Drought is one of the disasters that causes the most extensive and severe damage. Therefore, drought prevention must be performed for administrative districts at the national level rather than the individual level. This study proposes a drought index estimation method for Gyeongsangnamdo, South Korea that evaluates its appropriateness through a comparison with damage data over several years. The standardized precipitation index (SPI) by duration was used as the drought index that was estimated for 13 rainfall stations located inside and outside Gyeonsangnam-do using the Thiessen method and cluster analysis. The SPI of Gyeongsangnamdo by duration based on the Thiessen method and cluster analysis for the years when drought damage occurred was compared with an SPI value of −2.0, which is the extreme drought condition, to determine its appropriateness. For the evaluation of the appropriateness, the performance indicators of the mean absolute deviation (MAD), mean squared error (MSE), and root mean square error (RMSE) were used. The analysis results showed that SPI by duration based on the cluster analysis method was more appropriate for damage data over many years than that based on the Thiessen method.

The constant consumption of resources exerts pressure on the environment. In this sense, waste management has obtained increasing attention from the view of a circular economy. The European Union deals with these mentioned aspects, trying maintain long-term competitiveness and to provide sustainable development in accordance with all related environmental aspects. This paper focuses on the evaluation of the production of communal waste in 36 EU countries. The main aim is to evaluate the success of countries’ efforts to decrease waste production and increase recycling rates. The methodology used for the evaluation included data collected from the publicly available database Eurostat, consequent analyses and evaluation in the statistical software JMP 13 through regression, distribution, and cluster analysis, and the interpretation of the results. The results of the cluster analysis showed that despite clear EU waste management legislation, EU member states have significantly different waste management systems at the national level. However, generally, we could see positive correlation between the generation of waste and recycling rates. Although, Malta, Austria, Greece, and Norway recorded a decreasing level of waste recycling over the last several years, some countries (Slovakia, Poland, Czech Republic, Latvia, Lithuania) had significantly lower recycling rates accompanied by low landfill taxes. The evaluation of waste production and recycling can be used for government policy in the area of waste management, as well as for individual communities dealing with communal waste.

By using GIS tools, it is possible to improve the preview of hydrological processes such as evapotranspiration, precipitation, flood and drought. In order to quantify drought, different type of drought indicators have been developed such as Standardized Precipitation Index (SPI), Reconnaissance Drought Index (RDI), Standardized Precipitation Evapotranspiration Index (SPEI) or Water Surplus Variability Index (WSVI). In this paper the precipitation-based SPI indicator was applied to the monthly precipitation data from Serbia during the period 1948-2012. The data were processed in the QuantumGIS software package. For the purpose of application in the monitoring of drought at the national level, a spatial presentation of meteorological drought was obtained.

Subject. The article focuses on the modern financial system of Russia. Objectives. I determine the limit of the contemporary financial system in Russia. Methods. The study is based on methods of descriptive statistics, statistical and cluster analysis. Results. The article shows the possibility of determining the scope of the contemporary financial system in Russia by establishing monetary relations as the order of the internal system and concerted operation of subsystems, preserving the structure of the financial system, maintaining the operational regime, implementing the program and achieving the goal. I found that the Russian financial system correlated with the Angolan one, and the real scope of the contemporary financial system in Russia. Conclusions and Relevance. As an attempt to effectively establish monetary relations and manage them, the limit of the contemporary financial system is related to the possibility of using Monetary Aggregate M0 to maintain the balance of the Central Bank of Russia. To overcome the scope of Russia’s financial system, the economy should have changed its specialization, refocusing it on high-tech export and increasing the foreign currency reserves. This can be done if amendments to Russia’s Constitution are adopted. The findings expand the scope of knowledge and create new competence in the establishment of monetary relations, order of the internal system and concerted interaction of subsystems, structural preservation of the financial system and maintenance of its operational regime.
