The aim of this paper is to explore the mental health challenges that Central American immigrant youth face before and after arriving in the United States. This population is hard to reach, marginalized, and disproportionately exposed to trauma from a young age. This paper investigates the mental health stressors experienced by Central American immigrant youth and asylum seekers, including unaccompanied minors, surveyed in the U.S. in 2017. This mixed methods study uses qualitative data from interviews along with close-ended questions and the validated PHQ-8 Questionnaire and the Child PTSD Symptom Scale (CPSS). These new migrants face numerous challenges to mental health, increased psychopathological risk exacerbated by high levels of violence and low state-capacity in their countries of origin, restrictive immigration policies, the fear of deportation for themselves and their family members, and the pressure to integrate once in the U.S. We find that Central American youth have seen improvements in their self-reported mental health after migrating to the U.S., but remain at risk of further trauma exposure, depression, and PTSD. We find that they exhibit a disproportionate likelihood of having lived through traumatizing experiences that put them at higher risk for psychological distress and disorders that may create obstacles to integration. These can, in turn, create new stressors that exacerbate PTSD, depression, and anxiety. These conditions can be minimized through programs that aid immigrant integration and mental health.

Holistic health, incorporating mind and body as equally important and unified components of health, is a concept utilized in some health care arenas in the United States (U.S.) over the past 30 years. However, in the U.S., mental health is not seen as conceptually integral to physical health and, thus, holistic health cannot be realized until the historical concept of mind-body dualism, continuing stigma regarding mental illness, lack of mental health parity in insurance, and inaccurate public perceptions regarding mental illness are adequately addressed and resolved. Until then, mental and physical health will continue to be viewed as disparate entities rather than parts of a unified whole. We conclude that the U.S. currently does not generally incorporate the tenets of holistic health in its view of the mental and physical health of its citizens, and provide some suggestions for changing that viewpoint.

The Dominican Republic-Central American Free Trade Agreement (DR-CAFTA) with the United States was passed on July 28, 2005. The main goal of DR-CAFTA is to create a free trade zone for economic development. The Agreement is highly controversial with many contentious issues including concern about the environment, which is the focus of this study. The concern is that the environmental objectives are expected to be subservient to trade and other economic incentives which will lead to further deterioration of the environment in countries where the environmental standards are already low. The effects on the U.S. environment are expected to be minimal. However, it is feared that the U.S. manufacturing facilities may relocate to Central American countries to take advantage of low wages and low environmental requirements, which may result in loss of jobs and capital investment in the U.S. However, overall DR-CAFTA is expected to be beneficial in many ways, including an increase in trade and economic growth in all participating countries.

This chapter discusses the mental health of Asian Americans, highlighting their growing needs as well as policy-making challenges. There is a stereotypical view of this segment of the U.S. population as being a ‘model minority’. However, they are under-represented in mental-health service utilization due to fear of stigmatization, and, when provided, these services are often culturally insensitive. This paper argues for a more comprehensive approach to Asian Americans’ health issues so that concerns and challenges can be addressed. It also presents sociocultural, institutional, and environmental factors that affect the under-reporting and under-utilization patterns of mental-health services among Asian Americans. The growing incidence of mental-health problems and underutilization are imminent risk factors for the psychological well-being of Asian Americans in the United States.

In recent years, profit shifting by multinational companies (MNCs) has generated substantial revenue costs to the U.S. government. The Tax Cuts and Jobs Act (TCJA) changed U.S. international tax law in several important ways. This paper discusses the nature of these changes and their possible effects on profit shifting. The paper also evaluates the effects of the global intangible low-taxed income (GILTI) tax on the location of taxable profits. Once company adjustment to the legislation is complete, estimates suggest that the GILTI tax will reduce the corporate profits of U.S. multinational affiliates in haven countries by about 12-16 percent, modestly increasing the tax base in both the United States and in higher-tax foreign countries. However, a per-country minimum tax would generate much larger increases in the U.S. tax base; a per-country tax at the same rate reduces haven profits by 23-31 percent, resulting in larger gains in U.S. tax revenue.

Background: The mental health of racial/ethnic minorities in the U.S. has been disproportionately impacted by the COVID-19 pandemic. This study examined the extent to which disruptions in employment and housing, coronavirus-specific forms of victimization and racial bias independently and conjointly contributed to mental health risk among Asian, Black, and Latinx adults in the United States during the pandemic.Methods: This study reports on data from 401 Asian, Black, and Latinx adults (age 18–72) who participated in a larger national online survey conducted from October 2020–June 2021, Measures included financial and health information, housing disruptions and distress in response to employment changes, coronavirus related victimization distress and perceived increases in racial bias, depression and anxiety.Results: Asian participants had significantly higher levels of COVID-related victimization distress and perceived increases in racial bias than Black and Latinx. Young adults (&lt;26 years old) were more vulnerable to depression, anxiety, and coronavirus victimization distress than older respondents. Having at least one COVID-related health risk, distress in response to changes in employment and housing disruptions, pandemic related victimization distress and perceived increases in racial bias were positively and significantly related to depression and anxiety. Structural equation modeling indicated COVID-related increases in racial bias mediated the effect of COVID-19 related victimization distress on depression and anxiety.Conclusions: COVID-19 has created new pathways to mental health disparities among racial/ethnic minorities in the U.S. by exacerbating existing structural and societal inequities linked to race. Findings highlight the necessity of mental health services sensitive to specific challenges in employment and housing and social bias experienced by people of color during the current and future health crises.

