Higher education institutions (HEIs) are constantly evolving how they operate and their areas of academic interest. What remains unchanged is the fact that the raison d’être of a university is to fulfill the role of a citadel of knowledge to its environment. The aim of this paper is to show the relationship between HEIs and entities that have an impact on the growth of the local economy, in particular the possibilities of shaping local partnerships for innovation. The paper thus outlines the nature of individual sectors, the special role played by local governments, and the activities of universities related to innovation in the economy, based on the results of two collaborative studies co-sponsored by the Ministry of Science and Higher Education and teams of researchers at the WSB University in Dąbrowa Górnicza. One of the projects was under the framework of the DIALOG program of 2019–2020 and the other used the framework of the Regional Excellence Initiative program of 2019–2022. The main part of this study was based on a survey of representatives of local governments; the survey was oriented towards identifying the opinions of local managers on the current and postulated roles of universities in the development of the local economy. The results presented in this study indicate, among other things, a significant differentiation of expectations concerning the cooperation of entities in the process of local development based on innovation and changes in the areas of this cooperation.

This article allows us to externalize the experiences mainly of the challenges of open innovation developed in the cities of Riobamba, Latacunga and Ambato, understood these cities as the HUB's area of influence, in addition, to refer to the current situation as organizations that promote solutions to these problems existing ones that have been confronted taking innovation as the main instrument to provide solutions. The main objective of this review article is to refer to the open innovation experiences that the HUB Center has carried out at the time of its management, specified in the development of the document. The development of this work was done through the exploration of information from authors who have already treated these issues with another perspective and with other ways of doing things, with enough experience in their field, also the deductive study method allows to go from a general context to a specific one, and according to the requirements that this research estimates. The HUB Center is a networked space with 8 Higher Education Institutions plus the Ecuadorian Corporation for Research Development and the Academy that are members of this network, through these institutions and with the articulation of the HUB, local development is promoted from the academy to the productive and social sectors supported by the central government and the local governments of each province. Resumen Este articulo permite exteriorizar las experiencias principalmente de los retos de innovación abierta desarrollados en las ciudades de Riobamba, Latacunga y Ambato, entendidas estas ciudades como la zona de influencia del HUB, además, referir la situación actual en cuanto organizaciones que promuevan soluciones a esas problemáticas existentes que se han afrontado tomando a la innovación como principal instrumento para dar soluciones. El objetivo principal de este artículo de revisión es referir las experiencias de innovación abierta que el HUB Centro ha realizado en el tiempo de su gestión, especificadas en el desarrollo del documento. El desarrollo de este trabajo se lo realizo mediante la exploración de información de autores que ya han tratado estos temas con otra perspectiva y con otras formas de hacer las cosas, con una experiencia basta en su campo, asimismo el método de estudio deductivo permite ir de un contexto general a uno concreto, y de acuerdo con los requerimientos que esta investigación estima. El HUB Centro es un espacio que funciona en red con 8 Instituciones de Educación Superior más la Corporación Ecuatoriana para el Desarrollo de la Investigación y la Academia que son miembros de esta red, mediante estas instituciones y con la articulación del HUB se promueven el desarrollo local desde la academia hacia los sectores productivos y sociales apoyados por el gobierno central y los gobiernos locales de cada provincia. The role of unpaid and informal care is a crucial part of the health and social care system in Australia and internationally. As carers in Australia have received statutory recognition, concerted efforts to foster engagement in carer participation in work and education has followed. However, little is known about the strategies and policies that higher education institutions have implemented to support the inclusion of carers. This study has three components: first, it employs a review of evidence for interventions to support to support carers; second, it reviews existing higher education institutions’ policies to gauge the extent of inclusive support made available to student carers, and; third it conducts interviews with staff from five higher education institutions with concerted carer policies in Australia were held to discuss their institutions’ policies, and experiences as practitioners of carer inclusion and support. Results indicate difficulty in identifying carers to offer support services, the relatively recent measures taken to accommodate carers in higher education, extending similar measures which are in place for students with a disability, and difficulties accommodating flexibility in rigid institutional settings. A synthesis of these findings were used to produce a framework of strategies, policies and procedures of inclusion to support carers in higher education.

Public sector organizations, primarily higher education institutions (HEIs), are facing greater levels of responsibility since adopting and committing to the Agenda 2030 for Sustainable Development (SD) and its 17 Sustainable Development Goals (SDGs). HEIs are expected to provide guidance for various stakeholders on this matter, but also to implement this agenda and the SDGs in their institutions. Although the role of these organizations has been recognized, the fields and issues that HEIs should address on their path towards sustainability and SD are still unclear. To provide further clarity, a semi-systematic literature review on sustainability and SD in HEIs was conducted to identify both the key concepts and main research themes that represent sustainability and SD in HEIs and to identify research gaps. This review increases our knowledge of this topic and enhances our understanding of sustainability and SD in the context of HEIs.

State and local governments frequently invest in policies aimed at stimulating the growth of new industries, but studies of industrial policy and related economic development initiatives cast doubt on their effectiveness. This article examines the role of state-level industrial policies in contributing to the different economic trajectories of two U.S. metro areas—Pittsburgh, Pennsylvania, and Cleveland, Ohio—as they adapted to the decline of their legacy industries. Comparative case studies show that industrial policies in Pittsburgh, which empowered research universities as local economic leaders, contributed to the transformation of the local economy. In Cleveland, by contrast, state industrial policies invested in making incremental improvements, particularly in legacy sectors. The article concludes that by empowering new local economic actors—such as universities—industrial policies can foment political change that enables structural economic change to follow.

“We are on the precipice of an epoch,” in which 21st century organizations are facing a complex, competitive landscape driven largely by globalization and the technological revolution (Hitt, 1998, p. 218). As such, Bikson, Treverton, Moini and Lindstrom (2003) have urged universities to develop a global leadership curriculum, based on their prediction of a future shortage of global leaders in all sectors. In the past decade, however, accountability has become a major concern in most parts of the world. Governments, parliaments, and society at large are increasingly asking universities to justify the use of public resources and account more thoroughly for their teaching and research results. The universal push for increased accountability has made the role of university leaders much more demanding. The successful evolution of higher education institutions will hinge on finding an appropriate balance between credible accountability practices and favorable autonomy conditions.
