This paper examines how access to law studies in British India challenged social stratifications within the colony, from the 1850s up to the 1940s. It highlights the impact of educational trajectories—colonial, imperial and global—on social positions and professional careers. Universities in British India have included faculties of law since the foundation of the first three universities in 1857. Although numerous native students enrolled at these Indian institutions, some of them chose to pursue their legal training in the imperial metropole. Being admitted into an Inn of Court, they could consequently become barristers, a title that was not available for holders of an Indian degree. This dual system differentiated degree-holders, complexifying the colonial hierarchy in a way that was sometimes denounced by both the colonized and the imperial authorities. Last but not least, access to higher education also impacted gendered identities: academic migration at times allowed some Indian women to graduate in Law but these experiences remained quite exceptional until the end of the Second Word War.

In this article, Linda Eisenmann examines the role and impact of Barbara Solomon's now classic text in women's educational history, In the Company of Educated Women: A History of Women and Higher Education in America. Eisenmann analyzes how Solomon's book influenced, defined, and in some ways limited the field of women's educational history. She shows how current historical research — such as the study of normal schools and academies — grew out of Solomon's work. She points out where the book is innovative and indispensable and where it disappoints us as teachers and scholars in the 1990s. Eisenmann criticizes Solomon for placing too much emphasis on women's access to higher education, thereby ignoring the importance of wider historical and educational influences such as economics, women's occupational choices, and the treatment of women in society at large. Finally, Eisenmann examines the state of subsequent research in women's higher educational history. She urges researchers to investigate beyond the areas defined by Solomon's work and to assess the impact of these neglected subjects on women's experiences in education.

ABSTRACT This article analyses the widening access policies implemented by Brazil during the 1990s and in 2016. It cites and evaluates the different strategies used by the government, such as student loans, needs-based and race-based quotas. In the context of a highly privatized sector, in which for-profit higher education institutions account for over half of the existing higher education institutions in Brazil, the results display a relative growth in higher education access based on minorities and needs-based communities. However, it also showcases some trends not achieved as originally planned by the government (specially increasing higher education participation in regions other than the south and the southeast) and serves as a point requiring further research to evaluate the influence on the lives of students and graduates. This study uses government and publicly available sources to analyse the impact of this strategy over time.

Purpose The purpose of this paper is to identify a number of different models of work-based learning (WBL) in operation at the University of Chester and provides two examples of university-employer partnership where WBL is used as the principal means for bringing about change in the workplace. Design/methodology/approach This paper is based on the experience of one UK University with significant WBL provision and outlines the evolutionary development of a number of different models of WBL designed to meet the specific needs of employers and individual students. Findings The paper reflects on the distinctive contribution of WBL in higher education to bring about change to the culture and working practices of two public organisations, thereby improving performance and developing new ways of working. Practical implications It will also consider the impact of WBL on learners often giving them a greater sense of their own identity and professionalism and point to the way in which WBL challenges the university as much as it challenges employer partners. Social implications Widening access to higher education and increasing participation in HE. Originality/value The identification and description of a number of different models of WBL in operation in the HE sector.

Theoretical and methodical aspects of rating performance appraisal of academic workers of higher educational institutions are the object of research. The purpose of the article is to study peculiarities of the functioning of institutions of higher education and to improve processes of rating assessment of employees as a part of the development of professional careers. Methodological basis of research consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. Results are obtained through the use of methods: statistical and economic – to determine the peculiarities and trends of the development of institutions of higher education in Ukraine; economics and mathematics – to study the impact of the main indicators of activity and performance of higher education institutions and purchasing power of the population on the total volume of gross domestic product; abstract-logical – for theoretical generalization and formulation of conclusions. The results of the conducted research testify to the necessity of introducing a set of measures for optimization of labour costs for scientific and pedagogical workers of higher education institutions without worsening the quality of provided educational services. It has been revealed that the lack of a sound methodological approach to employee rating and appropriate means of motivation for professional development can lead to the loss of existing intellectual potential and competitive positions of higher education institutions in the market for educational services in general. To maintain the existing intellectual potential justified the introduction of an organizational and economic system for optimizing labour costs, which should consist of the following five main stages: collecting information, processing information received using expert and econometric and mathematical models, calculating the predictive values of factors and productive indicator, development of measures and directions of optimization of labour costs, development of a system of planning career development of personnel. With the introduction of a rating assessment of the activities of academic workers and its attachment to the development of professional careers, it is necessary to avoid possible professional burnout due to overload. A further study of the mechanism of determining the optimal predictive model, taking into account the influence of the shadow sector on the official statistical indicators of the development of the economy and the educational sector, in particular, deserves further study.

