Risk handling is one of the elements and essential parts of risk management when properly incorporated into a project. However, there is inadequate knowledge amongst the contractual parties on risk handling responsibilities in road projects, particularly in Sub-Saharan African developing countries. This study is aimed at bridging that knowledge gap by investigating the perceptions of contractors and consultants on the risk handling responsibilities in road projects in Tanzania. The primary data were collected from 80 registered foreign and local civil contractors and engineering consultants based in Dar es Salaam. Descriptive statistics and inferential statistics were used for the data analysis. The results show that both contractors and consultants ranked safety project provision and ensuring quality provision in terms of construction as shared risk responsibilities among contractual parties. The findings further show that consultant-related risk responsibilities are: safety provision, the use of historical cost deviation, ensuring quality provision, and review of knowledge on budgeting. On the other hand, contractor-related risk responsibilities include: safety provision and ensuring quality provision. The findings of this study can be used by the practitioners and stakeholders as important lessons useful for controlling risks and making decisions when they intend to participate in such projects during the construction stage.

Abstract Background Every year, an estimated 2.6 million stillbirths occur worldwide, with up to 98% occurring in low- and middle-income countries (LMIC). There is a paucity of primary data on cause of stillbirth from LMIC, and particularly from sub-Saharan Africa to inform effective interventions. This study aimed to identify the cause of stillbirths in low- and middle-income settings and compare methods of assessment. Methods This was a prospective, observational study in 12 hospitals in Kenya, Malawi, Sierra Leone and Zimbabwe. Stillbirths (28 weeks or more) were reviewed to assign the cause of death by healthcare providers, an expert panel and by using computer-based algorithms. Agreement between the three methods was compared using Kappa (κ) analysis. Cause of stillbirth and level of agreement between the methods used to assign cause of death. Results One thousand five hundred sixty-three stillbirths were studied. The stillbirth rate (per 1000 births) was 20.3 in Malawi, 34.7 in Zimbabwe, 38.8 in Kenya and 118.1 in Sierra Leone. Half (50.7%) of all stillbirths occurred during the intrapartum period. Cause of death (range) overall varied by method of assessment and included: asphyxia (18.5–37.4%), placental disorders (8.4–15.1%), maternal hypertensive disorders (5.1–13.6%), infections (4.3–9.0%), cord problems (3.3–6.5%), and ruptured uterus due to obstructed labour (2.6–6.1%). Cause of stillbirth was unknown in 17.9–26.0% of cases. Moderate agreement was observed for cause of stillbirth as assigned by the expert panel and by hospital-based healthcare providers who conducted perinatal death review (κ = 0.69; p < 0.0005). There was only minimal agreement between expert panel review or healthcare provider review and computer-based algorithms (κ = 0.34; 0.31 respectively p < 0.0005). Conclusions For the majority of stillbirths, an underlying likely cause of death could be determined despite limited diagnostic capacity. In these settings, more diagnostic information is, however, needed to establish a more specific cause of death for the majority of stillbirths. Existing computer-based algorithms used to assign cause of death require revision.

PurposeThe introduction of information technology (IT) in port operations has been a tremendous contributor to transformation in world trade. This study was carried out to examine the influence of IT on the efficiency of seaport operations.Design/methodology/approachThe study is quantitative in nature, and it relied on a closed-ended self-administered questionnaire to collect primary data. Structural equation modeling (SEM) was used to test the theoretical model and hypothesis.FindingsThe results indicate that IT has a positive direct effect on port operational efficiency (OE) and an indirect effect on port OE through organizational culture (OC). The mediating role of OC is statistically insignificant.Originality/valueThis is among the first few attempts in Sub-Saharan Africa (SSA) that provides researchers with a contemporary view of IT and seaport operations.

An ability to act upon an entrepreneurial opportunity is a major driver of new venture success. However, scholarly knowledge is limited on how and when entrepreneur alertness to entrepreneurial opportunities drives new venture success. This article addresses this gap arguing that variations in new venture performance are a function of levels of entrepreneurial alertness and networking capabilities. Using primary data gathered from 203 new ventures operating in a sub-Saharan African economy, Ghana, we find that increases in the levels of entrepreneurial alertness are related to increases in new venture performance. Additionally, we find that, under conditions of increased use of social and business networking capabilities, the potency of entrepreneurial alertness as a driver of new venture success is amplified. Theoretical, managerial and policy implications of these findings are discussed.

