The aim of this research is to carry out a bibliometric and bibliographic study of the scientific production indexed in the international databases Scopus and Web of Science (WoS) on the use of cultural heritage by tourism as an alternative for regional development. This research allows us to observe the current situation of this area of study and to develop a research roadmap on this subject. The methodology used focuses on applying productivity, dispersion, collaboration, and citation indicators to a set of 103 articles identified through an advanced search of terms, in addition to applying an iterative analysis for the bibliographic study. The main findings of this study show that the documents are mostly analytical, mainly signed by a single author, and the productivity rate per author is 1.04. The co-author index in the subject is 2.34, and the subject is in an exponential growth phase that began in 2004, with a ratio of 6.53 articles/year, with the majority of the production being by a single author per article. The country with the highest production is China, with 28 articles, 26 authors, 28 authorships, and 15 centers, followed by the Russian Federation, with 21 articles. Universiti Sains Malaysia (Malaysia) is the most productive institution, with 15 authorships, and there is a group of aspiring authors (between 2 and 4 articles) whose geographical affiliation is Malaysia, a group that represents 3% of the total of authors and concentrates 17 articles.

Nowadays, one of the most urgent tasks of the socio-cultural policy of the Russian Federation is to solve the problems of preservation and actualization of the cultural heritage as an important factor in the spiritual and material life of people. The study emphasizes that the issues of preservation and the development of the cultural heritage have always been significant for Russia and the Crimea. So, these issues have become particularly relevant as a result of the events of 2014 − the reunification of the Crimea with Russia and the introduction of various measures against the Crimean Republic of “anctions” nature, which caused an active search for additional resources for the regional development – including the field of culture. According to the developed approach of this article, the cultural heritage can be not only an integral part of history in modern conditions, as well as the Keeper of spirituality, etc., but also a source of the development of territories. At the same time, the author emphasizes that the cultural heritage itself, without “the involvement” in a variety of socio-cultural practices, cannot be a factor of the regional development. Particular attention is paid to the assessment of the regulatory framework of the Russian Federation and the Republic of Crimea in terms of preservation, the usage and the promotion of the cultural heritage. The author notes that this practical importance of the cultural heritage as a resource acquires in the relevant social and constructive practices, and above all – in tourism, are increasingly supported by the point of view in the domestic expert cultural community. The article describes the features of the representation of the cultural heritage of the Crimea. The author provides a description and analysis the number of measures that can attract the cultural heritage to the tourist activities of the region. At the same time, the author notes a certain positive effect of the use of the cultural heritage as a resource of tourism, draws attention to a number of problems that require the consideration and the solution. The conclusions emphasize that the cultural heritage and tourism are interrelated elements of the socio-cultural sphere. However, if the cultural heritage is considered as a resource for the development of territories at the level of the Federal legislation, then the usage of the cultural heritage will be still fragmented in practice. It has a mosaic character, and so it needs to be formed a systematic, interdepartmental approach. Therefore, there is an urgent need to create special platforms for the interaction of the government and the business nowadays in Russia and in its regions, including the Republic of Crimea. It is necessary to use mechanisms of the inter-sectoral coordination between tourism agencies and cultural entities, the purpose of which should be to support and to present a holistic socio-cultural environment of the territories through the implementation of their cultural potential, by means of tourist activities as well.

Introduction. When studying history, the results of the work of archaeologists play a significant role. At the same time, for science, only those studies that are conducted by scientists on the basis of a state-issued permit (the so called open sheet) are of value. In accordance with the permit, scientists are required to provide reports on the excavations carried out and information about the objects found. This is what distinguishes professional archaeologists from non- professional history enthusiasts. Such enthusiasts dig atr archaeological sites because of their interest, to create private collections and to sell items of historical value in antique markets. By their actions, they commit crimes against cultural heritage. This makes it necessary to study the characteristics of the subject of the crime provided for in art. 243.2 of the Criminal code of the Russian Federation in order for criminal officers to properly deal with crimes in the field of archeology. Theoretical Basis. Methods. The research is based on general scientific and special research methods. The theoretical base consists of the works of domestic and foreign scientists in the field of law, history, archaeology, as well as the experience of competent authorities in the field of cultural heritage preservation. Results. The analysis of the work of the competent authorities and the study of legal literature led to the conclusion about the problems associated with the attribution to the subject of crime of persons searching for archaeological objects without obtaining a state permit. Discussion and Conclusion. Taking into account the accumulated international experience of countering illegal archaeology, studying domestic law enforcement practice, it is concluded that it is necessary to clarify the characteristics of the subject of the crime by making changes to the disposition of part 1 of art. 243.2 of the Criminal code of the Russian Federation.

