Africa has experienced unprecedented growth across a range of development indices for decades. However, this growth is often at the expense of Africa’s biodiversity and ecosystems, jeopardizing the livelihoods of millions of people depending on the goods and services provided by nature, with broader consequences for achieving the United Nations Sustainable Development Goals. Encouragingly, Africa can still take a more sustainable path. Here, we synthesize the key learnings from the African Ecological Futures project. We report results from a participatory scenario planning process around four collectively-owned scenarios and narratives for the evolution of Africa’s ecological resource base over the next 50 years. These scenarios provided a lens to review pressures on the natural environment, through the drivers, pressures, state, impacts, and responses (DPSIR) framework. Based on the outcomes from each of these steps, we discuss opportunities to reorient Africa’s development trajectories towards a sustainable path. These opportunities fall under the broad categories of “effective natural resource governance”, “strategic planning capabilities”, “investment safeguards and frameworks”, and “new partnership models”. Underpinning all these opportunities are “data, management information, and decision support frameworks”. This work can help inform collaborative action by a broad set of actors with an interest in ensuring a sustainable ecological future for Africa.

Bolivia’s natural resources have served as a ‘mechanism of trade’ mobilized by competing interest groups to build coalitions, create political pacts, and negotiate political settlements in which dominant actors attempt to win over those resistant to a particular vision of development and/or governance. These pacts and settlements are revisited constantly, reflecting the weak and fragmented power of the central state and of the elite and persistent tensions between national and subnational elites. Ideas about, and modes of, natural resource governance have been central to periods of instability and stability, and to significant periods of political rupture. The period since 2006 has been characterized by a stable settlement involving an alliance between the presidency, his dominant party, and national social movements. This settlement is sustained through bargains with parts of the economic elite and subnational actors with holding power, as well as through ideas of resource nationalism and state-led developmentalism.

Based on rich empirical data from Bolivia, Colombia, and Peru – the three Latin American countries where the implementation of prior consultation processes is most advanced – we present a typology of indigenous peoples’ agency surrounding prior consultation processes and the principle of free, prior and informed consent (fpic). The typology distinguishes between indigenous actors (1) mobilising for a strong legal interpretation of fpic, (2) mobilising for meaningful and influential fpic processes, (3) mobilising against prior consultation processes, and (4) blockading prior consultation processes for discussing broader grievances. We identify the most prominent indigenous strategies related to those four types, based on emblematic cases. Finally, we critically discuss the inherent shortcomings of the consultation approach as a model for indigenous participation in public decision-making and discuss the broader implications of our findings with regard to indigenous rights and natural resource governance.

Since the 70s, the focus of the Malaysian government on sustainable development is to improve the economic well-being of its society. In September 2015, Malaysia reaffirmed this commitment with the other United Nations countries by implementing the 2030 Agenda for 17 Sustainable Development Goals (SDGs), focusing on the bottom 40% of households (B40). Unfortunately, the implementation of Goods and Services Tax (GST) on 1st April 2015, followed by Sales and Services Tax (SST) 2.0 on 1st September 2018 impacted all income groups especially B40. The public especially B40 claimed that indirect tax is regressive and burdensome (MIER, 2018). Hence, the present study aims to identify the existence of SST 2.0's tax burden assessing through the relationship between elements of guiding principles of good tax policy. AbstractThis article analyzes the developmental impact of two of the earliest investments made by Chinese companies in South America, the Shougang Corporation's mining activities in Peru and Andes Petroleum’s oil extraction operations in Ecuador. The article draws attention to the importance of contextualizing and disaggregating instances of Chinese resource-based investment in order to adequately grasp the complexity of processes that are contingent to particular regimes of natural resource governance, companies’ backgrounds, and the strength and nature of local reactions, among other factors. It thereby encourages a critical examination of Chinese investment in South America that explores how the characteristics of that investment are reshaped by the long and contested histories of resource extraction in the region, the promotion of and resistance to particular visions of development, the agency of multiply situated and complex actors, and the wider transnational production networks in which resource extraction processes are embedded.

Abstract The Circular Economy (CE) is a proposal for new, more sustainable and durable economy model. As consequence, of this pro-environmental economic model induces visible changes on the labor market which are Green Jobs (GJ). This paper is focused on the creation of Green Jobs in the CE. The GJ are most visible in the Environmental Goods and Services Sector (EGSS). This study aims to investigate EGSS among 28 European Union countries in years 2009–2019. The adopted method was literature research complemented by the statistical analysis of secondary data from Eurostat in the linear regression method. Then, some Sustainable Development Goals (SDGs) and their measure were used as main indicators reflecting changes on the labor market. Results are presented as a model indicating which of the SDGs can support CE and enhance number of the ‘Green Jobs’. Presented results contribute to the science, because combine factors influencing GJ creation in EGSS, in CE perspective. This study underlines a lack of uniform methods for measuring and forecasting the effects of green jobs creation and indicate future research directions.
