Good governance promotes the fundamental grounds of participation and democracy in contemporary public administration, whilst institution building and the (in)effectiveness of public administration is linked to economic growth. This synergy brings forth sheer implications on the sustainable economic development. On this composite setting, the paper examines several fundamental credentials of public administration in the European Union (EU) countries, in relation to economic development, but also poverty, research, and development support, as representative socio-economic credentials. The empirical analysis is based on data covering the 1995–2017 lapse of time, processed through three econometric procedures, namely robust regression, structural equation modeling, and Gaussian graphical models. The main results emphasize that there are significant joint implications of public administration on the considered socio-economic dimensions. General government spending and, particularly, the environmental support, have positive implications on the European Union economies, leading to significant increases in the Gross Domestic Product (GDP) per capita and downsize in poverty risk (more emphasized in regard to the government expenditures than the environmental protection). Overall, the quality of governance in EU countries requires an additional effort dedicated to leverage good public governance in order to support the long-term economic development.

Further positive social and economic development (SED) requires modelling and analysis for evaluating its results to ground directions for future development. The purpose of the paper is to study the problem of estimating of SED, to form the methodology for modelling its results and to create an aggregated econometric indicator within the framework of unified conceptual approach for the European Union (EU) countries. To achieve this goal, it is necessary to solve the following objectives: to determine the essence of the concept of SED, to study traditional approaches to measure SED, to give an overview of the DP2 modelling method, to discover and structure the elements of SED in the EU countries and to argue a conceptual approach to modelling its outcomes. The study is based on the method of mathematical modelling in economics based on Distance P2 method. Econometric modelling, as well as regression analyze, was used to develop a synthetic indicator DP2 for evaluating SED of the EU countries. Also, the research process was based on analysis, synthesis and the system approach for information processing, as well as on the method of comparative and statistical analysis, quality and quantity analysis. The results of the deep research showed that there is no unified approach to modelling SED. The Distance P2 method was first proposed to measure SED at the national level exactly for the EU. The methodology for measuring SED specifically for the EU countries based on the conceptual approach was developed and substantiated. Based on the proposed methodology and taking into account the special characteristics of the region studied - the social and economic DP2 indicator for the EU countries was created. This study proposes to build a synthetic indicator DP2 to model results of progress in SED, especially in the EU. The practical implications of the synthetic indicator DP2 for modelling and analysis of SED of the EU countries can be a prospect for further research. Applied aspect of these studies is advising the EU's public policy with the aim of advancing. Using the DP2 synthetic indicator of SED for the EU countries will identify and substantiate the main directions for developing the country's domestic policy to improve the quality of life of the populations. Also, the results of the study can be used for advisory purposes to develop and optimize the EU development strategy 2020-2030. The value and originality of the paper lie in further application of the methodology of modelling the SED of the EU countries through synthetic indicator DP2. This will expand opportunities for increasing the national economy’s efficiency, that is highly important in terms of increased international competition.

The modernization and specialization of the economy in hi-tech and high-value-added goods is the long term goal defined and set forward within the frame of Russian Federation 2020 Concept for the Social and Economic Development. According to the principles and clauses of the abovementioned document these high-tech and high-value-added products in the long run are intended to be exported to the European Union countries. For the foreseeable future EU will remain Russia’s key trade partner and moreover will play an immense and significant role for the integration of the Russian Federation in the international manufacturing and industrial processes. However, considering the high level of economic development of the EU countries and their strong positions in global exports of processed products including hi-tech goods, the export of the manufactures to the EU countries is quite a challenging task for Russia. Currently the manufactures that are supplied to the European Union mainly consist of semi-processed commodities, e.g., metals, diamonds and chemicals. Russian high-value-added products are exported to a limited number of partners; export volumes are comparatively moderate and volatile. However, some high-tech Russian products are successfully exported to the EU countries and meet growing demand from consumers from Central and Western Europe. The share of finished products and high-value-added goods exported to the Central and Eastern Europe slightly exceeds the EU average; the growing machinery and transport equipment sales are determined by an increased supply towards Poland, Slovakia, Bulgaria and Czech Republic.