Изучение культурного наследия, хранящегося в собраниях музеев, призвано зафиксировать в описании художественные традиции народов России. В условиях глобализации и интеграции мирового сообщества, в усиливающемся процессе исчезновения наследия малых этносов приходит понимание необходимости его сохранения с целью дальнейшего исследования. Российская культура не может быть полноценно изучена вне ее локальных явлений, целенаправленно вводимых в научный оборот. В междисциплинарном музееведческом подходе, сочетающем методы искусствознания, истории и этнокультурологии, выстроено данное исследование. Предметом анализа является прикладное искусство тюркомонгольских кочевников из музейных собраний Калмыкии, СанктПетербурга и Тувы. Экспонаты войлоковаляния, рассматриваемые через призму традиций технической и художественной обработки шерсти, дают возможность выявить архетипы творческого мышления и этническое своеобразие орнаментальной композиции изделий. В декоре войлока, древнейшего материала, созданного в кочевом укладе животноводческого хозяйства, выражено пространственное мировидение номадов, его локальные особенности. The study of cultural heritage encompasses virtually all forms of museum activity: stock accounting, custodial, research and communication cultural and educational. One of the areas of multidimensional museology is the study of the collection based on the creation of an information database. The solution to this problem is in line with the state policy, designated as Preservation of the objects of cultural heritage of the peoples of the Russian Federation. The program condition for its implementation is the preservation of the museum fund and the development of museums, the publication of full scientific catalogs of museum collections. This implies the creation of an information database of the collection, consisting of the collections of the museum, which is a necessary basis for studying the cultural heritage of the peoples of Russia. Museum studies of the artistic heritage of Kalmykia are intended to be recorded in the description and preserve traditions in the context of globalization and integration of the world community. In the growing process of the disappearance of the heritage of small ethnic groups comes an understanding of the need to preserve and study it. Russian culture cannot be fully studied outside of its local phenomena. The interdisciplinary museological approach, combining the methods of art history, history and ethnocultural studies, is a feature of this study. The subject of the analysis is the decorative and applied art of the TurkicMongolian nomads from the museum collections of Kalmykia and St. Petersburg, namely, felting. The exhibits, considered in the prism of the traditions of artistic processing of felt, make it possible to reveal the archetypes of consciousness in the construction of an ornamental composition. The decoration of felt, the most ancient material created in the nomadic way of animal husbandry, reflects the peculiarities of the nomads spatial worldview.

Nowadays, the development of regions in the Russian Federation is determined by a multitude of competing factors that require comprehensive analysis. Of particular interest are territories that differ from the rest of the country due to their unique status. The object of the research is the regions that make up the Baikal natural territory. The subject of research is the analysis of key parameters and sustainability of territorial systems in the Russian Federation enjoying a special status. The purpose of research was to study various modes of sustainability of regional development using a set of objective statistical indicators. It is concluded that according to many significant socio-economic parameters the situation in the regions of the Baikal natural territory is deteriorating, which, in aggregate, leads to degradation of the regional development sustainability and creates prerequisites for further deterioration of the situation. The results obtained can be used by regional administrations as well as by federal bodies.

The subject of this research is the trends and peculiarities of investment cooperation between the Russian Federation and the People’s Republic of China. The object of this research is the economic cooperation of the two states. The relevance is substantiated by the fact that Russia-China economic cooperation is in priority among the politicians and researchers; due to its high importance for the two countries, it would expand gradually, but there are still multiple problems for deepening the relations and increasing complementarity. The foal of the article consists in examination of investment prospects of the Russian Federation in terms of economic cooperation with China, identification of the problems, and search of possible ways out of the situation. It is underlined that Russia-China economic relations are largely based on the traditional trade. Investments between the countries are limited, and joint projects lately remain incomplete. The author assumes that the significant internal modernizations are necessary in supply chains, which should be subsidized by Russia in order to retain sustainability of regional development. It is determined that there is strong potential for intensification of economic relations, fulfillment of which requires solution of multiple problems.

Subject. This article analyzes the changes in poverty of the population of the Russian Federation. Objectives. The article aims to identify macroeconomic variables that will have the most effective impact on reducing poverty in Russia. Methods. For the study, I used the methods of logical, comparative, and statistical analyses. Results. The article presents a list of macroeconomic variables that, according to Western scholars, can influence the incomes of the poorest stratum of society and the number of unemployed in the country. The regression analysis based on the selected variables reveals those ones that have a statistically significant impact on the financial situation of the Russian poor. Relevance. The results obtained can be used by the financial market mega-regulator to make anti-poverty decisions. In addition, the models built can be useful to the executive authorities at various levels for short-term forecasting of the number of unemployed and their income in drawing up regional development plans for the areas.

The paper focuses on the definition of the legal status of the cryptocurrency in the framework of the current Russian legislation. The subject of the research is the principal scientific and practical approaches to determining the object of civil rights and the object of acquisitive crimes in terms of their adaptability to cryptocurrencies. The purposes of the work were the search for a universal algorithm for resolving civil disputes related to the turnover of the crypto currency, and the qualification of the virtual currency theft (fraud). By using historical, comparative legal and dialectical methods as well as the content analysis method parallels between cryptocurrencies and individual objects of civil rights (a thing, property rights, other property) were drawn, and a number of options for qualifying the actions related to the non-repayable withdrawal of the cryptocurrency were proposed. Finally, the paper analyzes the draft laws prepared by the RF Ministry of Finance and the Central Bank of the Russian Federation and presents the author’s vision of the prospects for legalizing the cryptocurrency as an object of civil rights.
