There are several factors influencing the time of construction project execution. The properties of the planned structure, the details of an order, and macroeconomic factors affect the project completion time. Every construction project is unique, but the data collected from previously completed projects help to plan the new one. The association analysis is a suitable tool for uncovering the rules—showing the influence of some factors appearing simultaneously. The input data to the association analysis must be preprocessed—every feature influencing the duration of the project must be divided into ranges. The number of features and the number of ranges (for each feature) create a very complicated combinatorial problem. The authors applied a metaheuristic tabu search algorithm to find the acceptable thresholds in the association analysis, increasing the strength of the rules found. The increase in the strength of the rules can help clients to avoid unfavorable sets of features, which in the past—with high confidence—significantly delayed projects. The new 7-score method can be used in various industries. This article shows its application to reduce the risk of a road construction contract delay. Importantly, the method is not based on expert opinions, but on historical data.

AbstractThe work contains information on the implementation of surveying works in the road construction process. The aim of the research was to identify geodetic risk factors occurring at the stage of preparation of a construction project, the presence of which can greatly disrupt the undertaking such as the road construction. The research was carried out on the basis of expert knowledge, documentation obtained from various road construction projects and the analysis of disturbances at the initial stage of works.

The problems of material waste and cost overruns are common in the construction industry. These problems occur at different stages of a construction project, from planning, design to project completion. The argument on how to eliminate cost overrun has been on-going for the past 70 years as on-site wastage of materials leads to increase in the final project cost. This paper examines the relationship between the causes of material waste and those of cost overrun at the pre-contract and post-contract stages of a project. The desktop methodological approach was firstly adopted in comparing the causes of material waste and those of cost overruns from the literature, in order to determine the possible relationship. Subsequently, interviews were purposively conducted with construction professionals within Abuja, Nigeria, in order to verify the literature based information. The result reveals that all the causes of material waste also cause cost overrun at the pre-contract and the post-contract stages of a project. 96.88% and 81.81% of the causes of cost overrun also cause material waste at the pre-contract and post-contract stages respectively. Other causes which are not related are mostly, the micro-economic and macro-economic factors. These results are not different from those of the interviews conducted with professionals and summarised in the tick box. It was also found that to achieve Effective Construction Material Waste Management (ECMWM) for any construction project, material waste must be controlled at its sources and causes, and at different stages of a project. Based on these findings, it can be concluded that effective management of material waste would translate into a reduction in the level of project cost overrun. The study recommends that construction-project managers, as well as the construction practitioners should encourage the management of material-waste causes, as it has the potential to minimise cost overrun for projects.

Optimal expansion of medium-voltage power networks is a common issue in electrical distribution planning. Minimizing the total cost of the objective function with technical constraints make it a combinatorial problem which should be solved by powerful optimization algorithms. In this paper, a new improved hybrid Tabu search/particle swarm optimization algorithm is proposed to optimize the electric expansion planning. The proposed method is analyzed both mathematically and experimentally and it is applied to three different electric distribution networks as case studies. Numerical results and comparisons are presented and show the efficiency of the proposed algorithm. As a result, the proposed algorithm is more powerful than the other algorithms, especially in larger dimension networks.

Poor hazard management is among significant difficulties confronting the construction business on issues of timely project completion. Although hazard factors are various, the nature of construction projects being inclined to changes amid execution makes it hard to satisfactorily catch chance perspectives identified with scheduling and timely project completion. Conventional 2D PC based devices don't enough use digitized calculable data, along these lines constrained in capturing construction risk. Hence, derive the benefit  of prominent BIM to pass over this gap is presently being noted in growth  venture management. This examination researches the utilization of BIM in managing scheduling risk of construction projects. In our study, to properly minimize the risk of schedule delay in projects; construction sequencing exercises should be satisfactorily digitized and BIM offers the total chance to integrate vital aspects of project management that  management enhance scheduling risk management.

Purpose Road construction projects are one of the strategic industries in each country and their construction and development requires spending huge funds. Regarding the increased demand and resource constraints; a technique which reduces costs by maintaining and improving the functioning is of great importance for the authorities of each country. Value engineering is a comprehensive and coherent means based on innovation and team work which, in addition to maintaining the quality and improving the project function, reduces its cost and is not limited to the design and construction phase; however, it includes exploitation and maintenance as well. This study aims to present a practical model for the implementation and application of value engineering process in a construction project located in a special region (in terms of tourism, positioning in an economic growth path, and the East-West strategic axis of the region). In this regard, after reviewing the advisor's design, considering the interests of the project stakeholders, reviewing design criteria and assessment methods and with the use of value engineering techniques, a new option was presented which led to a significant reduction in costs and time and an increase of quality, safety, and environmental factors. Finally, including initial costs, repair, maintenance, income and expenses, the relative value index of this option, compared to the advisor's option, increased from 0.9 to 3.5. Based on the increased need for development of roads in the country, exploiting this model in similar projects can significantly improve the project value and the effectiveness of investments. Design/methodology/approach This research project was selected with regard to the extremely high credit of the project and its potential in terms of Value Engineering implementation. In this study, technical and financial information were first collected after forming a value engineering team including a value engineering expert who was responsible for coordinating the work, some representatives of the employer, designer, executor, and budget estimator. In functional analysis phase with the use of FAST graph, advantageous, costly, and risky functions were identified. In the creativity phase, ideas related to selected functions were created and investigated and developed in the evaluation phase. Finally, calculating the value index, two variants with higher value index than the baseline plan, were proposed and implemented. Findings Since the determining criteria of designing and implementation of road construction projects including increased safety, reduced travel time, user satisfaction, ease of implementation, cost of construction and maintenance and so on are almost similar in most projects, using this study results and implementing its practical framework in other construction projects can be beneficial. These parameters lead to an increase in quality, value, and safety of the project. With regard to done steps and resulted incomes, this essay can be known as a practical and theoretical model to promote the value of crucial projects especially in developing countries. Research limitations/implications Sanandaj-Hamedan road with the length 176km connects central provinces of Iran. This study is regarding the first part of this route. Based on the specific topography of the region and the existing road limitations, selecting a good variance with all the features of an ideal road from geometric, economic, and safety aspects is a difficult task. Originality/value Employers and project sponsors are always looking for products with greater value and lower cost; therefore, present a practical model for the implementation and application of value engineering process in a construction project and providing a similar work experience can encourage the use of value engineering techniques and significantly improve the project value and the effectiveness of investments.
