Abstract In today’s hyper-partisan environment, scholars and commentators contend that the filibuster poses a nearly insuperable obstacle to a Senate majority party’s agenda, limiting Congress’s output to non-controversial measures. Drawing on data about congressional majority party agenda priorities from 1985 to 2020 we identify when and how majority party legislative efforts fell short of success and take stock of the degree to which the filibuster was the primary culprit. Not surprisingly, our data confirm that the filibuster is a significant problem for majority party agendas. But an even more common cause of failure is the majority party’s inability to agree among themselves. Despite increased voting cohesion generally, parties in the polarized era still routinely struggle to bridge their own internal divides.

Prostate Cancer (PC) is commonly known as one of the most frequent tumors among males. A significant problem of this tumor is that in early stages most of the cases course as indolent forms, so an active surveillance will anticipate the appearance of aggressive stages. One of the main strategies in medical and biomedical research is to find non-invasive biomarkers for improving monitoring and performing a more precise follow-up of diseases like PC. Here we report the relevant role of IGF2 and miR-93-5p as non-invasive biomarker for PC. This event could improve current medical strategies in PC.

Systemic racism continues to be a significant problem in many, if not all, American institutions. As with any problem, systemic racism can only be properly addressed if it is acknowledged by the person and by extension an institution. The unjustified killing of George Floyd and many other minorities by predominately white police officers have brought both national and international criticism towards the institution of American policing. This chapter will discuss one of the probably causes of police misconduct towards people and communities of color: “implicit bias.” Briefly defined, implicit bias is having attitudes towards people or associate stereotypes with them without a conscious knowledge. The author will provide the background of systemic racism in America followed by policing organizational culture/subculture and the impact of implicit bias on communities/people of color. This chapter will conclude with recommendations to confront implicit bias and improve officer behavior.

AbstractHuman pose estimation is one of the issues that have gained many benefits from using state-of-the-art deep learning-based models. Human pose, hand and mesh estimation is a significant problem that has attracted the attention of the computer vision community for the past few decades. A wide variety of solutions have been proposed to tackle the problem. Deep Learning-based approaches have been extensively studied in recent years and used to address several computer vision problems. However, it is sometimes hard to compare these methods due to their intrinsic difference. This paper extensively summarizes the current deep learning-based 2D and 3D human pose, hand and mesh estimation methods with a single or multi-person, single or double-stage methodology-based taxonomy. The authors aim to make every step in the deep learning-based human pose, hand and mesh estimation techniques interpretable by providing readers with a readily understandable explanation. The presented taxonomy has clearly illustrated current research on deep learning-based 2D and 3D human pose, hand and mesh estimation. Moreover, it also provided dataset and evaluation metrics for both 2D and 3DHPE approaches.

The incidence of skin disease in Indonesia is still relatively high and is a significant problem. This is evidenced by the 2010 Indonesian Health Profile data which shows that skin and subcutaneous tissue diseases are the third rank of the 10 most common diseases among outpatients in hospitals throughout Indonesia. Skin disease is growing, as evidenced by data from the Indonesian Ministry of Health, the prevalence of skin disease throughout Indonesia in 2012 was 8.46%, then increased in 2013 by 9 %. Palu City is an area that has a high skin disease problem. According to the 2016 BPS of Palu City, skin diseases are among the top 10 diseases in Palu City with a total of 11,363 sufferers. The method used in this research is binary logistic regression. Based on the analysis that has been done, it can be concluded that the best model is formed as follows:. Based on the best model, it is found that the factors that influence the transmission of skin diseases after the Palu earthquake are genetic factors.

Paper deals with the possibilities to improve productivity of domestic academic research through partnership cooperation between actors of innovations ecosystems at national and regional levels. Cooperation between academic research and business plays important role in this context. Main attention is paid to public sector of academic research; all problems are illustrated for the case of Novosibirsk oblast. The opinions of representatives of research institutes of Siberian Branch of Russian science Academy as well as of innovative companies’ leaders were analyzed and reviewed. Main barriers for partnership cooperation were presented basing on this review. It is pointed out that lack of confidence within cooperation between ecosystem actors and therefore limited positive experience of cooperation present significant problem. State support as well as direct financing and adequate institutional environment creation should be aimed to the elimination of these barriers.

The IoT is a growing new approach that has been defined as a global network of devices and machines capable of reliably communicating with each other without human intervention. It is one of the essential technologies in any field, such as medicine and attracts great attention in the future. It is applied in several areas that have achieved success. However, the power and the addition of connected objects to technology is based on the fact that its objects can establish several tasks: communicate, analyze, process and manage data in a parallel manner, which is very difficult in terms of energy consumption. Therefore, the problems related to consumption slow down considerably the evolution and the fast deployment of this high technology.Therefore, it is necessary to create a new lightweight and robust mechanism, which ensures the minimization of the consumption of the objects and makes these objects efficient and less costly while being adapted to the capacities of objects and technologies.That is why our paper aims to address this significant problem and present the role of energy consumption, which is essential in deploying successful IoT products and services and presenting the IoT categories for applications. First, we propose a method that minimizes energy consumption and meets our need through three essential steps: firstly, to study the existing methods to minimize energy consumption.  Next, based on these methods, we create a new concept using the data flows. Finally, we implement our solution in an intelligent parking lot to carry out our approach and describe our design steps and conclude with the result of our study and make an interpretation that summarizes our work.

E-commerce issues and ways of digital cooperation between the BRICS countries are examined. The BRICS countries, excluding China, were not able to occupy the highest positions in the innovation ratings published by Western research organizations, but they have high development potential. The BRICS countries and their programs for development of the digital economy and trade are studied. The Russian Federation pays great attention to digital cooperation due to existing difficulties in geo-economic situation. The development of e-commerce is a key element in the digitalization of economy. This study examines the stages of development of the digital economy and current state of BRICS e-commerce, as well as highlights its problem areas. It overviews modern e-commerce tools, such as electronic payments, blockchain, chat bots, internet of things, voice assistants, drones, etc. Digital cooperation should be developed precisely in these areas. However, the fact that Russia lacks applied experience in the field of commercialization has become a significant problem. In this regard, the main purpose of the study is to identify areas and ways of digital cooperation for BRICS governments and individual companies.

Stray light from commercial greenhouses is becoming a significant problem causing disruption to wildlife activity and annoyance for local residents. To quantify the amount of stray light from a typical large greenhouse the authors have modelled several lighting installations based on a range of generic horticultural light sources. The impact of the stray light is dependent on the spectral power distribution of the sources employed, the intensity and distribution. Current standards for obtrusive light from outdoor work places do not seem to be suitable when applied to greenhouses.
