Conversational systems are now applicable to almost every business domain. Evaluation is an important step in the creation of dialog systems so that they may be readily tested and prototyped. There is no universally agreed upon metric for evaluating all dialog systems. Human evaluation, which is not computerized, is now the most effective and complete evaluation approach. Data gathering and analysis are evaluation activities that need human intervention. In this work, we address the many types of dialog systems and the assessment methods that may be used with them. The benefits and drawbacks of each sort of evaluation approach are also explored, which could better help us understand the expectations associated with developing an automated evaluation system. The objective of this study is to investigate conversational agents, their design approaches and evaluation metrics. This approach can help us to better understand the overall process of dialog system development, and future possibilities to enhance user experience. Because human assessment is costly and time consuming, we emphasize the need of having a generally recognized and automated evaluation model for conversational systems, which may significantly minimize the amount of time required for analysis.

In this paper, BP network is applied to structure multi-level evaluation model to implement evaluation for the kinematic concepts acquired by function analysis. Under this approach, the best concept can be selected once evaluation indicators of each candidate are fuzzily quantified, converted into evaluation attribute value, and fed into the trained network model. During the process, neural network is used to solve the bottle-neck problem of knowledge acquiring and expression, which can be viewed as knowledge base and reasoning engine for the evaluation. At the same time, it is effective in solving the problem of weight distribution in evaluation indicator system. Fuzzy logic is used to achieve the fuzzy quantization for the attribute value of evaluation indicator in evaluation system, which can be used as the I/O value for neural network.

AbstractThe comprehensive evaluation of pipeline loess collapsibility risk is a necessary means to control the safety risks of pipelines in the collapsible loess section. It is also one of the critical scientific bases for risk prevention, control, and management. The comprehensive evaluation system of cloud theory consists of quantitative and qualitative indexes, and the evaluation system has the characteristics of randomness and fuzziness. In view of this problem, the standard qualitative and semi-quantitative evaluation methods have intense subjectivity in dealing with the uncertainty problems such as randomness and fuzziness of the system, the cloud theory, which can effectively reflect the randomness and fuzziness of things at the same time, is introduced. The state scale cloud and index importance weight cloud of pipeline loess collapse risk are constructed by the golden section method. The uncertainty cloud reasoning process of the quantitative indexes and the expert scoring method of the qualitative indexes are proposed. The comprehensive evaluation model of loess collapsibility risk of oil and gas pipeline is established, and the engineering example is analyzed. The complete evaluation results of 10 samples to be evaluated are consistent with the results of the semi-quantitative method and are compatible with the actual situation. The evaluation process softens the subjective division of index boundary, simplifies the preprocessing of index data, realizes the organic integration of quantitative and qualitative decisions, and improves the accuracy, rationality, and visualization of the results.

Currently, there are two main problems with the evaluation of college English teaching quality: the lack of a complete evaluation system, and the limited quantification of evaluation indices. To solve the problems, this paper sums up the evaluation contents of college English teaching quality, and identifies the factors affecting the teaching quality of college English. On this basis, an improved evaluation system was established for the assessment of college English teaching quality, which is theoretically innovative. Next, grey clustering analysis and entropy weight method were combined into a robust evaluation model for college English teaching quality. This research provides a new and applicable solution to quantification of college English teaching quality.

The paper sets up the two-tier screening evaluation model of potential of transnational grid interconnection that includes the mutual complementation potential model and environmental evaluation model. This two-tier screening evaluation model introduces quantitative index and applies it to the full coverage analysis and calculation of the countries along the “Belt and Road”. The combination of qualitative and quantitative analysis forms a complete evaluation system from interconnection potential calculation to electricity investment environment. The empirical analysis demonstrates the effectiveness of two-tier screening evaluation model where the analysis result may serve as the scientific reference of promoting grid interconnection of the countries along the “Belt and Road”.

