Commercial motor vehicle safety is of utmost importance, as crashes involving commercial motor vehicles often result in significant property damage, injuries, fatalities, and financial loss for fleets. However, fleet managers are often unsure what strategies other fleets have used to successfully improve safety. To identify best practices, researchers completed case studies with nine commercial motor vehicle fleets that successfully improved their safety performance. A content analysis was performed, and the successful strategies were organized into the Haddon Matrix. Results showed that there was no one single strategy that fleets used to improve safety. Instead, fleets relied on a comprehensive approach focusing on pre-crash countermeasures, including addressing hiring practices, driver training, fleet safety culture, safety technologies, scheduling, and maintenance. However, an enhanced safety culture and advanced safety technology were identified as critical components to their safety improvement. Results from this study may help fleets understand what their peers have used to successfully improve safety and which strategies may not be as helpful.

Described is one specific effort to better estimate commercial motor vehicle-related exposure at the state level in order to better determine commercial motor vehicle-related crash rates for state and federal programs. Limitations in the crash and exposure data affect the Federal Motor Carrier Safety Administration and a state’s ability to plan and assess operations and conduct ongoing analyses of program effectiveness. One important limitation has been the lack of reliable estimates of commercial motor vehicle exposure data at the state level. Exposure data, for the purpose of this report, are defined as the number of truck and bus vehicle miles traveled (VMT). Described is the methodology that was developed to calculate adjusted state VMT for commercial vehicles; results are presented for 1999 and 2000. The results support estimation of crash involvement rates for each state and provide exposure data for other analytical studies. The methodology to calculate adjusted state VMT for commercial motor vehicles has resulted in improved information resources in support of all crash analyses. The adjusted state VMT for commercial vehicles supports measurement of program effectiveness and development of countermeasures to promote motor carrier safety. The adjusted state VMT for commercial motor vehicles methodology and the commercial vehicle fatal-crash involvement rate reports enable state and federal agencies to better focus their safety programs and enforcement resources.

The federal Highway Safety Improvement Program (HSIP) has been associated with the reduction in fatal crashes since 2006, but the reasons for the reduction remain largely unknown. This paper examines the reduction in fatal crashes in terms of different types of first harmful events that can provide insight into crash causes and prevention strategies. In this study, fatal crashes were categorized into four types: overturn, collision with motor vehicle in transport, collision with fixed object, and collision with nonmotorist. Fixed-effects and mixed-effects Poisson models were used to estimate the magnitudes of fatal crash reduction by first harmful events for each state. Fatal crashes due to collisions with nonmotorists and motor vehicles in transport have been reduced by 10% and 5.3%, respectively, compared with the 2001 to 2005 period. Fatal crashes due to overturn and collision with a fixed object decreased in some states but remained unchanged or increased in other states. Nevertheless, the numbers of national fixed-object and overturn fatal crashes have been reduced by 3% and 0.7%, respectively, as a whole. This study also investigated possibilities that could be associated with the magnitudes of the reductions, for example, the different traffic laws among states. It was found that although different safety improvement projects were implemented to target the various types of crashes, the improvements were also likely to be beneficial to other crash types. These are referred to as spillover effects. Nationally, fatal crashes have decreased since the introduction of the HSIP partly because of the reduction in fatal crashes due to collisions with nonmotorists and motor vehicles in transport and partly because of spillover effects.

In July of 2012, the President signed into law the bill, “Moving Ahead for Progress in the 21st Century” or MAP21, also known as the Surface Transportation Act. The Act instructs the Secretary of Transportation to promulgate regulations requiring the use of electronic on-board recording devices (EOBRs) to verify hours of service compliance by commercial motor vehicle drivers. The mandate has drawn opposition from many drivers and trade organizations, while simultaneously drawing support from government, union organizations and other trade organizations. Consequently, it appears that the EOBR mandate will continue to be a source of potential conflict for management and commercial motor vehicle drivers in some transportation organizations. This case study analyzes some of the factors involved and proposes recommendations for the mitigation of potential workplace conflict.

The article explores the congestion level in traffic of motor vehicles and its negative environmental and economic consequences in case of Kiev. The amount of pollution from traffic jams in Kiev and the number of vehicles which got into them in 2009-2018 is analyzed. The loss of earnings on the side of automobile owners from their standby are calculated with corresponding quantitative expressions found and described. For the course of the research, the methods of system-structural and comparative analysis were used for analyzing the environmental and economic problems of modern automobile systems; methods of formal logical analysis were used for substantiating the innovative infrastructure of transport routes. Separately economic and statistical methods were used in the study for trends development, structure analysis, and estimation of the influence of road congestion on the environmental and economic sphere. Pearson test has indicated a close relationship between the number of cars in Kiev and the number of values from traffic jams in environmental and economic sphere. Solutions to this problem are offered in forms of automated traffic control systems, improvisation of organizational and technical methods for the distribution of traffic flows over time, namely reverse traffic, road junctions, smart traffic lights, road extension, and the transition to alternative modes of transport. In all countries of the world there are new research methods that affect pollutants from motor vehicles. It is proved that they are forced by the recipients. In addition, landscaping can improve landscape design, reduce greenhouse gas emissions, surface water runoff and noise pollution. In this regard the policy implication of the research are aimed to eliminate the negative consequences from the use of vehicles during traffic jams, and the necessary number of trees for planting in Kiev is calculated. The shortage and aging of drivers are not problems limited to the truck industry, but are common in the broader commercial motor vehicle (CMV) industry of Korea. This study investigates the relationships between work situation, work–family conflict, depression, and work engagement of taxi, bus, and truck drivers. We extracted 512 CMV drivers from the 5th Korea Working Conditions Survey. A structural equation model (SEM) was used to investigate the impact of a work situation or work–family conflict on depression and work engagement. Results showed that 38.9% of all respondents had symptoms of depression. In the SEM, a poor work situation (standardized path coefficient = 0.250) and work–family conflict (0.117) significantly affected depression. ‘Enough time’ and ‘feeling well’ were influential variables of work situation. ‘Responsibility’ and ‘concentration’ were influential variables of work–family conflict. Additionally, depression affected work engagement (0.524). ‘Vigor’ and ‘dedication’ were influential variables of work engagement. These results show that the relationships between work situation, work–family conflict, depression, and work engagement of CMV drivers are intricately linked.

This simulator-based study examined the use of conventional auditory warnings (tonal, non-verbal sounds) and auditory icons (representational, non-verbal sounds), alone and in combination with a dash-mounted visual display to warn commercial motor vehicle operators of impending front-to-rear and side collision situations. Driver performance was measured in the simulated driving task via brake response time in the front-to-rear collision scenarios and via a count of accident occurrence in the side collision scenarios. For both front-to-rear and side collision scenarios, auditory icons elicited significantly improved driver performance over conventional auditory warnings. Driver performance improved when collision warning information was presented through multiple modalities.
