This study aimed to explore the case study of Brno city regarding smart city models. We analyzed Brno considering smart and sustainable city elements, i.e., smart mobility/public transport, smart technology, smart people, smart governance, smart economy, smart living, and smart environment based on transport, energy, and environment referred herein as the smart city and sustainability model. Therefore, we investigated a case study of Brno city in the Czech Republic. We used qualitative techniques such as case study, exploration, observation, and description. We analyzed and comprehended the trends in the various features of smart city and sustainable development of the city of Brno. The findings showed that Brno city is doing its best to maintain smart city models through its governance organs and structures. The city is also working hard to improve some of the aspects that are still lagging. The ongoing developments and the future ones are based on strategic planning for both the short term and long term such as Brno2023, Brno2030, and Brno2050. It was found that Brno has a very well-planned transport system and is integrated with other aspects such as technology, energy, such as the electricity that moves the trolleybuses and trams, and environment. We strongly conclude that even though Brno city still struggles to achieve total sustainability, it is still a model and reflection of a smart and sustainable city. Finally, we noted that Brno city has very good plans and vision the “DNA” of a smart city. However, the implementation still suffers political willingness.

Purpose This study aims to discuss the transformational effect of the smart governance concept, which is one of the complementary elements of the smart city concept and to explain the change in governance structures according to the developments in information and communication technology. Design/methodology/approach In this study, the case study as one of the qualitative research methods is preferred, and smart city models of Barcelona, Amsterdam, Kocaeli and Ankara are examined. Findings In the research, scientific studies in the academic literature were evaluated according to the content analysis, and as a result of this analysis, the cities examined were grouped as “beginner,” “medium” and “advanced.” In the group, the characteristics of smart cities and the services they offer were taken into account. In this context, smart governance methods and their transformational effects are analyzed. Originality/value The most important contribution of this study to the literature is to identify the important characteristics of developed and successful smart city initiatives and to encourage their application to other developing world cities as a best practices model.

The word smart implies the use of digital technology that serves to make processes and services more efficient and to connect the different actors on the urban scene. However, this is no guarantee of sustainability. A city can become sustainable if it changes its metabolism and from linear to circular as in nature's ecosystems. For this to happen, it is necessary to overcome the paradigm of quantitative economic growth based on the infinite substitutability between natural and economic capital. If smart city governance stakeholders primarily pursue profit according to the logic of the free market, the city may be smarter and efficient in the use of energy and resources, but it is not sustainable, often not even inclusive. The challenge of sustainability implies a paradigm shift and the use of digital technologies at the service of the collective good. In this context, after a general analysis of the characteristics of smart cities, the chapter focuses on an Italian case study, Turin Smart City.

The goal of this research is to design a framework to develop an information technology (IT) maturity model to guide the planning, design, and implementation of smart city services. The objectives of the proposed model are to define qualitatively and measure quantitatively the maturity levels for the IT dimensions used by smart cities (IT governance, IT services, data management and infrastructure), and to develop an implementation model that is practical and contextualized to the needs of any territory that wants to create or improve smart city services. The proposed framework consists of three components: a conceptual model of smart city services, IT dimensions and indicators, and IT maturity levels. The framework was validated by applying it to a case study for the evaluation of the IT maturity levels for the city of Cereté, Colombia.

The Smart Cities data and applications need to replicate, as faithfully as possible, the state of the city and to simulate possible alternative futures. In order to do this, the modelling of the city should cover all aspects of the city that are relevant to the problems that require smart solutions. In this context, 2D and 3D spatial data play a key role, in particular 3D city models. One of the methods for collecting data that can be used for developing such 3D city models is Light Detection and Ranging (LiDAR), a technology that has provided opportunities to generate large-scale 3D city models at relatively low cost. The collected data is further processed to obtain fully developed photorealistic virtual 3D city models. The goal of this research is to develop virtual 3D city model based on airborne LiDAR surveying and to analyze its applicability toward Smart Cities applications. It this paper, we present workflow that goes from data collection by LiDAR, through extract, transform, load (ETL) transformations and data processing to developing 3D virtual city model and finally discuss its future potential usage scenarios in various fields of application such as modern ICT-based urban planning and 3D cadaster. The results are presented on the case study of campus area of the University of Novi Sad.