Transmission and transformation project is the foundation of power grid construction, the development of large-scale transmission projects can not only realize the optimal allocation of resources, but also improve the overall efficiency of power transmission. This paper takes the investment benefit of major power transmission and transformation project as the research object, and explores its complete evaluation system in depth. According to the characteristics of various types of projects, an evaluation indicator system has been built to meet all kinds of major power transmission and transformation projects. Considering the differences in the focus of evaluation indicators of different projects, the paper puts forward an indicator evaluation idea based on BWM method (Best-Worst Method) and TOPSIS method (Technique for Order Preference by Similarity to Ideal Solution Method), so as to establish an investment benefit evaluation model applicable to various power transmission and transformation projects. Finally, the paper verifies the above investment benefit evaluation model through the actual engineering project, and the evaluation process and results show the practicality and superiority of the model.

In the College, performance evaluation system is directly related to the harmonious development of the school. Taking into account the factors in the evaluation system is fuzzy, so this paper uses fuzzy comprehensive evaluation model. But the model is too subjective, so this paper combines neural network and data envelopment analysis method, which ensures that fuzzy comprehensive evaluation model is reasonable and scientific, and good school development and teacher self-interest. The performance assessment process, not only enables the combination of qualitative and quantitative analysis, but also fair and reasonably reflect the achievements of teachers, while this method is easy to use, wide application, and can be well applied in practice.

Civil architecture energy conservation efficiency evaluation is a kind of multi-factors, multi-hierarchies and multi-criteria synthetic evaluation. Perfect civil architecture energy conservation efficiency evaluation indicators system and reasonably effective synthetic evaluation methodology are keys to do energy conservation efficiency synthetic evaluation. This paper is based on framing civil architecture energy conservation efficiency evaluation system, and uses fuzzy synthetic evaluation methodology to frame civil architecture energy conservation efficiency fuzzy synthetic evaluation model, in order to make the result of evaluation more objective and reasonable.

This study developed an evaluation model of freeway traffic safety facilities system. Firstly, an evaluation system of freeway traffic safety facility was proposed. Secondly, an evaluation model was proposed based on attribute recognition theory. And the evaluation result was identified according to the attribute measure value of single index and the comprehensive attribute measure value of multiple indexes as well as the confidence criterion. Thirdly, the weight of each indicator was decided by variation coefficient. Finally, A case of TAI-GAN freeway (K1+242~K3+259 segment) was conducted to verify the feasibility and effectiveness of the model.

Based on the actual production data, this paper selected some evaluation parameters and established reasonable evaluation criterion for the horizontal well development effect in the ultra low-abundance and thin zone reservoir by using statistical analysis method,reservoir engineering analysis process and reservoir numerical simulation technology .In addition, a development effect evaluation system specially for the horizontal well development effect in the ultra low-abundance and thin layer reservoir was build up with the fuzzy comprehensive evaluation approach. Finally, the evaluation system were applied in several low-abundance and thin reservoir blocks. It was shown that the evaluation system can scientifically estimate the development effect of this kind of reservoir and has a practical application value.

Nowadays, the implementers of Civilian Personnel (Pegawai Negeri Sipil/PNS) Career Development Programs within the Indonesian Navy are still one with military personnel where their existence is only complementary so that they become less optimal/less focused. In its implementation, it is only carried out by officials at the level of Head of Affair (Superintendent/PNS class III/c), the impacts are low of performance, competence and confidence that can be related with weakening work performance. This study aims to provide an evaluation of Civilian Personnel career development programs within the Indonesian Navy by using the CIPP evaluation approach (Content, Input, Process, Product) and Analytical Hierarchy Process (AHP) methods. Based on the results of the program evaluation study, it can be seen that the results of the Context aspect evaluation amounted to 85.84% with the Excellent category; Input aspects amounted to 76.38% with good categories; Process aspects were 79.77% with good categories; Product aspect is 82.48 in the excellent category. So, the overall evaluation of the Civilian Personnel career development program is 81.12% with an Excellent category. The results of the recommendations state that career development programs need to be revised on several aspects of the criteria.
