Purpose: The research paper sought to examine the influence of strategic leadership practices on service delivery within county governments in Kenya: a literature reviewMethodology: Based on previous research work the study specifically explored how core competencies and ethical practices can enhance service deliveryResults: The study found that strategic leadership practices can enhance service delivery. Electing and appointing county leaders who are professionally qualified and have essential leadership traits can fasten the attainment of devolution goals through better management of resources, involvement of the citizenry and reduction of bureaucracyUnique contribution to theory, practice and policy: It is important that counties must invest in efficient communication systems so that staff are abreast with the dynamism that devolution presents. With so many impeding changes in the county environment, County leaders should be keen on ensuring that staff are involved in the planning and implementation stages. They should also increase their personal competencies to understand the organizational environment.

The general objective of the study was to determine whether ethical practices and organizational structure influence the relationship between strategic leadership and service delivery of County Governments in Kenya. The findings would aid the audit, review and strengthening of existing policies aimed at ensuring good ethical practices in public entities. The relevant theories reviewed for this study were the New Public Management (NPM) theoretical perspective, upper echelon theory, institutional theory and principal agent theory. This study used a positivism research philosophy. The study used a cross sectional survey. The target population for the study was drawn from the 47 Counties in Kenya as per 2010 constitution. The study used both primary and secondary data which were collected using questionnaires, interviews and desk review. Data analysis took place at two levels – descriptive statistics level and inferential statistics level. The study found that the entire hypothesis tested were statistically significant and thus supported by the study. It was therefore recommended that county governments must understand the service delivery dimensions in order to carry out frequent analysis and develop strategic leadership concepts relevant to their counties.

Performance of an organization relies on the strategic moves and direction that it makes. For all strategies formulated to work, the leadership itself must be strategic. The security sector in Kenya has been faced with a myriad of challenges ranging from low public confidence, poor leadership, incompetence, poor housing and other facilities, limited funding and above all poor strategy formulation and implementation. Strategic leadership is the leader's ability to anticipate, envision, maintain flexibility, and empower others to create strategic change as necessary. This general objective of this study was to establish the influence of strategic leadership on the organizational performance of the Directorate of Criminal Investigations in Nairobi City County, Kenya. The specific objectives of this study were to establish the influence of management competencies on organizational performance of the DCI, to examine the effect of corporate culture on organizational performance of the DCI, to establish the influence of shareholder involvement on organizational performance of the DCI and to determine the effect of ethical practices on performance of the DCI. The study was anchored on trait leadership theory, path-goal leadership theory and the transformation leadership theory. The study used descriptive research design. The target population of this study comprised the senior officers from the 10 units in the DCI in Nairobi City County who total to 141. Stratified random sampling was used to select the sample size of 42 which is 30 percent of the total study population. The study used both primary and secondary data. Primary data was collected using a semi structured questionnaire to be administered to the officers through drop and pick later method. Secondary data was obtained from the DCI strategic plans, records, annual reports and human resource data base. Data collected was analysed through descriptive and inferential statistics by the use of SPSS. Findings were presented by use of tables, frequencies, percentages, means and standard deviation. The study found that given the significance of significance of the variance (p-Value < 0.05) and F-Value is 44.283 and further supported by R-Square = 0.76, it was concluded that management competencies, corporate culture, stakeholder involvement, and ethical practices are all essential strategic leadership aspect that require complete adoption if performance of an organization has to improve to the desired level. Of particular importance to achieve this performance include professional trainings, staff capacity building, possession of exemplary skills and ability, service without fear or favour, and believing in delivery of quality service. The findings of the study will be useful to the security organs in the National Police Service and other security organs within the Republic of Kenya.

Purpose: The general objective of this study was to investigate the influence of strategic leadership on the implementation of strategy in the commercial banks in Kenya. The seven critical components of strategic leadership studied were strategic direction, core competencies, human capital,  social capital, corporate culture, ethical practices and strategic controls. More specifically, the study investigated the influence of these components on the implementation of strategy in the commercial banks in Kenya.Methodology: The study adopted a quantitative research design whose target population was the top management team in the commercial banks in Kenya. The instrument of data collection was tested for reliability using the Cronbach alpha test and for validity using the KMO and Bartlett’s test. Statistical analysis was then carried out on the data collected.Findings: The study finds that there is a positive statistically significant relationship between effective implementation of strategy with only two of the strategic leadership actions which are ‘determining strategic direction’ and ‘establishing balanced organization controls’. The study recommends that the leadership and in particular the CEO to focus his energies on providing the strategic direction of the organization if it is to achieve its strategic objectives of remaining competitive in the market. Similarly establishing a balance between strategic and financial controls has a direct influence on the implementation of strategy. A strategic leader creates wealth by striking a balance between the constraining influence of financial controls and the long term focus of the strategic controls.

The role international practicum placements have in the professional development of language educators is a contentious issue, with not all researchers in agreement that international practica are necessarily natural, neutral, or beneficial, to borrow from Pennycook’s (2007, 2012, 2017) stance on English language teaching internationally. Scholars like Santoro (2007, 2009), for instance, have expressed concern that international practica constitute a little more than a form of educational tourism that is potentially exploitative of the host communities. However, some program developers and researchers acknowledge and prioritize the value-laden and sociopolitical nature of practice teaching abroad and strive to facilitate ethical and critical practices (MORGAN; MARTIN, 2014; MARTIN; MORGAN, 2015, 2019). For that reason, this paper critically analyzes crossing borders with reference to the D-TEIL certificate program. The outcomes of an international practicum experience suggest changes towards considering the multiplicity of knowledge and aim at developing strategies for language teacher education programs towards ethical practices.

Strategic leaders need to be certain about what they want to achieve for the organization. Efficient and effective leaders develop strategies and structures that are clear and work with employees that adhere to good ethical practices that enable the organizations to achieve set goals. Strategic leadership is important to all organizations, whether in public and private sector, albeit in different contexts. This paper sought to critically review literature on the link between strategic leadership and service delivery in organizations. Several theories were reviewed, namely upper echelons perspective, strategic leadership theory, principal agency theory and new public management theory. A conceptual framework was developed to provide the basis of the identified theories with a view to explaining and predicting the variables through definition of the contents and attributes of those theories. Strategic leadership was conceptualized as the independent variable while service delivery in organizations was hypothesized as the dependent variable. Conceptual and empirical studies were undertaken to examine the existing literature in strategic leadership as well as service delivery. Arising from the review, several knowledge gaps were identified. The study established that strategic leadership is applicable to all organizations with an increasing number of organizations continually embracing it upon realizing that it is a key success factor in organizational performance and therefore in the delivery of service for the benefit of the public.
