The article deals with the issues of socialization of human capital development. The emphasis is placed on the fact that modern globalization puts forward new demands on the person from the point of view of its educational level, acquired competences, mobility, since the "human factor" is a key element of a new model of post-industrial development. Accents are shifted from "economic rights" to "social rights". In the conditions of globalization of national economies, the key factor in the economic growth of any country is the formation of a highly developed and competitive human capital. Unlike other types of resources, human creative abilities are the core of the innovative potential of the individual and are inexhaustible in nature. The problem under investigation is particularly popular for Ukraine in view of the current geopolitical and socio-economic transformation. In the article the modern specificity of development of human capital in the conditions of economic socialization and under the influence of global tendencies is considered. The main quantitative indicators of human capital development, changes in the structure of employment, the level of state support of the educational sphere and scientific researches are analyzed, and their trend models are constructed. The place of Ukraine according to the indicator of human development index among other countries of the world is determined. The SWOT analysis of the educational system of Ukraine is provided, which gives an opportunity to assess the existing situation and the prospects for its improvement. The mechanism of the influence of socialization on the formation of qualitative human capital is formed and graphically reflected. The basic problems of reproduction of human capital are determined and a set of measures aimed at increasing the efficiency of its use and development is proposed, among which: development of an innovative model of the state policy of development of human capital; involvement of the private sector in the process of investing in human development; optimization of the mechanism of distribution of public funds allocated to education; increasing the accessibility and adaptation of educational services in accordance with market requirements; the inclusion in international programs of quality assessment and competitiveness of human capital, etc.

AbstractDespite Indonesia’s impressive economic growth, it still lags behind other countries with a similar income level in terms of the quality of its human capital. This paper argues that one key factor explaining this low quality of human capital relates to the lack of focus and clear strategies to develop its education system. This paper attempts to assess Indonesia’s current state of human capital development with particular focus on its education sector. In order to benefit from its demographic bonus, Indonesia needs to to improve its current education and skill training system. Better education and skill training system will support the country’s effort to reduce poverty and youth unemployment. The effectiveness of public spending in education should be improved to raise the quality of education. Sustainability business is a multidimensional construct the research of which assumes an interdisciplinary approach. The given approach is related to a holistic concept of defining sustainability business. From the point of view of this concept, it is necessary to understand economic, socio-cultural attributes, and the human resources attributes as one whole that differs from the final study results of individual elements of sustainability business in the meaning of the Principle of Emergence. Within this concept, it is possible and inevitable to focus our attention on the issue of human capital in the context of socio-cultural factors. In the presented paper, attention was paid to the results of examining the neurolinguistic programming (NLP) as one of the possibilities of sustainable development of human capital. The main aim of the research with 104 respondents was to identify and specify the indicators of sustainable human capital development and selected attributes of neurolinguistic programming. The results of analyses confirmed the existence of these connections. The respondents who evaluated the NLP attributes more positively also evaluated more positively the indicators of a sustainable human capital development. The limits of the presented analyses results are limited by the cultural conditions of the research, size, and the selection of the research sample and also by accepting other factors in the context of a holistic approach to this issue.

The paper aims to analyze the benefits and drivers of economic transformation through the development of human capital using inclusive principles. The study is a continuation of a series of works on modeling the system of labor activity using the factors of knowledge, education, and human capital.  The research methodology includes both quantitative studies of the impact of knowledge and education on economic dynamics, and qualitative studies of the benefits and forces that promote and counteract fruitful inclusive changes. According to the analysis of the field of forces, the factors that counteract inclusive socio-economic changes (educational differentiation, the desire to have wealth and power) have, in general, high strength. The forces that contribute to change are relatively less powerful, but more numerous, which allows counting on the successful implementation of positive inclusive changes.

