Access to water, sanitation, and hygiene (WASH)—including drainage-services—is essential for public health and socio-economic development, but access remains inadequate and inequitable in low- to middle-income countries such as South Africa. In South Africa, rural areas and small towns generally depend on a limited and climate-sensitive economic base (e.g., farming), and they have a limited capacity and are located in areas where transport challenges can increase WASH access risks. Climate change shifts hydrological cycles, which can worsen WASH access and increase susceptibility to the interlinked impacts of droughts and flooding in already vulnerable regions. We adopted a transdisciplinary approach to explore the needs, barriers, and vulnerabilities with respect to WASH in rural areas and small towns in South Africa—using two case studies to explore climate risk and vulnerability assessment (CRVA) in one rural village in the northern Limpopo province and a small town in the Western Cape province. This holistic approach considered natural (environment and climate) and socio-economic (economic, social, governance, and political) factors and how they interplay in hampering access to WASH. Extreme weather events characterized by frequent and intense droughts or floods aggravate surface and groundwater availability and damage water infrastructure while threatening agriculture-dependent livelihoods. The lack of reliable transport infrastructure increases risks posed by flooding as roads to vital supplies are prone to damage. High inequality linked to rising unemployment and the Apartheid legacy of a segregated service delivery system result in inequitable access to WASH services. The intertwined ways in which natural elements and historical, social, economic, governance, and policy aspects are changing in South Africa increase WASH vulnerability in rural areas and small towns.

Given its associated burden of disease, climate change in South Africa could be reframed as predominately a health issue, one necessitating an urgent health-sector response. The growing impact of climate change has major implications for South Africa, especially for the numerous vulnerable groups in the country. We systematically reviewed the literature by searching PubMed and Web of Science. Of the 820 papers screened, 34 were identified that assessed the impacts of climate change on health in the country. Most papers covered effects of heat on health or on infectious diseases (20/34; 59%). We found that extreme weather events are the most noticeable effects to date, especially droughts in the Western Cape, but rises in vector-borne diseases are gaining prominence. Climate aberration is also linked in myriad ways with outbreaks of food and waterborne diseases, and possibly with the recent Listeria epidemic. The potential impacts of climate change on mental health may compound the multiple social stressors that already beset the populace. Climate change heightens the pre-existing vulnerabilities of women, fishing communities, rural subsistence farmers and those living in informal settlements. Further gender disparities, eco-migration and social disruptions may undermine the prevention—but also treatment—of HIV. Our findings suggest that focused research and effective use of surveillance data are required to monitor climate change’s impacts; traditional strengths of the country’s health sector. The health sector, hitherto a fringe player, should assume a greater leadership role in promoting policies that protect the public’s health, address inequities and advance the country’s commitments to climate change accords.

The burden of water-related disease is closely related to both the socio-economic situation and public health issues like access to clean water, sanitation and hygiene services. Poverty eradication, through improved access to water and sanitation, is the South African government's major priority. This is partly achieved through subsidising the cost of water and sanitation provision to the poor in rural areas. Whilst the new policies have made a remarkable impact on improved access to water and sanitation services, a general problem since the new approach in 1994 has been the lack of integration of policies for water and sanitation and health. This paper analyses the policies concerning rural water supply and sanitation in South Africa. It considers the structure of institutions, the division of responsibilities and legislated and financial capacity of the South Africa's water sector. A more integrated approach for the policies aiming at water access, sanitation and health is needed. In addition, as the local government's capacity to implement different programmes is limited, a review of the financing system is necessary.

Purpose The study explored the impacts of climate change on water resources, and the community-based adaptation practices adopted to ensure water security in a rural community in Limpopo Province, South Africa. Design/methodology/approach The study was conducted in Limpopo Province, South Africa. The participatory approach was used to allow community members to share their challenges of water scarcity, and the measures they have developed to cope with inconsistent water supply. Findings The study results show that the community obtains water for household consumption from the reticulation system supplied by Mutale River and the community borehole. These resources are negatively impacted by drought, change in the frequency and distribution of rainfall, and increased temperature patterns. The water levels in the river and borehole have declined, resulting in unsustainable water supply. The community-based adaptation practices facilitated by the water committee include observance of restrictions and regulations on the water resources use. Others involve securing water from neighbouring resources. Originality/value This type of community-based action in response to climate change could be used as part of rural water management strategies under climate change.

Abstract Groundwater is a widely used and affordable source of drinking water in most of the rural areas of South Africa. Several studies have indicated that groundwater in some boreholes in South Africa has a fluoride concentration above the level recommended by the World Health Organization (1.5 mg/L). Fluoride concentrations above the permissible limit (>1.5 mg/L) lead to dental fluorosis, with even higher concentrations leading to skeletal fluorosis. In the present work, we evaluate the application of smectite-rich clay soil from Mukondeni (Limpopo Province, South Africa) in defluoridation of groundwater. The clay soil was characterised by mineralogy using X-ray diffraction, by elemental composition using X-ray fluorescence and by morphology using scanning electron microscopy. Surface area and pore volume was determined by the Brunauer–Emmett–Teller surface analysis method. Cation exchange capacity and pHpzc of the soil were also evaluated using standard laboratory methods. Batch experiments were conducted to evaluate and optimise various operational parameters such as contact time, adsorbent dose, pH and initial adsorbate concentration. It was observed that 0.8 g/100 mL of smectite-rich clay soil removed up to 92% of fluoride from the initial concentration of 3 mg/L at a pH of 2 with a contact time of 30 min. The experimental data fitted well to a Langmuir adsorption isotherm and followed pseudo second order reaction kinetics. Smectite-rich clay soil showed 52% fluoride removal from field groundwater with an initial fluoride concentration of 5.4 mg/L at an initial pH of 2 and 44% removal at a natural pH of 7.8. Therefore smectite-rich clay soil from Mukondeni has potential for application in defluoridation of groundwater. Chemical modification is recommended to improve the defluoridation capacity.

South Africa’s local government administration is complex in that both traditional leadership and elected municipal councils play a role in it. Traditional leadership occupies an essential position and status in local government administration, in particular in rural South Africa. However, the contemporary administrative jurisdiction of municipalities cuts across both rural and urban areas. In the rural areas, the conflict over the division of roles between traditional leaders and elected councillors is evident. Due to the influence and dominance of the neo-liberal global order, modernists often accuse traditional leadership of being undemocratic and authoritarian. However, the reality is that elected councils’ administration also leaves much to be desired, and the consequences of their poor administration are not uniformly understood. Since South Africa is a democratic state, it is expected that there should be a clear separation in government institutions between party (i.e., the ruling African National Congress) politics and public administration; a phenomenon that some describe as depoliticisation. Nevertheless, the realities on the ground suggest otherwise. This article, which is based on the theory of Afrocentricity, examines a selected rural municipality (Maruleng) in South Africa’s Limpopo province to critically reflect on the ethics and the value system of African culture in the context of local governance vis-à-vis Westernised governance principles. The aim of this research is achieved through interdisciplinary critical discourse and thematic analysis in its broadest form.

This study assessed the provision of informal training offered by the Limpopo Department of Agriculture, South Africa, to agricultural extension officers (AEOs). The study used surveyed 90 public extension officers purposively sampled. There were statistically significant differences in extension officers’ exposure to climate change between their education levels and in the provision of climate change training between extension officers’ work experience ( P⩽0.05). The study concluded that the majority of AEOs have not been fully exposed to climate information prior to their employment. This suggests that the information gap in Agricultural Extension and Advisory Services (AEAS) stems from the slow mainstreaming and integration of climate change information.
