The digital economy in the Russian Federation as an independent structure began to form and develop not so long ago, but it is aimed at all spheres of society. The state places great emphasis on the development of this form of economic relations. The Industry 4.0 project shows us the scale of the digital economy in Russia. We can say that this is a full-fledged transition of the functioning of society’s life to the technological sphere. The purpose of digitalization is to automate all spheres of society, improve the social life of the population, simplify state control over the circulation of funds in the country, and more. Therefore, with the development of digitalization, it is important to identify the characteristics of enterprises in the aspects of electronic commerce.

This article explores the vulnerabilities of Russia in the digital environment, as well as such phenomena of modern digital economy as cryptocurrencies, blockchain, big data, artificial intelligence, and robotics. The question is raised on the risks that humanity faces in the digital space, which entail the implementation of the latest technologies in society. The author offers the ways for their minimization. The article covers the project “Digital Economy” developed by the Government of the Russian Federation, which is intended for creation of sustainable and secure information and telecommunications infrastructure for high-speed transmission, processing and storage of data bulk, accessible to all organizations and households. Analysis is conducted on the modern enterprise in the sphere of information and communication technologies and the concept on the protection against personal data theft. The crucial role of the IT specialists in digitalization is highlighted. The conclusion is made that in digital space, the major threat to national security is the hacker attacks aimed at the theft of personal data, intellectual property, etc. The author believes that the minimization of risks detected in the course of research requires providing technology opportunity for the Russian Federation to store the collected data locally, rather than abroad. The all-round government influence on the research and legislative sphere, legislative orientation towards stimulating the development of innovation technologies would ensure safe and effective integration of socioeconomic sphere into the digital space.

Introduction: the emergence of such freelancing as remote labor meant the beginning of the process of the flexible virtual law formation. “Cloud computing” is coming into life. There appear the concepts of “working in the cloud” only in the virtual (digital) space, so the government program “Digital economy in the Russian Federation” of July 28, 2017, No. 1632-P adopted in the framework of the Decree of the President of the Russian Federation of May 9, 2017 provided the need for the formation of a comprehensive legislative regulation of relations arising in connection with the digital economy development. At the same time, it is specifically noted that the labor market should be based on its requirements in order to create productive employment. Methods: the methodological framework for this study is the methods of scientific knowledge, among which the main ones are the methods of consistency, analysis and comparative law. Results: the paper is devoted to the existing problems of the legal regulation of digital technologies in labor relations for the expedient and empirical updating of many legal norms, from which in the future it will be possible to start, change and supplement it, adhering to a fundamental change in labor relations in order to develop non-standard and fruitful employment. Conclusions: as a result of the conducted research it is established that in the Russian Federation the labor legislation regulating the electronic legal employment relations is fragmented and does not contain all the elements of the legal regulation. There is a need for the legislation on archive business in electronic form, the widespread introduction of electronic employment contracts, which can serve as the basis for the electronic personnel records management. The labor legislation should contain the provisions on the equivalence of an electronic labor contract to a written form.

This work was carried out in accordance with the Digital Economy program of the Russian Federation and is therefore relevant. The program posed the following tasks for universities: the digital transformation of universities and the training of specialists of the digital economy. The Ministry of Education has articulated these issues as the creation of the Digital University. The paper proposes a model that can be laid the foundation of the Digital University. The model was developed on the basis of an analysis of the development of education in the fi of digitalization over the past 20 years, an assessment of the readiness of the leading universities of the Russian Federation to transform at present, and their own experience in using digital technologies. The proposed model satisfies the following requirements: openness of the system for students and teachers; the student’s participation in the formation of the trajectory of his own learning; the ability to access additional resources, courses and choose the places for practical training; formation and analysis of the digital trace; the use of intelligent methods for assessing acquired knowledge and competencies. The main blocks of the model are identified and the tasks for each block are formulated, which must be solved at the stage of creating the Digital University. The paper proposes approaches to their solution, technologies that the authors tested, evaluated and published the results in their previous works. In conclusion, we note that to create a Digital University, first of all, it is necessary: expand the base of control and training materials, modify, improve their forms; implement software smart systems for training and control; form a digital student trace, digital passports of information resources and, on their basis, form an individual learning path, an image of a specialist; develop learning scenarios for different images of students, goals, objectives; integrate intellectual resources of science and education; automate the management of the learning and control process as much as possible.

Digitalization of society and public life is an objective fact and a challenge for Russia, which is rich in resources and risks. The article provides an assessment of the passport of the national program “Digital economy of the Russian Federation”, which is among the 12 national projects on 12 areas of strategic development, established by the decree of the President of the Russian Federation from 7 May 2018 No. 204 “On the national goals and strategic objectives development of the Russian Federation for the period up to 2024” and contributes to the solution of problems in the field of “Digital economy”. This fact already raises a number of topical questions: “Why is the program included in the list of projects?”, “Why will the national program on the digital economy be implemented within the framework of state programs of the Russian Federation: ‘Information society’ and ‘Economic development and innovative economy’?”, “How much does it contribute to the preservation and development of an integral Russia?”. The authors set a goal — using structural and functional diagnostics to give an expert opinion on the prospects for achieving qualitative and quantitative targets of the national program “Digital economy of the RF” and their value. The methodological key for the examination is the modification of the checklist for system social engineering. The introductory part of the work is devoted to the relationship between the categories of integrity and value, social system engineering, which are important for building the desired social reality, as well as an overview of approaches to social design, its goals and purpose. The main part of the work analyzes the passport of the national program “Digital economy of the RF” from the point of view of its structure, the function of their implementation at the level of state administration, and it also considers the coverage of federal and regional programs and projects of elements of the digital economy in terms of the completeness of significant tasks to be solved. In conclusion, a summary is given in the form of responses to the social engineering checklist: “Are we building a whole?”, “Are we building a valuable entity?” and “Are we building a valuable entity correctly?”.

The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.

This article reveals the important practical importance of academic cooperation between legal doctrine and achievements of technical laboratories in terms of defining “points of growth” in questions of digitalization of law and development of legal tools aimed at regulating the technogenic factor on the one hand and legal support of “game-changing” results in a in the conditions of digital economy on the other hand. The important role of the transformation of social regulators, designed to regulate the “infrastructural” and “institutional” incorporation of “digital” technologies into the existing legal system, is noted. The current place of the Russian Federation on readiness for the digital economy is subject to, among other things, insufficient theoretical study as a result of the regulatory framework, which often does not act as a platform for growth, but rather contains many gaps - which have to be overcome at the expense of law enforcement practice. The article notes that the trend of “digitalization” of Russian law is closely linked to the need to maintain the ecosystem of the digital economy and to identify “growth points” and enforce their urgent character based on the state’s resource base, defines a positive agenda for “digitalization” of Russian law and raises a number of questions for the Russian science. It is concluded that one of the topical issues in the framework of the “digitalization” of Russian law is legal robotics, which is perceived as the automation of workflows, the existence of interrelated algorithms of actions aimed at generating a predictable result based on some initial simulated and prescribed situation and maximum robotization of legal processes. Using the example of the Kazan Federal University, which proclaimed the promotion of innovative development of the focus areas of the Russian Federation as one of its missions, the achievements obtained as a result of the interaction of legal doctrine and technical laboratories are revealed.
