Typical architecture and design of school spaces is often not related to its pedagogical concept and does not reflect the identity of the teaching staff and students. In this regard, there is a request to involve participants of educational relations in the design and development of an educational environment in which the capabilities of teachers and students would be most fully revealed. The article discusses the issues of organizing the educational process in conditions of unforeseen freelance influences, such as accidents, terrorist acts, military or interethnic conflicts, fires, drought, epidemiological situation, etc. It is shown that in a market economy, educational institutions — both state and private ones — reoriented themselves from the planned training of specialists to the customer’s demand for educational services. A new demand-oriented approach to the organization of the educational process is proposed, in which the educational process is presented in the form of a chain “seller — product — consumer”. It is shown that from the point of view of the consumer, the safety and efficiency of educational services are among the important requirements in the face of unforeseen freelance influences. A new structural model of the educational system is proposed, which implies the interaction of two subsystems — the educational infrastructure and the educational process. It is shown that the structural reliability of the educational system is an important indicator for ensuring the psychological and physical safety of participants in the educational process. A new mathematical model based on graphs and hypernets is proposed, which takes into account the mapping of the educational process into the educational infrastructure. The concept of “survivability of the educational system” is introduced as the ability of continuous functioning of this system under the influence of various external destabilizing factors. The task of organizing the educational process in emergency situations from the point of view of the consumer is set as the task of building a hypernet of minimum cost and specified reliability.

Anxiety is a problem that arises from the gap between expectations and reality. Many factors influence mathematical anxiety (MA), one of which is the availability of educational infrastructure. Although MA has been widely researched, only a few studies have explored how gender and the availability of educational infrastructure form the basis for analyzing MA. By knowing student MA, it will help teachers to provide alternative educational foundation based on their gender analysis. This research aims to examine student MA based on gender and the availability of educational infrastructure. This research involved 450 senior high school students in East Java, Indonesia. The data were processed using univariate analysis. The results of the study reveal that gender does not significantly influence student MA, while educational infrastructure significantly influences students MA. There is no interaction between gender and educational infrastructure on student MA. It is implied that, by understanding the student MA, it allows teachers to guide students who have an MA based on their area of origin according to the level of availability of educational infrastructure.

The current development of territorial public self-government in Russia is characterized by a discrepancy between the rates of quantitative and qualitative transformations in this area. For example, an increase in the total number of territorial public self-government bodies is accompanied by a decrease in the share of these organizations registered as a legal entity. The author identifies two reasons for the current situation. One of them is that the leaders of territorial public self-government do not realize their contribution to the achievement of sustainable development goals of the municipality and region. And this happens due to the fact that local governments do not carry out the necessary work with territorial public self-government in this area. The second reason is that the development of the educational infrastructure in this area as well as the managerial training level of the leaders of territorial public self-government does not allow these organizations to use the existing potential for the development of their organizations effectively. The government authorities equate bodies of territorial public self-government with “ordinary” non-profit organizations and, when conducting trainings, do not take into account their peculiarities as subjects of territorial development. The development of the educational infrastructure in the area of territorial public self-government can contribute to a qualitative change in the situation. In the course of preparation and implementation measures for the development of the educational infrastructure, government authorities need to take into account the specifics of territorial public self-government in comparison with other non-profit organizations. Leaders of territorial public self-government solve the problems of their territory development, therefore, it is extremely important for them to prepare and improve their qualifications in the field of territory development management. On the example of the implemented project “People’s University of territorial public self-government” the author suggests possible directions of management training for territorial public self-government leaders.

This goal is possible to achieve by the implementation of such models as the model of the ideal employee, the ideal job and the ideal place of education. Modeling of socio-economic information will help to identify the needs of employers for qualified personnel, form proposals for the entrepreneurial market development, open new training profiles, and predict the demand of future professionals in the interactive labor market. The authors conducted a pilot survey for mechanism evaluation that confirmed future applicants’ goal is to get higher education with the using of information technologies.
