Irish became the 23rd official language of the European Union (EU) in 2007. Due to a lack of qualified translators and interpreters, it is currently subject to a derogation which restricts its use in the EU institutions, a situation which aims to be remedied by 2022. Yet the Irish language represents a unique case even within the Republic of Ireland itself. Under British rule, centuries of repression confined its usage to the rural fringes of society, a state of affairs that an independent Ireland has attempted to improve with limited success. This article analyses how recognition of official EU status for Irish has been depicted in the Republic of Ireland’s English-language print media. By performing a qualitative content analysis of the online archives of the country’s three major English-language newspapers, the aim is to illustrate how official EU status for Irish has been portrayed, paying specific attention to political, cultural and economic factors.

 Although the Republic of Ireland has been a member of the European Union for nearly five decades, the country’s first official language, Irish, was only recognised as an official EU language on 1 January 2007. However, a lack of appropriately qualified linguistic personnel means that the language is currently subject to a derogation on its use in the EU institutions, which is scheduled to be lifted in 2022. Interviews conducted previously with interpreters in the Republic of Ireland (Hoyte-West 2020a) noted that practitioners generally viewed media coverage of the derogation as contributing to a positive image of the translational professions within the EU context; however, further research needed to be carried out on the topic. Accordingly, this article looks at how institutional translators and interpreters have been depicted in the Republic of Ireland’s English-language print media from 2007 to 2019. Using data obtained through a qualitative content analysis of the country’s three major English-language newspapers, an overview of the current situation is provided through analysis of the attitudes and opinions expressed.

The article examines the current state of affairs in Belarus and Serbia - two countries that previously were parts of the socialist federal states, but currently belong to the regions of Eastern Europe and the Balkans/South-Eastern Europe, respectively. The first part of the article is devoted to Belarusian-Serbian relations. Political cooperation is developing at the presidential, governmental and parliamentary levels, and interaction is also carried out at the level of various departments, regions and cities. For Serbia, the support from Belarus on the international scene is important, in particular, in the issue of the territorial integrity and sovereignty of Serbia. The second part of the article is devoted to Serbia’s relations with the EU and the countries of the Adriatic Euroregion. On December 22, 2009 Serbia applied for EU membership. Despite the significant progress in the negotiations, Serbia has not yet become one of the EU member states. The third part of the article analyzes relations between Belarus and its neighbors, as well as cooperation with the EU. The European Union is the second most important market for Belarusian exports (after Russia). The main trading partners of Belarus among European countries, based on the indicators of bilateral trade in 2019, are Germany, Poland, Great Britain, Lithuania, the Netherlands, Italy, Turkey, Latvia, France, Belgium, and the Czech Republic. The article concludes on the state and prospects of Belarusian-Serbian relations, cooperation of Belarus and Serbia with the EU and neighboring countries, and gives a description of the political systems and foreign policy of Belarus and Serbia.

 Although the Republic of Ireland is a bilingual country,this study illustrates that there are comparatively few domestic training options available for interpreters of spoken languages. In providing an overview of the present state of affairs, this article contextualises the current linguistic situation both within the country and at the European level. Attention is paid to the recognition of Irish as an official language of the European Union (EU), as well as tothe corresponding implications for interpreter training. In addition, the domestic situation regarding community interpreters is also outlined, with the lack of official regulation of the interpreting profession also noted. Subsequently, the options for interpreter training in tertiary education are outlined, both at the undergraduate and the postgraduate level. In addition, relevant information regarding the structure and content of the modules and courses is provided. To conclude, some thoughts regarding potential developments of interpreter training in the Irish context are outlined.

Civic online participation garnered much interest during the last decade relative to the transformation of the concept of democracy in a move from representative to participatory. In the European Union (EU), both the types and the number of online opportunities for citizen empowerment have diversified tremendously with the advancement of information and communication technology (ICT). The present study undertakes an in-depth research of Debate Europe, an online deliberation mechanism initiated in 2008 by the European Commission. A quantitative and qualitative content analysis was carried out in order to examine thoroughly the contributions received from posters for the two most popular discussion threads on the English-language portal in the 2009 EP electoral year. The empirical evidence allowed for the identification of participation dynamics based on two dimensions: interactivity and rationality. Findings suggest that such moderated discussions advanced high interactivity and rationality that could provide valuable input at the EU level. While the prerequisites for a transition from micro-public spheres to transnational civic engagement exist, this is done only partially due to the lack of an adequate infrastructure to feedback opinions into institutional decision-making mechanisms in the EU.