Objective. To compare the patient population, common complaints, and physician recommendations in direct-to-consumer chat-based consults, before and during the COVID-19 outbreak. Data sources. Data on patient characteristics, patient complaints, and physician recommendations from 36,864 chat-based telemedicine consults with physicians in an online-clinic by patients from across the United States between April 2019 and April 2020. Study Design. We perform a retrospective analysis comparing patient characteristics, visit characteristics, and physician recommendation before and after the COVID-19 outbreak. We examine patient age and gender, visit time, patient chief complains, and physician medical recommendation (including prescription drugs, reassurance, and referrals). Principal Findings. Before March 2020, most patients were female (75 percent) and 18-44 years old (89 percent). Common complaints such as abdominal pain, dysuria, or sore throat suggested minor acute conditions. Most cases (67 percent) were resolved remotely, mainly via prescriptions; a minority were referred. Since March 2020, the COVID-19 emergency has led to a sharp (fourfold) increase in case volume, including more males (from 25 to 29 percent), patients aged 45 and older (from 11 to 17 percent), and more cases involving mental health complaints and complaints related to COVID-19. Across all symptoms, significantly more cases (78 percent) have been resolved remotely. Conclusions. The COVID-19 outbreak in the United States has been associated with a sharp increase in the use of chat-based telemedicine services, including by new patient demographics, an increase in both COVID-19 and mental health complains, and an increase in remote case resolutions.

Purpose In this conceptual essay used to introduce the special issue titled “Clarifying the Role of Race in the Literacies of Black Immigrant Youth,” I argue for centralizing race in research that examines Englishes and literacies of the largely invisible population of Black immigrant youth in the United States. My rationale for this argument is based largely on the increasingly divisive rhetoric surrounding Black immigrants and Black Americans, exacerbated by current racial tensions and further amplified amidst a politicized landscape and COVID-19. This rhetoric has erupted from often implicit and negative connotations associated with Black immigrants as a “new model minority” when compared with their “underperforming” Black American counterparts and evolved into the use of dichotomous intraracial ideologies that continue to pit one subgroup against the other. Beyond this, race continues to be present as a key part of conversations in the Englishes and literacies of Black American students. And the notion of race, as seen through constructs such as “critical race theory,” “racial literacy,” “linguistic racism,” and “a raciolinguistic perspective,” remains central to the conversations about how Black Americans’ language and literacy use is understood and evaluated in U.S. schools. Yet, we know little about how Black immigrant literacies and Englishes refect racial tensions that affect literacy instruction and assessment because data surrounding their academic performance across the U.S., more often than not, remains subsumed within the data of Black students overall. As they are immigrants of color who are subjected to similar forms of linguistic and racial discrimination often faced by Black American youth, and who also often undergo tremendous difficulty in adjusting to the cultural and linguistic differences faced in the U.S., why is race not central to the distinct, varied, and unique Englishes and literacies of Black immigrant youth? Theoretical Perspectives To address this gap in the field, I examine affordances from the lenses of diaspora literacy, transnational literacy, and racial literacy, which hold promise for understanding how to foreground race in the literacies of predominantly English-speaking Black immigrant youth. I demonstrate how each of these lenses, as applied to the literacies of the invisible population of Black youth, allows for partial understandings regarding these students> enactment of literacies based on their Englishes and semiotic resources. In turn, I illustrate how these lenses can work together to clarify the role of race in Black immigrant literacies. Implications Based on these discussions, I present the framework of Black immigrant literacies to assist researchers, practitioners, and parents who wish to better understand and support Black immigrant youth. I invite researchers who work with populations that include Black immigrant youth to consider how race, when central to research and teaching surrounding the literacies and Englishes of these youth, can provide opportunities for them to thrive beyond the perceptions of them as “academic prodigies” while also facilitating relationships with their Black American peers. I invite teachers to consider ways of viewing Black immigrant literacies that foster a sense of community between these youth and their Black American peers as well as ways of engaging their literacies in classrooms that allow them to demonstrate how they function as language architects beyond performance on literacy assessments. I invite parents to provide spaces beyond school contexts where Black immigrant youth can use their literacies for social adjustment. Through this essay, it is expected that the dominant population can gain further insights into the nuances that exist within the Black population and be cognizant of these nuances when engaging with Black immigrant youth.
