Growth and diversification of tourism activities in Antarctica have not been matched by proactive strategies for planning or management. Recognizing that the adaptive management approach has been effectively implemented in managing tourism in protected areas, we examine to what extent this approach has been incorporated into the Antarctic tourism research and management, and what constraints exist for its implementation. To better understand the extent of literature contributions, we conducted an appraisal of 72 peer-reviewed journal articles published from 1992 to 2020 and Antarctic management documents. From a scientific perspective, researchers have been advocating for adaptive management approaches to Antarctic tourism and have applied different elements, particularly ecological assessments, design of management measures, monitoring, and regulatory mechanisms. However, these contributions have not been necessarily translated into management policy and regulations. We acknowledge that full implementation of an adaptive management approach is not easily achievable due to the unique Antarctic regime. However, we argue that comprehensive site-specific and regional adaptive management models could be applied as the first step for a more systematic implementation. This incremental approach could contribute to enhanced stakeholder participation and improved decision-making processes, ultimately leading to a more proactive and effective management of Antarctic tourism, essential for the conservation of the continent.

SUMMARYIn recent years, the term ‘adaptive management’ has become integrated in government agriculture and conservation programmes in the United States. Adaptive management is described as ‘a process of developing improved management practices for efficient production and resource conservation by use of participatory learning through continuous systematic assessment’, by the NEERA1002 Coordinating Committee on Adaptive Nutrient Management. Such developments reflect recognition by government agencies of (1) the need for continuous improvement in managing agricultural systems to enhance productivity and environmental protection at farm, state, watershed and federal levels, and (2) the effectiveness of continuous systematic assessment and an outcome-based evaluation in achieving and documenting such progress. Various methods have existed for knowledge development and transfer in the past, some effective, others less successful. The present paper presents and discusses lessons learned from three different adaptive management approaches, implemented at field, whole farm and regional/state levels, which contributed to improvements in field, farm and regional/state balances for nitrogen and phosphorus in New York. These examples show that a combination of governmental regulations and an innovative, outcome-focused adaptive management approach that includes research, extension, and a focus on human dimensions (a people-based approach) will be most effective in obtaining greater sustainability of agriculture in future years.

Abstract Over the past century, fire suppression and prevention have altered disturbance regimes across the Pacific Northwest, resulting in a significant divergence of historical and current conditions in forested habitats. To address this continuing trend in habitat changes and begin restoring historical patterns of disturbance, the Clearwater Basin Elk Habitat Initiative (CEI) proposes relatively extensive management actions in the Clearwater basin of north-central Idaho. We attempted to evaluate potential effects of such management actions on selected wildlife species using extant data sets and suggest ways to improve such projects with respect to a multispecies and adaptive management approach. Although there is increased interest in ecosystem management over large areas, the increased scale of analysis and implementation require a substantial increase in the level of species information beyond what currently exists. We conclude that baseline information required for an effective multispecies land-management policy in the Clearwater basin does not exist for many terrestrial wildlife species. To implement a true multispecies or ecosystem approach, wildlife and land managers should cooperate to increase existing population data and modeling efforts for wildlife species in the basin and develop a sustainable monitoring program to evaluate habitat management changes and their influence on wildlife populations within the context of adaptive management theory. Management actions to restore disturbance patterns should attempt spatial and temporal scales that are biologically relevant to the population ecology of species being affected. West. J. Appl. The paper explores the issues faced when shaping the legal framework for electronic democracy in Ukraine and management for further development. Special focus is on the pilot local and regional Concepts on e-democracy, and on digital participation developed in Vinnytsia, Dnipro, and Vinnytsia region. Authors analyze compliance of local and regional Concepts with the National Concept for E-democracy development in Ukraine approved by the Cabinet of Ministers of Ukraine in November, 8, 2017. For the most part, the documents comply with the national Concept and provide the detailed strategy for electronic democracy and digital participation development on the regional and local level. The current situation demonstrates that an effective management system should be in place for the decision-making process that includes all target groups. The article also considers shortcomings of integrative and autonomous approaches of electronic democracy tools, and indicates the need to use integrative approach in management for drafting regional and local policies in electronic democracy. Authors consider that national legal framework should be the basis to develop local and regional solutions since the key element is democracy of decision-making.  This is provided by coordination of policies of different levels for making e-decisions in the area of participation in addition with the management approach for its sustainable functioning. Digital participation requires effective strategical framework together with the effective usage of digital tools and citizen involvement in the decision making processes.  Finally, authors admit that a coherent regulatory framework for e-governance and e-democracy, and common management approaches and standards for the development of digital tools will increase the transparency, openness and participation in the decision-making processes.

