OPPORTUNITIES AND LEGAL GROUNDS FOR ACTUALIZATION OF THE CULTURAL HERITAGE AS A RESOURCE OF TOURISM INDUSTRY OF THE CRIMEA

Nowadays, one of the most urgent tasks of the socio-cultural policy of the Russian Federation is to solve the problems of preservation and actualization of the cultural heritage as an important factor in the spiritual and material life of people. The study emphasizes that the issues of preservation and the development of the cultural heritage have always been significant for Russia and the Crimea. So, these issues have become particularly relevant as a result of the events of 2014 − the reunification of the Crimea with Russia and the introduction of various measures against the Crimean Republic of “anctions” nature, which caused an active search for additional resources for the regional development – including the field of culture. According to the developed approach of this article, the cultural heritage can be not only an integral part of history in modern conditions, as well as the Keeper of spirituality, etc., but also a source of the development of territories. At the same time, the author emphasizes that the cultural heritage itself, without “the involvement” in a variety of socio-cultural practices, cannot be a factor of the regional development. Particular attention is paid to the assessment of the regulatory framework of the Russian Federation and the Republic of Crimea in terms of preservation, the usage and the promotion of the cultural heritage. The author notes that this practical importance of the cultural heritage as a resource acquires in the relevant social and constructive practices, and above all – in tourism, are increasingly supported by the point of view in the domestic expert cultural community. The article describes the features of the representation of the cultural heritage of the Crimea. The author provides a description and analysis the number of measures that can attract the cultural heritage to the tourist activities of the region. At the same time, the author notes a certain positive effect of the use of the cultural heritage as a resource of tourism, draws attention to a number of problems that require the consideration and the solution. The conclusions emphasize that the cultural heritage and tourism are interrelated elements of the socio-cultural sphere. However, if the cultural heritage is considered as a resource for the development of territories at the level of the Federal legislation, then the usage of the cultural heritage will be still fragmented in practice. It has a mosaic character, and so it needs to be formed a systematic, interdepartmental approach. Therefore, there is an urgent need to create special platforms for the interaction of the government and the business nowadays in Russia and in its regions, including the Republic of Crimea. It is necessary to use mechanisms of the inter-sectoral coordination between tourism agencies and cultural entities, the purpose of which should be to support and to present a holistic socio-cultural environment of the territories through the implementation of their cultural potential, by means of tourist activities as well.

The article analyzes the practical experience of the participation of the authors of the article in the development and implementation of the republican program for the implementation of the state cultural policy in the Republic of Dagestan. In terms of methodology, the analysis is based on the concept of regional cultural policy previously developed for this program in this subject of the Russian Federation (RF). It takes into account the most important provisions of the approved presidential "Fundamentals of the State Cultural Policy" in 2014, the government "Strategies of the State Cultural Policy for the period until 2030" in 2016, as well as other documents of strategic planning and programming of culture in the Russian Federation. The study showed that these documents require a significant update of the main components of cultural development programs in the regions of the Russian Federation. In this connection, the greatest attention is paid to the authors of the new goals and objectives of the state cultural policy in the constituent entities of the Russian Federation, as well as indicators (indicators) of evaluating the effectiveness of implementing regional programs in general, the effectiveness of achieving goals and solving problems in its main areas (sub-programs), in particular.

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

Today in the scientific community and among the practicing experts in the field of tourism there are not enough research findings, which would reveal specifics of tourism development on the Crimean peninsula, potential prospects and approaches to current problems of tourist services for the Russian Federation residents. The article considers different types of tourism in the Republic of Crimea from 2014 to 2017 after its joining the Russian Federation. Having analyzed historical, economic, geographical and other specific features of the region as well as statistical data the author reveals peculiarities of tourism development in the Crimea and Sevastopol, describes opportunities to promote tourist services. The article states problems and prospects of tourism business in the region in the context of territory branding as an important component of territory marketing. The article concludes that it is necessary to develop cultural and informative tourism in the Crimea and to implement a systematic program-oriented approach to organizing exhibition activities in larger cities of the peninsula as well as in the region in general.

In modern world, also in Russia, tourism is dynamic, independent branch of the economy. The tourism expands the boundaries of commercial offers and deepens specialization. Landscape, environment and space are the foundation for the tourism development. The potential of Russia's tourism industry, as one of the most important factors of regional development, is still underestimated. Many of landscape and cultural features remain unnoticed and unused. The tourism development in small cities is very important, since they have a valuable historical and cultural heritage, they are an important source of improving the welfare of the country. This territory can be represented as a system that opens great opportunities for knowledge about the history, culture, customs, spiritual and religious values of small cities in Russia. The article is dedicated to the regional features of tourism development in small historical cities of Russia. Nowadays the government has a great deal of attention to the development of tourism in the Russian Federation, in particular, the article discusses the federal programs that are currently being implemented. Many small cities have historical status now. The modern development of tourism in small historical cities was promoted by an increase of people's interest in their historical heritage, their past. This type of tourism is especially important for the preservation of the individuality of the peoples of the Russian Federation, their involvement in the world civilization. Creation in 2007 of the Association of Small Tourist Cities confirms this. The peculiarity of each of the cities is the perfectly preserved appearance of their historical part with a lot of unique monuments of architecture, history and culture. Some monuments are included in the UNESCO World Heritage List.

