Virtual communication holds the promise of enabling low-cost professional development at scale, but the benefits of in-person interaction might be difficult to replicate. We report on an experiment in South Africa comparing on-site with virtual coaching of public primary school teachers. After three years, on-site coaching improved students' English oral language and reading proficiency (0.31 and 0.13 SD, respectively). Virtual coaching had a smaller impact on English oral language proficiency (0.12 SD), no impact on English reading proficiency, and an unintended negative effect on home language literacy. Classroom observations show that on-site coaching improved teaching practices, and virtual coaching led to larger crowding-out of home language teaching time. Implementation and survey data suggest technology itself was not a barrier to implementation, but rather that in-person contact enabled more accountability and support.

The geology of the northeastern part of the province of KwaZulu–Natal, South Africa, is predominantly alluvial with vast deposits of sands. Suitable gravel sources are hard to come by, which results in high graveling and regraveling costs brought about by long haul distances and accelerated gravel loss. Most gravel roads carry fewer than 500 vehicles per day of which less than 10% are heavy vehicles. The high cost of regraveling has led to consideration of upgrading such roads to surfaced standard, even though traffic volumes do not justify upgrading. Traditional chip seals are expensive and cannot be economically justified on roads that carry fewer than 500 vehicles per day. The KwaZulu–Natal Department of Transport is actively involved in efforts to identify cost-effective alternative surfacing products for low-volume roads. Field trials were conducted with Otta seals and Gravseals, which have been used successfully in other countries, as low-cost surfacing products for low-volume roads. The Otta seal is formed by placing graded aggregates on a relatively thick film of soft binder that, because of traffic and rolling, works its way through the aggregates. Gravseal consists of a special semipriming rubberized binder that is covered by a graded aggregate. Both Otta seals and Gravseals provide relatively flexible bituminous surfaces suitable for low-volume roads. Cost savings are derived mainly from the broad aggregate specifications, which allow for the use of marginal materials.

In South Africa there is currently no notable use of modern small-scale hydrokinetic (HK) energy systems, mainly due to formerly low-cost coal-powered electricity. This renewable energy option makes use of the kinetic energy from flowing water, rather than potential energy, which is more often used in conventional hydropower. Updated refined versions of this technology are now being investigated and manufactured due to the global drive towards reducing carbon emissions and increasing energy efficiency. These modular units allow for installation of HK turbines into existing water infrastructure with very little civil works. The study’s objective was to develop a simplified design and implementation process for HK devices within the South African legislative and regulatory environment. Approximately 66% of South Africa’s water supply is used by the agricultural sector with more than 6 500 km of canal systems running through many areas which could benefit from alternative energy sources. The recent electricity crisis in the country allowed for problem resolution through funding opportunities and thereby an introduction of an innovative and sustainable technology to provide renewable electricity where otherwise not feasible. A pilot HK project was implemented in an applicable section on the Boegoeberg irrigation canal in the Northern Cape Province and tested for optimum functionality and correct application. This process allowed evolution of a development process for the implementation of HK devices in existing water infrastructure.

Purpose This study aims to identify and establish effective housing financing concepts to be adopted by government in achieving its mandate of providing sustainable affordable housing for the poor to decrease the building of shacks, as well as proposing solutions to the housing deficit in South Africa. A rise in demand and shortage in supply of housing calls for the need to address issues of affordable housing in South Africa, and developing countries in general, to ensure a stable and promising future for poor families. Design/methodology/approach Literature has revealed that the South African government, at all levels, accorded high priority to the provision of low-cost housing. Thus, government has adopted subsidy payment as a method of financing affordable housing to ensure that houses are allocated free to the beneficiaries. This also addresses the historically race-based inequalities of the past, but unfortunately, this has not been fully realised. This study uses a sequential mixed method approach, where private housing developers and general building contractors were the research participants. The qualitative data were analysed using a case-by-case analysis, and quantitative data were analysed using a descriptive statistical technique on SPSS. Findings The results of the qualitative analysis reveal a gross abuse of the housing subsidies system by the beneficiaries of government-funded housing in South Africa. This is evident from illegal sale of the houses below market value. This has led to a continual building of shacks and an increased number of people on the housing waiting list instead of a decrease in the housing deficit. The results from quantitative analysis affirm the use of “Mortgage Payment Subsidies, Mortgage Payment Deductions, Down-Payment Grant and Mortgage Interest Deductions” as viable alternatives to subsidy payment currently in use to finance affordable housing projects by the South African Government. Practical implications At the moment, the focus of the South African National Government is continual provision of free housing to the historically disadvantage citizens, but the housing financing method being used encourages unapproved transfer of ownership in the affordable housing sector. This study thus recommends the use of an all-inclusive housing financing method that requires a monetary contribution from the beneficiaries to enable them take control of the process. Originality/value The relational interface model proposed in this study will reduce pressure on government budgetary provision for housing and guarantee quick return of private developers’ investment in housing. Government must, as a matter of urgency, launch a continuous awareness programme to educate the low-income population on the value and the long-term benefits of the housing.

Poaching fuelled by international trade in horn caused the deaths of over 1000 African rhinoceros ( Ceratotherium simum and Diceros bicornis ) per year between 2013 and 2017. Deterrents, which act to establish avoidance behaviours in animals, have the potential to aid anti-poaching efforts by moving at-risk rhinos away from areas of danger (e.g. near perimeter fences). To evaluate the efficacy of deterrents, we exposed a population of southern white rhinos ( C. simum simum ) to acoustic- (honeybee, siren, turtle dove), olfactory- (chilli, sunflower), and drone-based stimuli on a game reserve in South Africa. We exposed rhinos to each stimulus up to four times. Stimuli were considered effective deterrents if they repeatedly elicited avoidance behaviour (locomotion away from the deterrent). Rhinos travelled significantly further in response to the siren than to the honeybee or turtle dove stimulus, and to low-altitude drone flights than to higher altitude flights. We found the drone to be superior at manipulating rhino movement than the siren owing to its longer transmission range and capability of pursuit. By contrast, the scent stimuli were ineffective at inciting avoidance behaviour. Our findings indicate that deterrents are a prospective low-cost and in situ method to manage rhino movement in game reserves.

Systematic conservation planning is widely considered the most effective approach for designing protected area and other ecological networks. However, many conservation practitioners still ignore these methods and we suggest that five perceived limitations of this process are affecting its uptake. These perceptions are that (1) systematic conservation planning software is difficult to use, (2) the process requires extensive biodiversity distribution data, (3) setting targets for representing conservation features is not possible, (4) the advantages of systematic conservation planning do not outweigh the costs, and (5) the resulting plans often identify unsuitable areas. Here we review these perceived limitations and argue they are all misplaced, although we recognize difficulties in the target setting process. We then illustrate the value of systematic conservation planning to practitioners using a case study that describes a low-cost exercise from Maputaland, South Africa. This preliminary conservation assessment measured the effectiveness of the existing reserve system and identified a number of candidate areas that could be the focus of community- or privately-run ecotourism or game ranching ventures. Our results also emphasize both the importance of producing planning outputs that are specifically targeted for stakeholders, and the role of systematic conservation planning in providing a framework for integrating different provincial, national and transnational conservation initiatives.
