Swedish municipalities use negotiable developer obligations and public land development in sustainability-profiled districts to achieve various public sustainability objectives. They initiate and govern these districts, which act as models for sustainable urban development and testbeds for new sustainability-related policies, using municipally owned land. Public land development in Sweden enables municipalities to include sustainability-oriented negotiable developer obligations in development agreements. The aim of the study is to investigate how Swedish municipalities use sustainability-oriented negotiable developer obligations together with public land development, and to identify what public value outcomes they currently seek to create by using these public value capture instruments. Sustainability-oriented negotiable developer obligations are investigated in relation to municipalities’ desired public value outcomes in five sustainability-profiled district developments in different Swedish municipalities. Findings illustrate that Swedish municipalities use negotiable developer obligations to create ecological, social and cultural, political, and economic public value outcomes. This calls for more research investigating different forms of value and value creation in relation to public value capture instruments.

The need for a mid-tier transit system and the opportunities created by 21st century transit technologies like Trackless Trams System (TTS) has been analysed in an earlier paper to show TTS could be a leapfrog solution for the future of sustainable urban development in developing cities. This paper outlines how the TTS can be created as a part of Transit Oriented Development (TOD). Informed by literature, this study identified four factors that are important for enabling transition towards TOD. Using three of these factors a framework for assessing and evaluating TOD is formulated. The study then applies the formulated framework to the potential corridors that could potentially enable a transition towards a successful TOD for Bulawayo and enable the TTS to be delivered in a partnership with urban land development. The findings do reveal that most of the station precincts that are closer to the CBD have a higher potential to enable transition to TOD. This could suggest that the TTS could be implemented in two phases, the first phase covering the high impact station precincts.

Abstract The main goal of this article is to investigate sustainable urban development of the Central European city (Wrocław/Poland) through an environmental engineering application of SUDS (Sustainable Urban Drainage Systems) measures to managing stormwater in city sections with various land use in the same watershed area (the Ślęża River Valley). The author presents a study made in three different parts of the city (single housing district – Oporów, multihousing district – Nowy Dwór, public service district – Stadion), which were constructed in different historical periods. The analyses were supported by city masterplan, GIS software (Quantum GIS 1.7.4) and calculations made according to up-to-date specific regulations. They demonstrate the current sustainable stormwater management scenarios for areas of different land use, historical periods and function in the city. The proposed research method aims to compare sustainable urban development of the new urban district with the quarters, which had been built before the term “sustainability” became common in water and land development practice. The conducted study can be practically used as a supportive tool for urban planning authorities in Poland. The paper investigates a novel in the Polish realities method of assessment sustainability of the area through green infrastructure application in district scale.

The paper aims to explore the possibilities to enhance the efficiency of land use, considering the evolution of land take (LT), and proposes the use of public value capture (PVC) instruments in selected differently experienced countries. This answers two fundamental questions. How is the concept of LT positioned in relation to the environmental policy of Europe? Which PVC instruments could stimulate more efficient land use? The aim of this article is to identify which tools can guide the transformations of the urban environment by promoting more efficient land use. These tools have been identified in the mechanisms for capturing value as they can pursue the goal of a more attractive net LT. For these reasons, the article initially analyzes the spread of the problem of land consumption, at a European level, showing how this phenomenon is very diversified not only between individual states, but also within each nation. In addition, the knowledge system to define the main initiatives and actions aimed at orienting urban development in the direction of reducing land consumption is highlighted. Subsequently, the theoretical framework concerning the issues relating to the capture of public value in urban planning operations is illustrated. The case studies representing the various European contexts are then introduced, and for each case the dynamics of urban development were analyzed. It has been done in relation to the evolution of the regulatory apparatus of territorial governance and its transformations. On the basis of this analysis, indicators have been defined. Their goal is to allow comparing the results that emerged from the case study analysis, which would otherwise have been inconsistent. In this way, it is possible to demonstrate how land use is more efficient in countries where PVC tools are used systemically and how these tools make it easier to guide urban transformations in line with the principles of sustainable development.

In the provision of urban residential areas, private land developers play critical roles in nearly all stages of the land development process. Despite their important role little is known about how the spatial decisions of individual developers collectively influence urban growth. This paper employs an agent-based modelling approach to capture the spatial decisions of private land developers in shaping new urban forms. By drawing on microeconomic theory, the model simulates urban growth in the Jakarta Metropolitan Area, Indonesia, under different scenarios that reflect the decision behaviours of different types of developers. Results reveal that larger developers favour sites that are more proximate to the city centre whilst smaller developers prefer sites that are located further away from the city, that drive a more sprawled urban form. Our findings show that new urban areas are generated by different developers through different processes. The profit maximisation behaviour by developers with large capital reserves is more predictable than those with small capital funds. The imbalance in capital holdings by different types of developers interacts with one another to exert adverse impacts on the urban development process. Our study provides supporting evidence highlighting the need for urban policy to regulate urban expansion and achieve more sustainable urban development outcomes in a developing world context.

Rapidly changing framework conditions for city development such as globalization, demographic trends, deindustrialization, technological developments or the increasing urbanization as well as the economic, social and political changes are profound and change our urban life. This leads, that the cities of tomorrow will differ essentially from today´s city principles. Therefore innovative, strategically wise and quick action becomes a criterion for success. Here, more than ever, local conditions and requirements must be taken into account as well as global framework conditions. The responsible parties have to set the course so that the “City” remains competitive and sustainable in the future. Therefore, innovation processes and sustainable strategies for dealing with the diverse and complex agendas of a city in dialogue with those who are responsible for it must be initiated and management systems established so that new things can develop continuously and systematically. This work illustrates how the boundaries created to manage and market future liveable and sustainable city destinations are the root of the practical and academic problems that trouble city management these days.  This paper aims to develop the new integrated Smart Urban Profiling and Management model, which presents a new integrated approach for city marketing as an instrument of sustainable urban development. In this way, comprehensive research was conducted to evaluate if the holistic city marketing concept that integrates elements of smart city strategies and adaptive management is a more suitable instrument and integrative process than conventional city marketing in order to improve the sustainable urban development. Therefore, in this work, the designed “Smart Urban Profiling and Management model” for city management introduces an alternative and holistic perspective that allows transcending past boundaries and thus getting closer to the real complexities of managing city development in dynamic systems. The results offer the opportunity to recognize the city and consequently allow to developing successful strategies and implementation measures. This study targets to contribute to this endeavor in order to produce new impulses and incitements in the city management field and shall provide a fresh impetus for a new understanding of city marketing as the initiator of development processes, mobilization and moderator in concerning communication and participation processes. This paper is written from a perspective addressing those responsible for the city- management, city- & urban marketing and development.
