This special issue explores underrepresented aspects of the political dimensions of global warming. It includes post- and decolonial perspectives on climate-related migration and conflict, intersectional approaches, and climate change politics as a new tool of governance. Its aim is to shed light on the social phenomena associated with anthropogenic climate change. The different contributions aim to uncover its multidimensional and far-reaching political effects, including climate-induced migration movements and climate-related conflicts in different parts of the world. In doing so, the authors critically engage with securitising discourses and resulting anti-migration arguments and policies in the Global North. In this way, they identify and give a voice to alternative and hitherto underrepresented research and policy perspectives. Overall, the special issue aims to contribute to a critical and holistic approach to human mobility and conflict in the context of political and environmental crisis.

How do weather shocks influence human mobility and poverty, and how will long-term climate change affect future migration over the course of the 21st century? These questions have gained unprecedented attention in public debates as global warming is already having severe impacts around the world, and prospects for the coming decades get worse. Low-latitude countries in general, and their agricultural areas in particular, have contributed the least to climate change but are the most adversely affected. The effect on people's voluntary and forced displacements is of major concern for both developed and developing countries. On 18 October 2019, Agence Française de Développement (AFD) and Luxembourg Institute of Socio-Economic Research (LISER) organized a workshop on Climate Migration with the aim of uncovering the mechanisms through which fast-onset variables (such as weather anomalies, storms, hurricanes, torrential rains, floods, landslides, etc.) and slow-onset variables (such as temperature trends, desertification, rising sea level, coastal erosion, etc.) influence both people's incentives to move and mobility constraints. This special issue gathers five papers prepared for this workshop, which shed light on (or predict) the effect of extreme weather shocks and long-term climate change on human mobility, and stress the implications for the development community.

While those ‘trapped’ or who choose to stay in areas affected by climate change represent a substantial policy issue, there only a small amount of empirical work specifically targeting such populations. The scant attention that is afforded to immobility often emphasizes financial constraints as factors driving (involuntary) immobility. As an essential part of the mobility spectrum, the complexity of immobility in crisis, including its political dimensions, warrants thorough investigation. In response to these gaps, this contribution locates environmental immobility within mobilities studies, its conceptual complexities, and, finally, illustrates the importance of political factors in shaping (im)mobilities. The findings are based on semi-structured interviews conducted in two developing countries experiencing the impacts of climate change. We delve into the socio-cultural and economic nature of (im)mobilities as they interact with political forces, specifically by exploring international bilateral agreements (Senegal) and a relocation program (Vietnam). In political spaces that are dominated by a desire to limit human mobility and (re)produce stasis, we challenge traditional dichotomies between mobile/immobile and sedentary/migration polices by underlining how policy interventions can simultaneously promote mobility and immobility, demonstrating complex co-existing mobilities. Keeping people in place can, in fact, mean allowing the very same people to move.

Climate change is one of the most serious risks facing humanity. Temperature rises can lead to catastrophic climate and natural events that threaten livelihoods. From rising sea levels to flooding, bush fires, extreme temperatures and droughts, the economic and human cost is too large to ignore. More than 190 world leaders got together in Glasgow during November 2021 at the UN’s COP26 climate change summit to discuss progress on the Paris Agreement (COP21) and to agree on new measures to limit global warming. In Paris, countries agreed to limit global warming to well below 2° and aim for 1.5° as well as to adapt to the impacts of a changing climate and raise the necessary funding to deliver on these aims. However, actions to date were not nearly enough as highlighted by the IPCC (2018) special report. The world is still on track to reach warming above 3° by 2100. As evident from figure 1, global temperatures have been on a steadily increasing path since the start of the 20th century and this process has substantially accelerated since the beginning of the 1980s. This has been unevenly distributed, with temperatures in the Northern hemisphere being a full 1°C higher than for the 1961–1990 average, whilst temperatures in the Southern hemisphere have increased by almost 0.5°C.

