change in the Arctic is noticeable and affecting the well-being of the population. The health and emotional state, food and water availability, livelihoods are on the threat. The towns are particularly sensitive to climate change. Their population and infrastructure density is exceptionally high, and temperature fluctuations, as well as extreme weather events, have an exceptionally strong impact on air and water quality, health and other components of human well-being. At the same time, urban communities in the Arctic, especially in industrial development zones, represent a little-studied area in this case.</p><p>The report presents the interdisciplinary study results concerning the climate change consequences for the population of Russian Arctic industrial developed areas. The study carried out in Murmansk Region which is a highly industrial and highly urbanized region that is completely included in the Arctic zone of the Russian Federation. Qualitative methods were used; in-depth (more than 50 questions) interviews were conducted with residents of several towns in the region. The study showed corresponds between the subjective perceptions of climate change by urban residents of the Murmansk Region with objective data on meteorological parameters changes. The surveyed urban residents feel changes in health and environmental management practices, and many respondents associate these changes with climate fluctuations. Such a phenomenon as the destruction of infrastructure (residential, public and industrial buildings, roads, energy infrastructure) due to climate change has not been identified. Concerns have been raised about the potential impact of climate warming on the ability to have a decent job due to reduced employment in some industries (such as energy).</p><p>The results obtained contribute to a better understanding of the social consequences of climate change in the Russian Arctic. This is important for adaptation actions development.</p><p> </p>

The Arctic region is in crisis from the effects of climate change. The impacts of climate change pose a particular threat to Arctic indigenous communities. Because of the disproportionate impacts of climate change, these indigenous communities are environmental justice communities. Part I of this article discusses how indigenous nations are environmental justice communities and discusses the unique factors that may apply to environmental justice claims arising in Indian country. The article then presents two case studies to explore how, if at all, these concepts have been previously applied to environmental justice claims brought by various Arctic indigenous communities. Part II addresses the Inuit Circumpolar Conference’s petition to the Inter-American Commission on Human Rights. Part III considers the Native Village of Kivalina’s lawsuit against numerous private emitters of greenhouse gases. These case studies underscore the failure of international and domestic forums’ consideration of the special situation of Arctic indigenous peoples as environmental justice communities.

The Arctic Ocean is the smallest ocean on Earth, yet estimated to play a substantial role as a global carbon sink. As climate change is rapidly changing fundamental components of the Arctic, it is of local and global importance to understand and predict consequences for its carbon dynamics. Primary production in the Arctic Ocean is often nitrogen-limited, and this is predicted to increase in some regions. It is therefore of critical interest that biological nitrogen fixation, a process where some bacteria and archaea termed diazotrophs convert nitrogen gas to bioavailable ammonia, has now been detected in the Arctic Ocean. Several studies report diverse and active diazotrophs on various temporal and spatial scales across the Arctic Ocean. Their ecology and biogeochemical impact remain poorly known, and nitrogen fixation is so far absent from models of primary production in the Arctic Ocean. The composition of the diazotroph community appears distinct from other oceans – challenging paradigms of function and regulation of nitrogen fixation. There is evidence of both symbiotic cyanobacterial nitrogen fixation and heterotrophic diazotrophy, but large regions are not yet sampled, and the sparse quantitative data hamper conclusive insights. Hence, it remains to be determined to what extent nitrogen fixation represents a hitherto overlooked source of new nitrogen to consider when predicting future productivity of the Arctic Ocean. Here, we discuss current knowledge on diazotroph distribution, composition, and activity in pelagic and sea ice-associated environments of the Arctic Ocean. Based on this, we identify gaps and outline pertinent research questions in the context of a climate change-influenced Arctic Ocean – with the aim of guiding and encouraging future research on nitrogen fixation in this region.

The Arctic and its animals figure prominently as icons of climate change in Western imaginaries. Persuasive storytelling centred on compelling animal icons, like the polar bear, is a powerful strategy to frame environmental challenges, mobilizing collective global efforts to resist environmental degradation and species endangerment. The power of the polar bear in Western climate imagery is in part derived from the perceived “environmental sacredness” of the animal that has gained a totem-like status. In dominant “global” discourses, this connotation often works to the detriment of Indigenous peoples, for whom animals signify complex socio-ecological relations and cultural histories. This Perspective article offers a reflexive analysis on the symbolic power of the polar bear totem and the discursive exclusion of Indigenous peoples, informed by attendance during 2015–2017 at annual global climate change negotiations and research during 2016–2018 in Canada’s Nunavut Territory. The polar bear’s totem-like status in Western imaginaries exposes three discursive tensions that infuse climate change perception, activism, representation and Indigenous citizenship. The first tension concerns the global climate crisis, and its perceived threat to ecologically significant or sacred species, contrasted with locally lived realities. The second tension concerns a perceived sacred Arctic that is global, pristine, fragile and “contemplated,” but simultaneously local, hazardous, sustaining and lived. The third tension concerns Indigenization, distorted under a global climate gaze that reimagines the role of Indigenous peoples. Current discursive hegemony over the Arctic serves to place Indigenous peoples in stasis and restricts the space for Arctic Indigenous engagement and voice.

Climate change affects Arctic marine ecosystems, the ecosystem services they provide, and the human well-being that relies on these services. The impacts of climate change in the Arctic and elsewhere involve cascading effects and feedbacks that flow across social-ecological systems (SES), such as when sea ice loss alters food security through changes in the distribution of marine animals. These cascades and feedbacks across social and ecological systems can exacerbate the effects of climate change or lead to surprising outcomes. Identifying where cascades and feedbacks may occur in SES can help anticipate, or even prevent unexpected outcomes of climate change, and lead to improved policy responses. Here, we perform a systematic literature review of multidisciplinary Arctic research to determine the state of knowledge of the impacts of climate change on marine ecosystems. Then, in a case study corresponding to Inuit regions, we use network analysis to integrate research into a SES perspective and identify which linkages have been most versus least studied, and whether some potential cascades and feedbacks have been overlooked. Finally, we propose ways forward to advance knowledge of changing Arctic marine SES, including transdisciplinary approaches involving multiple disciplines and the collaboration of Indigenous and local knowledge holders.

AbstractThe environmental and economic realities of Arctic climate change present novel problems for international law. Arctic warming and pollution raise important questions about responsibilities and accountabilities across borders, as they result from anthropogenic activities both within and outside the Arctic region, from the Global North and the Global South. Environmental interdependencies and economic development prospects connect in a nexus of risk and opportunity that raises difficult normative questions pertaining to Arctic governance and sovereignty. This article looks at how the Arctic has been produced in international legal spaces. It addresses the implication of states and Indigenous peoples in processes of Arctic governance. Looking at specific international legal instruments relevant to Arctic climate change and development, the author attempts to tease out the relationship between the concepts of Indigenous rights and state sovereignty that underlie these international legal realms. What do these international legal regimes tell us with respect to the role of Arctic Indigenous peoples and the role of states in governing the ‘global’ Arctic? It is argued that while international law has come a long way in recognizing the special status of Indigenous peoples in the international system, it still hesitates to recognize Indigenous groups as international law makers. Comparing the status of Indigenous peoples under specific international regimes to their role within the Arctic Council, it becomes evident that more participatory forms of global governance are entirely possible and long overdue.
