The current production and consumption systems have created many social and environmental issues in the global business environment. These issues are of concern for many policymakers across the globe. The essence of the policy framework on sustainability is to transform the global economy into a more sustainable economy. Human capital development is central to economic transformation. This chapter examines the human capital development strategy for a more sustainable economy. A desktop research approach was adopted to investigate the relationship between human capital development strategy and sustainable economic development. For an effective transition into a sustainable economy, this chapter upholds an alignment of human and organisational development strategy, as well as a national development plan with the economic, social, and environmental pillars of sustainability. Therefore, human capital development strategy is a holistic approach to explore the four greens (green savings, green opportunities, green talent, and green places) for a more sustainable economy.

In the context of digital transformation of the economy, human capital development depends on differences in earnings. Previous studies examined the relationship between wage differentiation and employee competencies without considering the regional digitalisation. The present research tests a hypothesis of the dependence of wage differentiation on individual digital competencies, likelihood of job computerisation and digital development of a region. Linear regression method based on Mincer equations was utilised. The empirical basis comprises data from the Russia Longitudinal Monitoring Survey — Higher School of Economics (RLMS-HSE) and statistics of the Federal State Statistics Service on the digitalisation of Russian regions in the period from 2003 to 2018. Development opportunities and threats have been conceptually identified in terms of substitution and supplementation of labour, distribution of entrepreneurial risks, the use of digital competencies and the influence of regional digitalisation on differences in individual earnings. The revealed professional polarisation of the Russian labour market due to digitalisation creates unequal opportunities for income growth and professional development in the mid-term. In contrast to previous studies, this research analysed how the likelihood of computerisation affects wages, showing that while, in general, digitalisation creates an advantage for human capital, an increase in computerisation reduces earnings by almost a quarter. High level of digitalisation of certain regions supports human capital, yielding a wage increase of 5–10 % on average. The study results can be practically applied to support strategic decisions for the development of digitalisation at the local and regional levels. Moreover, the necessity to monitor professions under the threat of digital automation in regions is shown.

The article deals with the issues of socialization of human capital development. The emphasis is placed on the fact that modern globalization puts forward new demands on the person from the point of view of its educational level, acquired competences, mobility, since the "human factor" is a key element of a new model of post-industrial development. Accents are shifted from "economic rights" to "social rights". In the conditions of globalization of national economies, the key factor in the economic growth of any country is the formation of a highly developed and competitive human capital. Unlike other types of resources, human creative abilities are the core of the innovative potential of the individual and are inexhaustible in nature. The problem under investigation is particularly popular for Ukraine in view of the current geopolitical and socio-economic transformation. In the article the modern specificity of development of human capital in the conditions of economic socialization and under the influence of global tendencies is considered. The main quantitative indicators of human capital development, changes in the structure of employment, the level of state support of the educational sphere and scientific researches are analyzed, and their trend models are constructed. The place of Ukraine according to the indicator of human development index among other countries of the world is determined. The SWOT analysis of the educational system of Ukraine is provided, which gives an opportunity to assess the existing situation and the prospects for its improvement. The mechanism of the influence of socialization on the formation of qualitative human capital is formed and graphically reflected. The basic problems of reproduction of human capital are determined and a set of measures aimed at increasing the efficiency of its use and development is proposed, among which: development of an innovative model of the state policy of development of human capital; involvement of the private sector in the process of investing in human development; optimization of the mechanism of distribution of public funds allocated to education; increasing the accessibility and adaptation of educational services in accordance with market requirements; the inclusion in international programs of quality assessment and competitiveness of human capital, etc.

The continuing build-up in the speed of deepening of the global economic crisis, driven by just as fast drop in quantity of the external resources calculated per inhabitant of our planet, forces us to refer to internal resources in order to prevent the irreversible losses, to overcome the crisis and ensure the sustainable development. Beginning from the second half of the 20-th century, the hopes for efficient deployment of internal resources have been laid on the development of the human-capital theory. However, despite the intensive change in perception of the very concept of "human capital" and a wide scope of innovative models of its practical application, aimed at bringing the economy out of stagnation, the desired outcome is not achieved. The trend of transferring of the bulk of investments to human capital, at the expense of the share of investments spent on increased production, has proved insufficient. The analysis of causes of ultra-high risks of investments in increase of human capital has helped to determine that the models, which are used currently, do not take into account some of the fundamental patterns, which ensure the high efficiency of investment in human capital. Most of the models are based on application of the methods of situational governance, which, at best, have a short-term positive effect. This trend results from the insufficient awareness of managers of the fundamental patterns of human capital development, which deprives the investors of the possibility to benefit from the optimal combination of the situational governance with relevant long-term programs, which can steadily increase human capital. The researches of the fundamental patterns of human capital development have shown, that the main factor for achieving the high efficiency of investment in human capital is the correct organization of the processes of value determination of the subjects of economic activity and the transition from the value determination to value-semantic determination, thus ensuring guaranteed attainment of goals along with high dynamics of resources. The work presented here is dedicated to the method of managing the quality of human capital, which is hereafter referred to as value-semantic economy.