An increase in natural hazards due to global warming has broadened the gap between natural hazards and disaster prevention. This gap has raised the possibility that unexpected major disasters occur. As chances of a natural hazard grow, appropriate and efficient adaptation is considered as a last resort for lessening disaster. In water-related disasters such as floods and debris flows, individual disaster sites have specific thresholds (limits). When a natural hazard exceeds this threshold, a serious disaster strikes us. On the contrary when it is under the limit, disaster damage is kept to be small. Flood disasters and landslides have the side of gall or nothing.h This is a characteristic of water-related disasters. Climate change is causing natural hazards to exceed this threshold easily. This makes resilient proactive adaptation very important in disaster prevention. Specific adaptation measures developed hereafter must cope with serious water and sediment disasters throughout mountainous regions, rivers, urban areas, and coastal areas that are assumed to be influenced by global warming. The Journal of Disaster Research has planned a special issue on the adaptation measures for disasters due to climate change. Having taken part in field surveys, computer simulations, and laboratory experiments and finding adaptation measures worth studying more deeply, I decided to contribute to this special issue as a Guest Editor. All of its 11 papers have been peer-reviewed. The broad topics covered range from floods, landslides, and storm surges to adaptation to the human being society. I would like to extend my sincere thanks to the contributors and reviewers involved in producing these articles, especially to Dr. Hideo Oshikawa, Assistant Professor of the Department of Urban and Environment Engineering, Kyushu University, Japan, for his great support. I look forward with great anticipation to feedback from readers regarding these articles.

Climate change will have distinct impacts on various regions and populations. In this context, human mobility can be an empowered adaptation strategy or an unwelcome necessity for survival with a high human cost. Existing legal frameworks were not created with a view to addressing human mobility in this context; there is presently scarce political will to develop new, bespoke legal mechanisms. The insufficiency of legal frameworks, coupled with increasing recognition that attempts to mitigate global warming will not be sufficient to prevent massive human movements, have driven the development of an adaptive approach. This article explores this development, first analyzing the conceptualization of human mobility in the context of climate change. The shift in focus from a rights-based to an adaptive approach is then discussed through an examination of the underpinnings of each approach. The article concludes with a consideration of the way forward, given the existing political landscape.

Central to this special issue is the notion that the methods and conceptual tools of comparative politics can improve our understanding of global climate change politics. Building on recent advancements in the field of comparative environmental politics, the special issues offers a more comprehensive treatment of climate change politics in developed countries, emerging economies and least developed countries. In this introduction, I distil the key features of comparative politics, advocate for the more rigorous application of comparative methods in climate politics scholarship and highlight three groups of political factors—institutions, interests and ideas—that hold considerable promise in explaining climate change politics at the domestic level. The introduction concludes with an appeal to (re)think how international and domestic politics interact. Examples drawn from the articles assembled for this special issue are used to substantiate the claims made.

The concept of One Health, which aims to drive improvements in human, animal and ecological health through an holistic approach, has been gaining increasing support and attention in recent years. While this concept has much appeal, there are few examples where it has been successfully put into practice. This Special Issue explores the challenges in African contexts, with papers looking at the complex interactions between ecosystems, diseases and poverty dynamics; at underlying social and political dimensions; at the potentials for integrative modelling; and at the changes in policy and practice required to realise a One Health approach. This introductory paper offers an overview of the 11 papers, coming from diverse disciplinary perspectives, that each explore how a One Health approach can work in a world of social, economic and environmental change.

Studies have shown the impact of climate change on the ocean ecosystem and the fishing and aquaculture sectors. As global warming intensifies, this will impact communities and communities as the populations of some fish species decline or increase. Research on the impacts of climate change to fisheries will facilitate the development of policies, helping communities to adapt while ensuring resilience and sustainability of the sector(s). This paper assesses the short term and long-term impacts of climate change to the ocean ecosystem, the consequences to economies and communities that rely on fishing for food security. It begins with a review of peer reviewed literature, followed by an analysis of the current policies and ends with some recommendations for governments in the sustainability and management of the ecosystem in the future. Important to note is the impact of human generated hazards and how a more holistic approach to minimizing risks to the ocean ecosystem could resolve threats of food insecurity in future.