Radio spectrum for commercial mobile services continues to be scarce. Countries around the world have recognized the importance of efficient utilization of this scarce resource and have initiated regulatory and policy steps towards flexible approaches to spectrum management, including sharing of licensed spectrum, and releasing unlicensed spectrum for mobile services. Technologies for shared access and the associated standardization activities have also progressed towards possible large scale deployments. In this paper, we analyze the evolution of spectrum management policies using a causal model and indicate how the markets can lock in to either centralized or flexible approach. We also cite a use case of a flexible spectrum management approach using spectrum band fill option and indicate its suitability to the Indian context.

Koala populations are currently in rapid decline across Australia, with infectious diseases being a contributing cause. The koala retrovirus (KoRV) is a gammaretrovirus present in both captive and wild koala colonies that presents an additional challenge for koala conservation in addition to habitat loss, climate change, and other factors. Currently, nine different subtypes (A to I) have been identified; however, KoRV genetic diversity analyses have been limited. KoRV is thought to be exogenously transmitted between individuals, with KoRV-A also being endogenous and transmitted through the germline. The mechanisms of exogenous KoRV transmission are yet to be extensively investigated. Here, deep sequencing was employed on 109 captive koalas of known pedigree, housed in two institutions from Southeast Queensland, to provide a detailed analysis of KoRV transmission dynamics and genetic diversity. The final dataset included 421 unique KoRV sequences, along with the finding of an additional subtype (KoRV-K). Our analysis suggests that exogenous transmission of KoRV occurs primarily between dam and joey, with evidence provided for multiple subtypes, including nonendogenized KoRV-A. No evidence of sexual transmission was observed, with mating partners found to share a similar number of sequences as unrelated koala pairs. Importantly, both distinct captive colonies showed similar trends. These findings indicate that breeding strategies or antiretroviral treatment of females could be employed as effective management approaches in combating KoRV transmission.

Abstract Purpose Placenta accreta spectrum (PAS) disorders can cause major intrapartum haemorrhage. The optimal management approach is not yet defined. We analysed available cases from a tertiary perinatal centre to compare the outcome of different individual management strategies. Methods A monocentric retrospective analysis was performed in patients with clinically confirmed diagnosis of PAS between 07/2012 and 12/2019. Electronic patient and ultrasound databases were examined for perinatal findings, peripartum morbidity including blood loss and management approaches such as (1) vaginal delivery and curettage, (2) caesarean section with placental removal versus left in situ and (3) planned, immediate or delayed hysterectomy. Results 46 cases were identified with an incidence of 2.49 per 1000 births. Median diagnosis of placenta accreta (56%), increta (39%) or percreta (4%) was made in 35 weeks of gestation. Prenatal detection rate was 33% for all cases and 78% for placenta increta. 33% showed an association with placenta praevia, 41% with previous caesarean section and 52% with previous curettage. Caesarean section rate was 65% and hysterectomy rate 39%. In 9% of the cases, the placenta primarily remained in situ. 54% of patients required blood transfusion. Blood loss did not differ between cases with versus without prenatal diagnosis (p = 0.327). In known cases, an attempt to remove the placenta did not show impact on blood loss (p = 0.417). Conclusion PAS should be managed in an optimal setting and with a well-coordinated team. Experience with different approaches should be proven in prospective multicentre studies to prepare recommendations for expected and unexpected need for management.

Calluna vulgaris-dominated heathlands are globally important habitats and extremely scarce outside of north-west Europe. Rotational fire, grazing and cutting by local farmers were dominant features of past heathland management throughout Europe but have been abandoned, altering the historical fire regime and habitat structure. We briefly review research on Calluna heathland conservation management and provide the background and methodology for a long-term research project that will be used to define prescribed fire regimes in combination with grazing and cutting, for management of Calluna heathlands in north-west Italy. We outline the ecological and research issues that drive the fire experiment, making explicit the experimental design and the hypotheses that will be tested. We demonstrate how Adaptive Management can be used to inform decisions about the nature of fire prescriptions where little formal knowledge exists. Experimental plots ranging from 600 to 2500 m2 are treated according to one of eight alternative treatments (various combinations of fire, grazing and cutting), each replicated four times. To date, all treatments have been applied for 4 years, from 2005 to 2008, and a continuation is planned. Detailed measurement of fire characteristics is made to help interpret ecological responses at a microplot scale. The results of the experiment will be fed back into the experimental design and used to inform heathland management practice in north-west Italy.