Good governance requires efficiency and effectiveness in public sector management, a sound legal framework, enhanced coordination, credibility, and transparency of the actions that support financial stability. Connecting these actions, there are significant interlinkages between government spending management and economic development. The research conducted within this paper is set to assess the overall relationships within general government spending management, with a keen focus on government support for environmental protection and good public governance at the European Union (EU) level. The study investigates the cumulative effects of good public governance dimensions on economic welfare and poverty lessening. The dataset covers the period 1995–2017, and the methodological credentials are based on the structural equation modelling technique. The main results indicate that not only does government expenditure (including environmental support) shape good public governance, but the enhancements in good governance dimensions also have important spillovers on government spending regarding significant bidirectional connections. As for the overall implications, the estimations show that only general government expenditure has induced welfare increases, while environmental support does not generate the same positive effects. Ultimately, the all-embracing impact of considered governance dimensions is beneficial, leading to a downsizing of poverty within the EU.

Transformations of the Employment Structure as an Expression of the Transformation of Polish Industry Against the Background of the European Union Global social and economic changes, connected mainly with globalization processes, have an impact on changes both in present spatial and division structures of the industry and in its functions in the economic development of various spatial systems. The aim of the paper is to analyze changes in the industry's role in the Polish economy during the period of economic transformation and European integration based on its share in the employment structure. These changes are set against transformations in other EU countries, diversification and transformations of the division structure of employment in Polish industry and the similarity of the Polish employment structures to the EU countries as an expression of transformation processes. The analyzed processes are stimulated by the international environment and a change in national conditions for the socio-economic development.

Lending capital, credit and debt financing have been around and used to fuel economic development since the time immemorial. There are innumerable studies by international and Russian scholars that look into the evolution of these notions and lending instruments employed. The collective monograph edited by A. Porokhovsky and published by the MSU in 2014 intends to provide an all-around political and economic as well as applied review of the current debt issues faced by the global economy, national economies of Russia, U.S.A. and countries of the European Union. It uses a variety of academic and methodological postulates that range from the reproduction approach to modern macroeconomic doctrines.

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

Each country strives for growing economic development, but no country is able to implement it. Various experiences and projects from the countries of the European Union and other neighboring countries are taken and considered. Towards the end of the 20th century and at the beginning of the 21st century, economic movements are increasingly relying on public-private partnerships, which can lead to a rapid development process through the financing of infrastructure projects. Economic globalization, as well as the emergence of new opportunities for economic activity in the world, are aimed at cooperation of the authorities and businesses in the realization of the socio-economic policies. The implementation and realization of development projects through public-private partnerships is impossible without participation by the relevant institutions of the public and private sector. Above all, direct participation implies expertise, experience and education. Every project that will be realized through various forms of public-private partnership must fulfill certain conditions. Among the conditions for proper implementation of the project are: dialogue, transparency and monitoring. The main feature of PPP is the transfer of the risk to the financing, efficiency and quality of public services, which are usually the burden of the private partner. This paper analyzes and explores the essence of public-private partnership. The conceptual framework for public-private partnership, as well as its strengths and weaknesses, is set. With the application of PPP, the economic development of the infrastructure as a whole, and in particular the development of local infrastructure, is analyzed. The origin of PPPs, its characteristics, as well as the need and importance for their continuous implementation are explained. The application of PPP is considered through the experiences in certain countries of the European Union and the Republic of Macedonia. Then, the responses to previously hypothesized hypotheses are collected: what is the successful implementation of PPP, what is needed for PPPs and why. In the end, the data from the conducted research are collected, analyzed and determined the profile of certain activities, as well as the possible decisions for further strategies for the implementation of the PPPs.