Drawing on educational census data and a review of news articles and higher education policies in Brazil, this article examines the impact of COVID-19 on the access and retention of the low-income Brazilian population in higher education. Guided by the question, “What is the impact of COVID-19 on the most vulnerable population in Brazil in terms of access to, and retention in higher education?”, the paper is structured in two sections: the first offers a short historical overview of Brazilian higher education; the second examines the impact of the pandemic on student retention in higher education, looking at factors such as social isolation, job and income precarity, use of Information and Communication Technologies (ICT), internet access, and technological resources. I argue that distance education offered by private higher education institutions benefits the privileged students and that the effects of the pandemic are detrimental to the socially disadvantaged students since those who are in public universities do not always have access to technology, and those who study in private universities feel the impact of not being able to pay tuition fees, besides the loss of several jobs in different sectors. In conclusion, I recommend policy initiatives to improve access to higher education.

Access to higher education is only a first step in achieving equity in education; the following step is improving student retention, or lowering dropout rates, which is the same thing. The present study focused on the definition of an index as an estimator of the risk of individuals dropping out of a university using a Markov chain model, based on the randomness of the occurrence of dropping out. The suggested index was applied to a sample of 5,700 university students from the 2012-2015 annual cohorts of 8 university departments of a public regional university in Chile. The results indicate that the highest average probability of dropping out (slightly more than 39%) occurs in the first 2 semesters of university studies, and then decreases through time. This indicates the need for institutional retention policies that pay particular attention to the first year of university studies. Having this index also allows a formal estimation of changes or temporary variations in the risk, as well as quantifying the impact of interventions, not only for the case under study but for the entire higher education system.

Policy on widening access to higher education in Scotland is defined mainly in terms of students who live in deprived areas as defined by the Scottish Index of Multiple Deprivation. Although area measures can be informative, and are convenient because they require only a postcode to classify any person into a deprivation category, they are crude. We use data from the Higher Education Statistics Agency, the Growing Up in Scotland Survey and the Scottish Household Survey to analyse the extent to which neighbourhood measures can be used as the basis of valid indicators of widening access. We conclude that they are flawed, although not wholly useless, and ought to be supplemented by more valid measures of students' social circumstances.

In spite of the initiatives which have been taken by the government of Tanzania towards access to higher education for qualified students who came from low - income backgrounds, the studies and real situation reveal the reality of how this group of people has been denied to parity and fair for accessing higher education. Thus, Tanzania government has established Higher Education Students Loans Board with the Act No.9 of 2004 aiming at giving assistance to the students who got admission in universities, but came from low-income families with no financial strength to support their schooling. However, since its inception higher education loans board had failed to identify students from low-income background resulting in some students dropping out or postpone their studies as they look for other sources of funds. This article is qualitative in nature with the use of document analysis technique. The author uses relevant literature, officially published statistical data and various theoretical justifications for examining the impact of HE loan towards students from low-income background. The results of this study identified some challenges leading to a misallocation of fund to the needy students, application of Means Testing being one of them. Meanwhile, the author concludes with careful planning and effective use of means testing with a sustainable operational mechanism which will address the issue of parity and justice for the needy students in accessing higher education in Tanzania.

The existence of international students makes an investigation of the impact on a country’s economy topical. Despite the complexity of measuring the economic impact of education tourism, many countries have conducted analyses to justify that international higher education students have a positive impact on the public economy. In the Gulf States, efforts to reform and modernize higher education to create knowledge-based societies are ongoing. Member states of the Gulf Cooperation Council (GCC) share a regional vision to make the Arab Gulf a hub for a world-class education. Arab higher education systems that were long characterized by mass production of graduates and incremental support from the state are now shifting to new Western models of higher education. Several factors, including the development of the knowledge economy, massive access to higher education and increasing higher education differentiation are contributing to this push. To achieve this vision, the Gulf States have adopted the Western research university model by hosting international branch campuses (IBCs) in the region. GCC governments have also embraced study abroad scholarship programs that sponsor large numbers of Gulf nationals to study in Western universities.

This article adopts an historical institutionalism perspective (Pierson, 2011; Pierson & Skocpol, 2002; Thelen, 2014). Its main goal is to understand the lasting dynamics and path dependency processes that constrain the impact of expanding access to higher education (HE) in changing the pattern of social inequalities in a given country. To do this, the article will explore two different aspects of the impact of education on social inclusion: the dynamics associated with production and distribution of portable skills and competences, and the dynamics associated with social stratification. The study follows the experience of Brazilian HE over the last 15 years. In this period, the country experienced a rapid expansion, coming from a total undergraduate enrolment of 2.7 million in 2000 up to nine million in 2016. Nevertheless, the design of this expansion assumed a very conservative pattern. Following a well-ingrained domestic pattern, most of this expansion was absorbed by the country’s huge demand-driven private sector, and into less than half a dozen very traditional types of bachelor programs. Thus, the article argues that by failing to diversify, and by preserving old institutional hierarchies, expanding access to HE in Brazil has rendered less impact than one would expect on the country’s social inequalities.