Abstract The role which financing human development plays in fostering the sectorial growth of an economy cannot be undermined. It is a key instrument which can be utilized to alleviate poverty, create employment and ensure the sustenance of economic growth and development. Thus financing human development for sectorial growth has taken the center stage of economic growth and development strategies in most countries. In a constructive effort to examine the in-depth relationship between the variables in the Nigerian space, this paper provides evidence on the impact of financing human development and sectorial growth in Nigeria between 1982 and 2016, using the Johansen co-integration techniques to test for co-integration among the variables and the Vector Error Correction Model (VECM) to ascertain the speed of adjustment of the variables to their long run equilibrium position. The analysis shows that a long and short run relationship exists between financing human capital development and sectorial growth during the period reviewed. Therefore, the paper argues that for an active foundation for sustainable sectorial growth and development, financing human capital development across each unit is urgently required through increased budgetary allocation for both health and educational sectors since they are key components of human capital development in a nation.

The purpose of the article is to determine the main features of human capital development, the formation of its new quality in creative economy. Creativity and intellectualization of social development influence the formation of a new structure of the national economy, where “creative industries” appear, based on the creative abilities, skills and talents of people capable of influencing economy through personal intellectual property. This means that human capital is becoming a key factor in the formation and development of the creative sector of national economies. The authors substantiate the role and significance of creative economy from two positions. It is viewed as a sector of the economy that unites industries based on creative activity determining success and dynamics of their development, and the formation of a favourable environment for the creative sector has a significant impact on economic growth. It is also considered as a system of socio-economic relations dealing with the formation, development and use of creative human capital, which is the core of creative economy. In the context of the formation and development of creative human capital, the role of education as an important social institution is highlighted. The necessity of introducing the concept of continuous education on the basis of open access to educational resources through the Internet, formation of local and global educational spaces and networks through the system of distance learning in the cultural and creative sectors and the need to develop business education and STEAM education to train professionals in creative industries are substantiated. The authors point out that in the conditions of digitalization of social development modern education should acquire signs of creativity, actively integrate into the environment of creative business and science and interact with them. The main function of the education of the future should be training of creative human resource capable of meeting global challenges and flexibly adapting to a rapidly changing business environment. Training and development of highly-professional creative human capital should become one of the country’s priorities in the context of creative economy formation.

The concept of human capital development has been actively developed by the UN since the end of the twentieth century, the main principle of which is to expand the opportunities of each person to realize their potencies and aspirations, to lead a healthy, full-fledged creative life. And this, in turn, is the main meaning and purpose of the socio-economic development of modern society. The criterion of social development is thus the individual. Understanding this idea at the national level has been reflected in a series of national reports on human development in Kazakhstan published in recent years. The formation of human capital involves the humanization of both the educational process, i.e., the creation of conditions aimed at the disclosure and development of the individual’s abilities, his positive self-realization. the goal of education is the need to develop a value-oriented personality. The idea of humanization contributes to the renewal of the process of education in social institutions, which should be carried out through the formation of educational systems.

As a result of research, the concept of a flexible evolutionary model is proposed, which with the help of machine learning allows obtaining the most successful strategy for the development of human capital. The proposed conceptual and methodological approach to machine learning of the process of assessing human capital of enterprises, taking into account the cognitive psychology of man and reflective attitudes in the human environment, can increase the effectiveness of decision-making in the field of human capital development management. The training involves indicators of return on investment in the individual, in the types of components of human capital, which are characterized by properties (creativity, competence, purposefulness, communication, motivation), where between their varieties there are appropriate reflective relationships. The main difficulty of this approach to the choice of alternative solutions for finding options for the use of human capital is the correct selection of indicators of significance (return) of contributions to the development of types of human capital, on the basis of which cycles occur of systemic learning. This approach can simplify the search for and developments of human capital development strategies, present alternative ways, and simplify management decisions.

The digital transformation of the domestic economy covers a wide variety of spheres of society, leading to significant changes in the structure of social production. Digitalization plays a special role in the development of human capital, since it is both its product and driving force at the same time. The issues of human capital development in the context of new challenges are considered. Priority attention is paid to trends in the development of higher education, as a key factor in the development of human capital. Based on the analysis of a significant amount of statistical information, current trends and problems in the development of higher education and science are highlighted. The results are summarized and prospects for further research are identified.
