The institutional environment study makes it possible in an era of high uncertainty to identify patterns that impede changes, implementation of which currently determines not only performance indicators, but is also critical for survival. Based on analysis of the current state of the digital economy development in the Russian Federation, taking into account experience of the first half of 2020, as well as approaches to organization and performance indicators of the “Digital Economy of the Russian Federation” national program, assumptions are made regarding the main components of the institutional environment for digital transformation. Institutional barriers, that impede economic growth as a result of increased informatization of processes, were compared. The main reason for the formation of institutional barriers is considered to be the low speed of response, the delay in transformation of the institutional environment in relation to establishment that ensures the maximum positive effect of applying digital technologies.

The presented study examines the current state of the digital transformation of management, economy, and social sphere. The authors analyze the fundamental features of the digitalization of management, economy, and social sphere, namely: the mechanism of transformation of a considerable part of social and business interactions within the information and telecommunications space; development of remote forms of employment and transmission of information; active commercialization and use of digital currency and smart contracts; development of digital management.Aim. The study aims to substantiate the theoretical and methodological provisions on the current state of management, economy, and social sphere, and to develop practical recommendations on the improvement of the digital transformation of management, economy, and social sphere.Tasks. As part of the realization of the set aim, the authors solve the problems of examining the legal and regulatory framework of formation and development of the digital transformation of management, economy, and social sphere; analyzing the content of the digital transformation of management, economy, and social sphere in modern Russia; identifying the problems of the digital transformation of management, economy, and social sphere, and prospects for its development.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and those describing the functioning of the social sphere. The information basis of this study includes the laws and regulations of the Russian Federation, statistics of public institutions and science centers on the implementation of newinformation technologies, materials of national programs for the digitalization of the economy and social sphere.Results. The authors substantiate that at the current stage of development of management, economy, and social sphere, information and computer technology has a decisive impact on the technological and institutional environment within the society.Conclusions. Examination of indicators associated with the transformation of digital technology in management, economy, and social sphere makes it possible to conclude that the Russian Federation as a whole is making good progress in the digitalization of the examined sphere. However, by independently integrating into a digital reference system, Russia faces a key problem in the field of management. Digital technologies will not work without establishing relations between economic actors and their management in general. Without this synchronization, they cannot develop properly.


The article analyzes the current state and prospects for improving the legal regulation of public administration in the sphere of stimulating the development of information technologies, including formation of a digital economy in the Russian Federation. Based on the analysis of the Russian legislation, key elements of the legal mechanism of public administration in the sphere of stimulating the development and introduction of technologies in various fields that can be used to stimulate the development of information technologies are identified. The analysis of the documents of strategic planning and information legislation made it possible to substantiate a number of proposals for improving the legal regulation in the sphere under consideration, including legislative provisions for stimulating IT development, identifying and eliminating legal and organizational barriers to their development, and measures to stimulate it.

The article considers the current state and peculiarities of the information space of the land reclamation sector of the agroindustrial complex of the Russian Federation. The normative-legal bases of formation and development of the land reclamation industry digitalization are determined. Based on the study results, the authors have developed the structure and mechanism of transformation of the information space of land reclamation in the Russian Federation. In the process of scientific and practical analysis, the formation functions of the information space system of the land reclamation sector in the Russian Federation are classified, and the basic principles of functioning of the digital economy of the land reclamation sector of the agro-industrial complex in the Russian Federation are outlined. Based on the system analysis of modern information space of land reclamation sector, the most acute problems of the process of land reclamation digitalization in the Russian Federation are identified, and the directions of its improvement are proposed.

E-commerce issues and ways of digital cooperation between the BRICS countries are examined. The BRICS countries, excluding China, were not able to occupy the highest positions in the innovation ratings published by Western research organizations, but they have high development potential. The BRICS countries and their programs for development of the digital economy and trade are studied. The Russian Federation pays great attention to digital cooperation due to existing difficulties in geo-economic situation. The development of e-commerce is a key element in the digitalization of economy. This study examines the stages of development of the digital economy and current state of BRICS e-commerce, as well as highlights its problem areas. It overviews modern e-commerce tools, such as electronic payments, blockchain, chat bots, internet of things, voice assistants, drones, etc. Digital cooperation should be developed precisely in these areas. However, the fact that Russia lacks applied experience in the field of commercialization has become a significant problem. In this regard, the main purpose of the study is to identify areas and ways of digital cooperation for BRICS governments and individual companies.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.
