Multidimensional conflicts in farmland expropriation originate from the game of multidimensional interests between the local government and farmers. The strategy choices and equilibrium results of the two sides have evolved with changes to the situation and policy adjustments. Focusing on different types of farmland expropriation conflicts, this paper constructs a multistage Van Damme’s model of multidimensional conflicts in farmland expropriation, analyzes the stable equilibrium point of the behavior evolution of the local government and farmers under litigation settlement and nonlitigation settlement, and conducts simulation analysis on the behavior evolution and conflict resolution of both sides at different stages through MATLAB numerical simulation. The results show that (1) the interests’ game between the local government and farmers has changed periodically due to the evolution of the farmland expropriation system; (2) under litigation settlement, there is only the “government rent-seeking” conflict: in order to resolve the conflict, the cost of litigation for farmers can be reduced, while other policy interventions, such as controlling the rent-seeking ceiling of the local government and increasing the rent-seeking costs of the local government, can be implemented; (3) under nonlitigation settlement, there are three types of conflicts: to resolve the “government rent-seeking” conflict, we should control the rent-seeking ceiling of the local government and increase the rent-seeking costs of the local government or its positive social externality benefits under reasonable expropriation; to resolve the “nail household dilemma” conflict, we should increase the rent-seeking costs of farmers or their positive social externality benefits under reasonable compensation; to resolve the “extreme controversy” conflict, on the one hand, we should control the rent-seeking ceiling of farmers, and on the other hand, while controlling the rent-seeking ceiling of the local government, we should increase the farmers’ positive social externality benefits under reasonable compensation or negative social externality losses of both sides under rent seeking.

Citizens of the India face civic problems in their day-to-day lives. They resort to the one of many ways provided by the government to file their complaints. The grievance registration systems have evolved in many ways with the advancement in technologies to simplify the task. This paper presents the architecture of a Grievance redresser Application where the civilians can address any kind of complain which they are facing. The main focus of the project is about the pothole related complains. One of the most difficult task for the government officials to estimate the total time and material required to fill the pothole of widely spaced roads, this is one of the major problem faced by government authorities which leads to delaying in repairing the pothole and increased the cost to fill a particular pothole. This Application will give easy access to people to put their complaints towards the government.

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah

In the years 1975-1976 the Belgian government has given high priority to the restructuring of local government, resp. by the means of mergers of communes : the number of communes has decreased by that way from 2,359 to 596.In the decision-making emphasized were the initiatives taken by the Minister of the Interior as wel! on the domain of the elaboration of the proposals to delimitate the territory of the new communes as on the domain of the defining of the terms of execution with regard to the personnel, the finances, the transition of goods, etc.  About the proposals on the delimitation of the territory the local governmentscould only give advice ; they have been sanctioned by the legislative assemblees at the end of 1975 after rather difficult and heated debates.During this period an important resistance developed : on the one side from the communal milieu itself and on the other side from the opposition parties, esp. the Belgian Socialist Party not participating in the government that had made the drawing of the new map of communes according to a broad plan to its aim.Nevertheless, the decision-making also has to be seen from the fact that the opposition parties agreed with the principle of the mergers : they mainly contested the way in which the mergers were executed.The abolition of the federations of communes around the Brussels agglomeration, decided in the same context, has to be seen in the light of the typical Belgian problem of the coexistence of different linguistic groups.

When the structure of local government in Great Britain was reorganised during the 1990s, considerable emphasis was placed by the government on the financial savings which would accrue to offset the costs incurred in making the changes. Previous work examined these expectations and found clear evidence that the ex ante estimates of transition costs given to the Westminster parliament were serious underestimates, and that the expected savings had not, at that time, materialised. This work was done at a time when it was known that some of the official data on transition costs would not be complete until after the close of the 2000/01 financial year. The author's primary purpose is to place on record what may be regarded as the final estimates of the transition costs in England, Scotland, and Wales. In addition, comparisons between the ex ante estimates of the costs of structural change and the ex post evidence concerning actual costs are updated. The discrepancy between these is such as to confirm the need for some form of independent scrutiny of new legislation at the time when it is being considered in parliament, to ensure that decisions are taken in the light of realistic assessments of the costs and benefits of proposed enactments.