Smart cities are an extremely important, multi-faceted subject, both in terms of their practical aspects and in terms of research. This is expressed, among other things, in the multitude of approaches to this concept. These approaches differ based on the emphasis placed on individual aspects: some focus more on technology, and others put more weight on social issues, while still others value sustainable development issues. Currently, an important topic of discussion about the development of the smart city—the importance of which has become even greater in the context of the COVID-19 pandemic—is the digital transformation of the city. The use of robotic process automation (RPA) tools can be a part of such a transformation, as such tools, using advanced software, enable the automation of those tasks carried out thus far by humans. Although such an approach has, to date, been widespread in the case of enterprises (in particular, those operating in the financial and BPO/SSC sectors, but less often in the utilities sector, the first applications of these solutions in the context of process automation for cities are also beginning to emerge in various parts of the world. This article is based on a case study approach. The implementation conditions (including the constraints) of such an approach, the benefits achieved, and the lessons learned (which can be important for other local government units) are outlined using the example of the Bydgoszcz city hall’s (Poland) electricity billing document management. The results of the case study presented here lead to the conclusion that the use of RPA tools enables, very quickly and at relatively low cost, measurable results to be achieved that are related to the processing of electricity billing documentation for the city of Bydgoszcz. This allows the assertion to be made that robotic process automation can be taken into consideration as one of the tools used to build smart cities.

Smart Cities have grown in prominence due to advancement in ICT and the new paradigm of sustainable city management and development. Whilst many authors have proposed guidelines and framework for Smart City implementation, less attention has been given to the assessment of Smart City performance. The mainstream Smart City assessment framework generally entails the quantitative assessment of factors, elements and initiatives categorised under the Smart City dimensions. However, this approach is problematic and impractical because it requires a large amount of different baseline data that is often at times unavailable due to various reasons. This paper describes an alternative framework for smart city assessment, one that is based on the modification of Giffmger’s to make it amenable to leaner data. The proposed assessment framework was adopted to assess the smart city performances of Seoul, Singapore, and Iskandar Malaysia which were then compared. With the use of the framework for the performance assessment, the city that has performed better than the others is able to be identified.

With the ubiquitous low-cost sensor devices and widespread use of IoT, the paradigm is shifted from urban areas towards a smart city. A smart city is an urban area that uses IoT technologies to collect data and manage resources efficiently. The vision is to improve the capabilities and to solve the citizens' problems (e.g., energy consumption, transportation, recycling, intelligent security, etc.) in an efficient way. A smart city is a multidimensional term including a smart economy, smart mobility, smart living, smart environment, smart people, and smart governance. Although the concept of a smart city is increasing and currently there exist many such cities in many developed countries, one of the key challenges faced by these cities is good governance. Smart cities need smart governance to run the city in a smarter way, and effective digital governance is a solution to this end. Digital governance refers to the use of digital technology in government practices.

Making long-term decisions and developing successful policy is always a challenge for a governing body. Within the framework of causal mapping, we evolved a model for the problem of creating and reinforcing a city’s image. Then, the model was enhanced into a quantitative form and processed with a novel approach: the extended form of the Weighted Influence Non-linear Gauge System (WINGS). A real-life case study of the city of Katowice showed that the presented approach can be helpful for city authorities. It reinforces the understanding of the problem, facilitates choosing policy options, and supports sustainable city development.

There are two widely used “smart” concepts, often considered to be synonymous with one another - “smart city” and “smart specialisation”. The origin and initial meaning of each concept is different, although there are certain similarities. On the city level, multiple policy initiatives are oriented towards the concept of a “smart city”, which originally developed around the ICT infrastructure as a means to connect cities and thus provide opportunity for development. Recently the term “smart” has also found its way in regional policy. Therefore, it is necessary to interpret both concepts in a wider sense not limiting them only to meanings associated with technology. There is an empirical connection between smart specialisation development (in a wider sense) and introduction of smart cities (in a wider sense). But it does not mean that all regions (especially those with low manufacturing development index) should follow a strategy of research and development and/or hi-tech manufacturing. Smart development is a multi-dimensional concept, consisting of sustainable economic growth and sustainable city or regional development, based on the advantages of sustainable competition. It is also perceived as means to increase overall quality of life. This means that social and environmental capital also plays an important role together with infrastructural and ICT development.
