This article discusses the issue of the sustainable development of the Polish-Czech cross-border market for cultural services in a city divided by an international border. The article uses the example of Cieszyn and Český Těšín, a city divided following the decision of the Council of Ambassadors in 1920. The research carried out so far indicates the main constraints in the harmonious functioning of the cross-border market for cultural services in this city, such as: The different cultural policies implemented on both sides of the city, the language barriers, as well as some legal and administrative differences. Therefore, the authors undertook research aimed at recognising the role of Euroregional structures in stimulating the sustainable development of this region. On the basis of an analysis of the Cieszyn Silesia Euroregion’s documentation, and the results of qualitative and quantitative research, this article describes the role of the Euroregion in building a cross-border market for cultural services. The presented results shows that the level of familiarity with cultural events organised in Cieszyn and Český Těšín within the framework of Interreg cross-border projects, is much higher than the familiarity with cultural events that are organised without financial support received through the Euroregion. Recommendations were also prepared that could constitute the principles of a common cultural policy, not only for Cieszyn and Český Těšín, but also for other European cities in the Schengen Area, which, like Cieszyn and Český Těšín, have been divided by an international border.

This is a theoretical and empirical article. In the first part, an original definition of the cross-border market for cultural services has been developed, based on classic market definitions. The structure and conditions of functioning for this market have also been presented. The next part of the article discusses the supply side of the cross-border market of cultural services for the two twin towns: Cieszyn (Poland) and Český Těšín (Czech Republic). Next, based on the surveys conducted, the participation of residents of both towns in the most important cultural events organised by cultural institutions on both sides of the border was examined.

Development of both the marketing and cultural sectors have multi-directional natures, showing relationships with sustainable development that should be considered at various levels of cultural sector management in cultural institutions, at the level of the cultural policy of the state or region, and on the micro-scale. Not only do the natural environment, economy, and technology constitute areas of sustainable development, but also society and culture. The assumptions about sustainable development by cultural institutions are related to implementing marketing concepts in this sphere, in that they are the expression of market orientation (on consumer of culture). The goal of this study was to show that marketing by cultural institutions, as a reflection of their market orientation, translates into these institutions’ implementation of the assumptions of sustainable development. This paper is based on literature studies and the results of empirical and quantitative research that was conducted on a sample of 451 people managing cultural institutions in Poland. The research included general managers, managers, artistic directors, managers of marketing, promotion and sales departments, as well as owners of cultural institutions. Analysis of research results shows that consumers of culture are ranked first as recipients of targeted actions conducted by cultural institutions. An increase in the diversity of cultural offers, including the concept of sustainable development, emerged as a factor stimulating the development of the culture market, being closely related to growth of the quality of cultural offer.

The article is devoted to the study of the implementation of territorial cohesion policy in the European Union in order to achieve a secure regional coexistence. In particular, the regulatory and institutional origins of territorial cohesion policy in the EU are considered. The evolution of ontological models of cohesion policy has been outlined. Specifically, the emphasis is placed on the key objective of political geography – effectively combining the need for "territorialization" and the growing importance of networking. The role of urbanization processes in the context of cohesion policy is highlighted. Cross-border dimensions of cohesion policy in the context of interregional cooperation are explored. Particular emphasis is placed on the features of integrated sustainable development strategies.

The paper outlines major preconditions of development of energy efficiency programs and the process of their introduction from the perspective of sustainable development concept. Energy saving measures of European Union are examined, its experience and results, like green books and Thermie programs, etc are analyzed. The paper also specifies relevant activities and responsibilities undertaken by Member States by 2030 and the rates planned to be achieved. The experience of neighboring Poland in energy efficiency promotion is analyzed, as far as the country most closely resembles Ukraine by the initial rates in 1990. We calculated conditional losses of Ukraine in 2017 as the gap between the rates of energy efficiency of Ukraine and Poland (similarity of climate conditions and the state of housing funds allowed us to assume that the comparison will be the most correct regarding Ukraine). The results of calculations make us conclude that the funds are used most efficiently if the money designated, for example, for subsidizing of population are directed at strengthening of energy efficiency (at least up to the level of neighboring country). It will result in saving of about 40 billion. This is the amount defined as Ukrainian capacity in terms of improvement of energy saving and possible results of its realization. The paper determines the stage Ukraine is at in introduction of energy efficiency measures and programs: “warm loans” program; conditions regarding energy saving in Ukraine enshrined in the EU-Ukraine Association Agreement; creation of legal basis, namely the Law of Ukraine “On Energy Efficiency Fund” as of 8 June 2017. The role of newly created Energy Efficiency Fund is analyzed. Special attention is paid to the fact that energy efficient construction is one of international liabilities undertaken by Ukraine. The presence of The Active House Alliance at Ukrainian market is an important achievement in this sphere as it is the non-profit association aiming at creation of housing concept corresponding to the sustainable development principles.

Cultural heritage is an invaluable asset of any city, region, or community and is an important component in the sustainable development of societies and economies. However, the role of cultural heritage has been understudied in terms of its social embeddedness and impact on social cohesion. This has led to a demand for more insights on how cultural heritage is conserved globally and more significantly via the role of societal stakeholders. Inclusive strategies allow diverse sections of a community to engage and enrich not only the anthropological interpretations of society but also support social stability and foster positive social change. This paper exemplifies how an inclusive approach was used to engage citizen engagement for the sustainable development of the built heritage in the city of Indore in central India. Best practices are presented through secondary data through various print and online sources relevant to the context. Open coding of secondary data has helped to identify strategic approaches and relationships that emerge as crucial to citizen engagement as presented in this study. The paper discusses strategies that, based on diversity and inclusivity, contribute to the enrichment of community knowledge, increased synergistic participation, and the enhancement of the sense of collective responsibility in cultural consumption.

This article aims to study how private European radio is becoming commercially international through the expansion of radio brands beyond their national market. It is the first ever analysis of the expansion strategies of radio groups across Europe, including their footprint in each market in which they operate, from the political economy of cultural industries. The article maps the main radio groups in Europe, analyses cross-national champions in depth and establishes three main types. This study shows that, thanks to the possibilities of a deregulated market, strengthening the role of the brand and the format, and the agreements with other groups, broadcasting radio has overcome the obstacles that, historically, hindered its cross-border expansion.