One of the vital success elements of a construction project is the accuracy of the estimation of construction cost. This study is aimed at developing a cost profile for road projects in Ghana. Pro-forma was designed to retrieve historical cost data of completed road projects in Ghana. The pro-forma retrieved data such as the initial budgeted cost and final construction cost of road projects, location of road projects, features of road projects, the scope of road projects (New project, renovation work, upgrade work or replacement work), type of road projects and classification of road projects. Cost data were analysed using descriptive analysis and probability distributions such as Cumulative Density Functions and Probability Density Functions. From findings, estimates prepared for road projects in Ghana can be expected to be below the final construction cost by about 20% while most of the completed road projects in Ghana experience cost overrun.

Abstract Herders-farmers violent conflicts and flare-ups have spread throughout central and southern communities in Nigeria, but exclude the urban areas. I examine ‘herders – urban residents’ conflicts. Herders roam their cattle from outskirts to city roads, disrupting traffic and leaving behind trails of excrement and offensive smells causing dangerous nuisance. I argue that the new practice of cattle herders’ encroachments on city roads poses some socio-economic risks such as environmental decay, air pollution, displacement of urban livelihoods, road accidents and non-violent conflicts. Primary data was elicited from herders and residents in four major cities in Nigeria such as Aba, Awka, Nsukka and Owerri. I conclude by reflecting on the consequences of these socio-economic and environment-related risk factors which combine to undermine the attainment of Sustainable Development Goals (SDG s), and proffer solutions to address them. I make forecast in the form of early warning system that; cattle herders – urban residents cantankerous and confrontational interrelationships (though ‘non-violent conflicts’) could escalate and implode into dangerous ‘violent conflict’ scenarios if neglected.

Despite extensive research on the effect of organisational learning processes on firm performance, how and when a propensity to learn influences the export performance of small and medium-sized enterprises (SMEs) remains unclear. Using multiple-informant and time-lagged primary data from 242 SMEs in a sub-Saharan African market, this study examines the roles of marketing programme planning and host country psychic distance in linking export learning orientation to export performance. Findings from the study show that increases in both export learning orientation and marketing programme planning are associated with increases in export performance. In addition, the study finds that while increases in psychic distance weaken the effect of export learning orientation on export performance, it strengthens the effect of marketing programme planning on export performance. These findings draw attention to the idea that cognitive distance between home and host country markets may play a paradoxical role in explaining when organisational learning activities may help or hurt exporting SMEs.

Market participation in sub-Saharan Africa has been assessed mainly based on already producing households by looking at whether they sold or not, and if they sold, what quantities. The objective of this study was to determine the socio economic factors that influenced households’ decisions on market participation in terms of dairy cow ownership and quantity of milk sold while taking into consideration the non-producers using Heckman two stage model. The model allowed for not only determination of the effects of household characteristics on volume of milk surplus sold by already producing households but also drew inferences on the effect of household characteristics on probabilities of dairy cow ownership whileadding new information to literature by generating the truncation effect. A multistage sampling technique was used to select 544 producer and non-producer households and primary data collected using a semi structured interview schedule through personal interviews. From the results, probit marginal effects for dairy cow ownership were associated positively and statistically significant with household size, the level of education and land size owned by the households. The Heckman selection estimates revealed that increased number of dairy cows per household positively influenced the volumes of milk sold, while household size influenced negatively the quantity of milk sold. In conclusion, milk sales conditional on dairy cow ownership suffered from negative selectivity bias whereby a household with sample average characteristics who selected into dairy cow ownership secured 40% lower quantity of milk sold than would a household drawn at random.

As organizations develop secondary data centers, it is critical that they be placed in locations that serve the organization yet do not have a shared risk with the primary data center. The organization needs to consider factors or guidelines which mitigate potential issues that could affect both the primary and secondary data center. It is impossible to eliminate all risk to a single data center but an organization needs to ensure that at least one data center remains operable. The article will propose that data centers be located 50 km or approximately 30 miles apart. The proposal is supported by evaluating earthquake intensity maps that will show that earthquakes damage drops to relatively safe levels after the 30 miles from the epicenter. The article will show that other environmental factors such as power, floods, fire, transportation, fire, and soil are also mitigated by a 30-mile separation guideline.
