Successful collaboration between the indigenous peoples and the sovereign states of Arctic North America has helped to stabilise the Arctic region, fostering meaningful indigenous participation in the governance of their homeland, the introduction of new institutions of self-governance at the municipal, tribal and territorial levels, and successful diplomatic collaborations at the international level through the Arctic Council. This stability and the reciprocal and increasingly balanced relationship between sovereign states and indigenous stakeholders has yielded a widely recognised spirit of international collaboration often referred to as Arctic exceptionalism. With competition in the Arctic between states on the rise, the multitude of co-management systems and the multi-level, inter-governmental and inter-organisational relationships they have nurtured across the region will help to neutralise new threats to ‘Arctic Exceptionalism’ posed by intensifying inter-state tensions.

AbstractGlobal environmental governance (GEG) forums, such as those convened through the United Nations, result in the development of monumental guiding frameworks such as the Sustainable Development Goals (SDGs) and the Convention on Biological Diversity (CBD) Conference of Parties (COPs) Aichi and post-2020 targets. The ratification of policy frameworks by member and/or signatory states can result in major shifts in environmental policy and decision-making and has major implications for Indigenous communities. In this article, we present systematic review of the peer-reviewed literature on Indigenous participation in GEG forums, and focus on the specific questions: (1) what GEG forums include Indigenous participation and (2) how do Indigenous peoples participate in GEG forums, including how their perspectives and knowledges are framed and/or included/excluded within governance discussions, decisions, and negotiations. We provide a bibliometric analysis of the articles and derive seven inductively determined themes from our review: (1) Critical governance forums and decisions; (2) inclusion and exclusion of Indigenous voices and knowledge in GEG forums; (3) capacity barriers; (4) knowledge hierarchies: inclusion, integration, and bridging; (5) representation and grouping of Indigenous peoples in GEG; (6) need for networks among and between Indigenous peoples and other governance actors; and (7) Indigenous peoples influence on GEG decisions and processes. Our findings can be used to improve GEG forums by contributing to the development strategies that address the barriers and inequities to meaningful and beneficial Indigenous participation and can contribute to future research that is focused on understanding the experiences of Indigenous peoples within GEG forums.

<p>Though not acknowledged as a realm heavy with indigenous participation, punk culture has the potential to provide solidarity for the indigenous people it attracts. In this study, I explore how indigeneity is being expressed in Aotearoa punk culture by indigenous punks. Through interviews, participants articulated that punk culture has provided an alternative means of belonging in contemporary and diasporic settings that have necessitated a broadening of ways in which to find and reclaim indigeneity. Though punk culture cannot be seen as a realm that is imbedded with indigenous sentiment, participants suggest that its egalitarian philosophies and ethos of freedom and autonomy are conversant to indigenous experiences and desires that make it a potential port of solidarity for indigenous punks.</p>

Research on deliberative systems with detailed discussions on the deliberative features of Indigenous activism is limited. The systemic approach of deliberative democracy argues that activism constitutes an integral part of public deliberation. Drawing on the controversy on flooding and wild creek remediation on Orchid Island, Taiwan, this article explored how Tao tribespeople have used deliberative ways to influence political processes at multiple scales and improve the democratising quality of deliberative systems. Tao tribespeople engaged in communication and activated deliberation across scales when facing the government’s dominant policy framing and expert claims with limited discursive space. Tao activists use the virtual community as both an internal and external communication platform and engaged in transmitting policy ideas and visualizing Tao traditional knowledge system and situated practices to address knowledge injustice. This article illuminates connectivity of Indigenous deliberation and activism at multiple scales. These connectivity contribute to shaping knowledge production and dynamics of governance practices.

Abstract Marginal field development has gained relevance in oil producing countries because of the huge potential economic benefits it offers. The Federal Government of Nigeria commenced a Marginal Fields program in 2001 as part of her policy to improve the nation’s strategic oil and gas reserves and promote indigenous participation in the upstream sector. Twenty years after the award of marginal fields to indigenous companies to develop, 50% have developed and in production, 13% have made some progress with their acquisition while 37% remain undeveloped. The poor performance of the marginal field operators is due to certain challenges which have impeded their progress. A review of challenges of developing marginal fields in the current industry climate was conducted on marginal fields in Nigeria to identify keys issues. These were identified as: funding, technical, and public policy. Considering the complex, competitive and dynamic environment in which these oil and gas companies operate, with competition from renewables, pressure to reduce carbon footprint, low oil price and investors expectation of a good return, companies must maintain tight financial plan, minimize emissions from their operations and focus on efficiency through innovation. The study identifies the need for a decision-making approach that takes into consideration multi criteria such as cost, regulation, quality, technology, security, stakeholders, safety and environment, as important criteria based on which to evaluate the selection of appropriate development option for marginal fields.

AbstractThe UN Decade of Ecosystem Restoration is poised to trigger the recovery of ecosystem services and transform structural injustices across the world in a way unparalleled in human history. The inclusion of diverse Indigenous and local communities to co-create robust native seed supply systems is the backbone to achieve the goals for the Decade. Here we show how community-based organizations have co-developed native seed supply strategies for landscape restoration from the bottom-up. We draw on the interconnections over two decades of seed networks in Brazil and the emerging Indigenous participation in native seed production in Australia. From an environmental justice perspective, we provide a participatory seed supply approach for local engagement, noting local geographical, social and cultural contexts. Meeting large-scale restoration goals requires the connection between local seed production and collaborative platforms to negotiate roles, rights and responsibilities between stakeholders. An enduring native seed supply must include a diversity of voices and autonomy of community groups that builds equitable participation in social, economic, and environmental benefits.

While the Truth and Reconciliation Commission of Canada fosters agency for Indigenous Canadians, this mandate like others, attempts to Indigenize an existing colonial system. The acknowledgement of the Indigenous experience within academic institutions must begin with a deconstruction of educational frameworks that are enforced by pre-existing neo-colonial policies and agendas. The colonial worldview on institutional frameworks is rooted in systemic understandings of property, ownership and hierarchy that are supported by patriarchal policies. These pedagogies do not reflect Indigenous beliefs or teachings, resulting in an assimilation or dissociation of Indigenous members into Western-centric educational systems. Addressing this disconnect through Indigenizing existing institutional frameworks within state control favours a system that re-affirms settler-societies. The tokenization and lack of Indigenous participation in the decision-making process reinforces misinformed action towards reconciliation. decentralized. The case studies explored emphasize the rediscovery of an authentic culture-specific vernacular, facilitation of customs through programme, and the fundamental differences between Indigenous and colonial worldviews. The critical analysis of these emerging academic typologies may continue to inform future architectural projects while fostering greater responsibility for architects and positions of authority to return sovereignty to Indigenous communities and incorporate design approaches that embody Indigenous values. This paper will propose the decolonization of academic frameworks to reconstruct postcolonial methodologies of educational architecture that serve Indigenous knowledge and agency.