The subject of this research is the support measures provided by the government Russian Federation for self-employed citizens who fall under a special tax regime “tax on professional income” in the conditions of the spread of the new coronavirus infection (COVID-19). The experiment of implementation of a special tax regime and the adoption of measures to support self-employed population in the time of pandemic plays an important role for the Russian economy. Legalization of activity of the growing number of self-employed citizens is the indicator of awareness and the manifestation of legal culture of the Russian population, and support provided by the government testifies to their participation in well-being of the population. Successful accomplishment of the set task is reflected in the statistics – as of December 31,.2020, the number of self-employed population amounted to 1,603,638 persons, while in the beginning of the pandemic it was 563,722 persons across the Russian Federation. The authors determine the two types of state support measures: general measures for businesses and the self-employed; as well as special measures intended solely for the self-employed. The application of systematic, formal-legal, comparative-legal, and structural-functional methods, allows examining the state support measures for the self-employed within the framework of implementation of the economic function by the government. Analysis is conducted on the actual statistical data and recent amendments to the legislation. The scientific novelty and practical importance of this work lies in comprehensive examination of the key measures of provided by the government of the Russian Federation for self-employed citizens in the time of COVID-19 pandemic, as well as in comparative analysis with the measures provided in foreign countries. Special attention is given to the comparative analysis of state support measures in Russia and Germany.

In the Russian Federation, one of the priority vectors of the development of the state is to improve the quality of justice, the guarantee of which is the effective judicial system. For the most optimal mode of functioning of the judicial system, an understanding of the main trends in its development is necessary, which requires a high level of generalization and scientific potentiation of the foundations of the organization and functioning of the judiciary, and is possible only if all previous stages of its development are analyzed. The main objective of the study: 1) determine the features of the development of the judicial policy of the Russian Empire in the regions, in particular in the Crimea; 2) to trace the evolution of the judicial system in the Crimea during its stay in the Russian Empire. When writing the work, methods of scientific research were used: dialectical, historical-legal, formal-legal, systemic, comparative-legal, historical periodization, diachronous, institutional-legal. The main results and conclusions of the study can be defined as: 1) judicial reform was a priority in the state legal policy of the Russian Empire at the end of the XVIII – early XX centuries; 2) the author's periodization of the reform of the judicial system in the Crimea. Such a consistent consideration of the organization and functioning of the judiciary allows for its comprehensive study as a historical phenomenon with its own genesis of organization and activity The article is of high scientific value, since it is the first generalizing study in the historical and legal literature devoted to the problems of the formation, development and modernization of the judiciary in Crimea as part of the Russian Empire (1783–1917), in which it was first used that were not previously included in the scientific circulation Sources of the State Archive of the Republic of Crimea of the Russian Federation.

This article emphasizes the main role and importance of developing and maintaining intercultural relations between states. Intercultural communication appears in all spheres of modern society, being a major factor in the creation of cultural processes. Knowledge of other cultures is the step that allows recognizing the nature of the differences and treating others with a sense of mutual understanding and tolerance. It is necessary for a genuine intercultural dialogue, especially in the tourism industry. The author considers the concept of "cultural values" and "literary tourism"; the role and place of literature in the formation of human consciousness are defined. The author also considers the processes of creating "image" of the territory under the influence of literary tourism and the processes of establishment of inter-cultural and inter-state friendly relations between the Russian Federation and the Republic of Armenia. The stages of development and strengthening of literary relations between states are characterized in the article. Famous literary figures who contributed significantly to the enrichment of both their national literature, and in the development of relations between the two countries are specified.

Автором проанализированы основные положения Стратегии, результаты её влияния на сферу сохранения культурного наследия, обозначены основные проблемы государственного управления в исследуемой сфере. Научная новизна исследования состоит в обобщении результатов работы в сфере культуры в целом и управлении культурным наследием, в частности, а также в выявлении влияния Стратегии на сферу сохранения культурного наследия. The article deals with the main instrument of the State cultural policy «Strategy of the State cultural policy until 2030» and its role in ensuring the preservation of the cultural heritage of the Russian Federation. The author analyses its main provisions and its impact on the preservation of cultural heritage. The article identifies the main problems of public administration in the field of cultural heritage preservation.