SynopsisThe results of an investigation into all the valuation elements of a homogeneous group of superannuation funds relating to 75 administering Authorities and involving nearly 200 separate Local Authorities operating in Southern England are presented.The principal conclusions arrived at are:—Transferability:The element of withdrawal has been investigated in particular detail in view of the possible compulsory introduction of complete preservation of transfer rights.The true cost of introducing complete transferability (as opposed to the apparently trivial cost on any traditional valuation basis) is about 10% of the present annual outlay on superannuation, provided that transfer values are properly related to reserves.The reduction in the employee's contributions from 5% or 6% to 3% as proposed in the Labour Party's “National Superannuation” would be much more costly, the total additional burden on Local Authorities amounting to about 1½d. in the pound of rateable value.The present scale of statutory transfer values laid down by the Government Actuary is suitable in the case of bulk transfers or of transfers, at all ages, within the Local Authority field. Owing, however, to the preponderance of withdrawals at the young ages the present scale of transfer values would be unsuitable if complete transferability were introduced. It would be necessary (a) to recast the present scale of transfer values at the younger ages, or (b) to adopt the “cold storage” system, or (c) to limit the payment of transfer values in the case of transfers to employment other than Local Government employment to employees who transfer after an age not earlier than 35.Even so, Local Authorities, were they allowed to do so, could quite readily administer their own schemes side by side with a national scheme.Mortality:So far as mortality is concerned, (i) it does not appear that service mortality can be represented by any standard assured table, (ii) the mortality of age pensioners may in the particular examples be suitably represented by a select annuitants' table, (iii) the mortality of ill-health retirements may be taken as such that, as at the date of retirement, ill-health annuity values may be regarded as constant up to some given age x + n where x is normal retirement age and n is number of years by which impaired lives require to be rated up.Subject to a small ad hoc reserve, ill-health retirements may as a matter of fact be ignored in Local Authority valuations.Retirement Ages:The usual assumption that optional age retirement takes place at the earliest date at which the option is exercisable is too far removed from reality and there are grounds for suggesting that a valuation assuming all retirements to take place at one age, viz., the normal retirement age, would be preferable.Salary Scales:A warning is given as to the, usually unacknowledged, fallacies inherent in a salary scale derived from a mere consideration of average salaries at each age at a given point of time and examples are given as to the difficulty, if not the impossibility, failing the possession of powers to invest in equity shares, of providing in advance by means of a specially constructed salary scale for even a moderate annual increase in salary and wage levels.The paper closes with a description of the investment structure of 27 administering Authorities at 31st March 1955 and a discussion of some of the problems peculiar to Local Government funds—the effects of the introduction of the Local Government Superannuation Act, 1953, the various methods of modifying retirement allowances and grants, the determination of the degree of approval for income-tax purposes, the “Article 7” liability (new entrants) and apportionments of charges amongst different Authorities and amongst different departments of the one Authority.

Public-Private Partnerships involving governments and insurers have been used worldwide for mitigation of natural-hazards. However, the implementation of such systems in developing countries presents problems for their key stakeholders. On the one hand, property owners are hesitant to purchase insurance or invest in retrofit projects due to cost considerations. On the other hand, insurers are reluctant to cover potential seismic losses, because of uncertainties about the risk. This study introduces an innovative Public-Private Partnership framework for property owners, insurers and governments to facilitate decisions related to hazard insurance and structural retrofit of vulnerable buildings. This framework can also help insurance firms reduce the level of corporate financial assets available for payment of compensation to their clients, as required by regulations aimed at reducing the risk of insurer insolvencies. Property owners are motivated to participate in the framework by extra mitigation subsidies from the government. While the government will be reimbursed for part of the cost of these retrofit projects by insurance firms, whose own savings will be achieved through reductions to legally mandated corporate capital. A case study is presented to demonstrate the feasibility of this approach for mitigating seismic risk to residential buildings in a rural area.

AbstractThe purpose of this study is to know the construction of the implemen-tation of government policy in the fulfillment and distribution of current doctors; Obstacles to the implementation of government policies in the fulfillment and distribution of current medical staff; As well as the ideal reconstruction of local government policy in the fulfillment and equity of physicians based on the value of justice. The type of research used is the study of doctrinal law, the method of legal research conducted by examining the material legislation, library materials or secondary data. The approach of research conducted on the problems in this study using sociological juridical approach. The data in this research is analyzed by using qualitative method of descriptions. The results of this study are (1) Donggala District Government policy in meeting the needs of doctors in all districts of Donggala is by proposing through Central Sulawesi Provincial Health Office to obtain the quota of doctor of civil servant, PTT and doctor resident; (2) Constraints in the implementation of government policy in Fulfillment and even distribution of current medical staff are some doctors who have been placed pleading again to continue their education or move duties for following husband; and The ideal reconstruction of local government policy in the fulfillment and equity of physicians based on justice values is adjusted to the ratio and needs of the community, and plans to appoint physicians as non-permanent employees at the cost of local government. The Government of Donggala District can submit a Regent Regulation on the fulfillment and equity of doctors in Donggala District, as well as cooperation with private parties through private clinics and CSR improvement.

The volume is based on the proceedings of a workshop, organised on the issue of child labour and the right to education. The studies in the volume reflect on topics related to the problems of universalising education in South Asia. All the studies are based on the experience of either Bangladesh or India, with the exception of one or two studies where a comparison with other South Asian countries is considered. The problem of child labour is quite widespread in South Asia and that has prevented children in these societies from participating in schooling. At the same time, there are children who are neither at school nor at work. The reason identified for this is not only poverty but also the school system, as well as discrimination on the basis of caste, gender, tribal, or religious reasons. The volume generally examines the patterns of social discrimination and how this problem has been aggravated by the formal educational system. It also reflects on policy interventions addressing the problem—the efforts by the government, on the one hand, and by the non-governmental organisations, on the other.

Environmental Responsibility: Teachers' ViewsThis research paper investigates the views of the teachers of elementary and secondary schools in Greece with regard to who bears the responsibility for the state of the environment, as well as who should bear the cost of its protection. The research was carried out at the Environmental Education Centre of Kissavos-Mavrovounio. The research subjects were 144 teachers undergoing training in environmental education. The teachers believe that today the quality of both the natural and the urban environments worsens with those most responsible, in order of importance, being the industrialists and businesses, public administration and control mechanisms, politicians and laws, the citizens as consumers, judges and the judicial system and the farmers as producers. According to the respondents, the parties less responsible are the journalists and the mass media, researchers and scientists and, finally, teachers and the educational system in general. With regard to who should bear the cost of environmental protection, the vast majority think that the government should be the one to pay. The ideas of indirect and direct taxation, the adoption of a lower standard of living are much less accepted.