AbstractOne of the more striking, surprising, and optimism-inducing features of the contemporary international system has been the decline of interstate war. The key question for students of international relations and comparative politics is how this happy state of affairs came about. In short, was this a universal phenomenon or did some regions play a more important and pioneering role in bringing about peaceful change? As part of the roundtable “International Institutions and Peaceful Change,” this essay suggests that Western Europe generally and the European Union in particular played pivotal roles in transforming the international system and the behavior of policymakers. This helped to create the material and ideational conditions in which other parts of the world could replicate this experience, making war less likely and peaceful change more feasible. This argument is developed by comparing the experiences of the EU and the Association of Southeast Asian Nations and their respective institutional offshoots. The essay uses this comparative historical analysis to assess both regions’ capacity to cope with new security challenges, particularly the declining confidence in institutionalized cooperation.

Problem setting. On October 7, 2021, the Constitutional Tribunal of the Republic of Poland ruled in favor of Polish law over European Union law, which in the long run may violate the principles according to which the Union operates and the rights enjoyed by citizens of the state. Such a precedent can further serve as a basis for identical decisions of the bodies of constitutional jurisdiction of those states that have problems in fulfilling their obligations in the European community. Analysis of recent researches and publications. The problems of the functioning of the bodies of the European Union, the implementation of their decisions and the general status in EU law are widely studied in national science. In particular, many scholars have studied the legal nature of the EU, including: TM Anakina, VI Muravyov, NM Ushakov, A. Ya. Kapustina, NA Korolyova, Yu. Yumashev, BN Topornin, OYa Tragniuk, SS Seliverstov, IV Yakovyuk and others. Target of research is to establish the foundations of EU law in the functioning of Union bodies, especially the Court, as well as to determine the hierarchy of national law and EU law. Article’s main body. Over the years, the Court has, within its jurisdiction, issued a large number of judgments which have become the source of the Union’s Constituent Treaties and of EU law in general. Over the last two decades, the powers of the Court of Justice have changed significantly. In particular, this is due to the adoption of the Lisbon Treaty, which amended the EU’s founding treaties on the powers of the Court, then the reform of the European Court took place in 2015-2016, which concerned a change in the organizational structure of the Court. Despite the generally well-established case law of the Court of Justice of the European Union on the unification of the observance by the Member States of the basic principles of the European Union, the Constitutional Tribunal of the Republic of Poland adopted a decision on 7 October. Conclusions and prospects for the development. Following the decision of the Constitutional Court, the Polish authorities found themselves in a situation that significantly complicated its internal and external situation. The way out of which requires answers to fundamental questions about the legal nature of the EU. Undoubtedly, this is an issue not only between Poland and the EU, but also between other member states.

The Republic of Hungary is a landlocked country of 93000 km2 in central Europe; it is bordered by Austria, Slovakia, Ukraine, Romania, Serbia, Croatia and Slovenia. Its official language is Hungarian. Hungary joined the European Union (EU) in 2004. About 90% of the population of c. 10 million is ethnically Hungarian, with Roma comprising the largest minority population (6–8%). Currently classified as a middle-income country with a gross domestic product (GDP) of $191.7 billion (2007 figure), Hungary's total health spending accounted for 7.4% of GDP in 2007, less than the average of 8.9% among member states of the Organisation for Economic Co-operation and Development (OECD, 2009). The proportion of the total health budget for mental health is 5.1%, which is low when compared with, for instance, the UK (England and Wales 13.8%, Scotland 9.5%) (World Health Organization, 2008, p. 118, Fig. 8.1).

The European Union (EU) trade policy towards Western Balkan's countries (Albania, Bosnia-Herzegovina, Croatia, Serbia and Montenegro and the Republic of Macedonia) is one of the important tools of EU's integration strategy. The exports from the Western Balkan?s countries to the European Union(15) are preferred within special autonomous trade measures for the Western Balkan?s countries which were introduced by the EU in September 2000 (the 2000TM). The 2000TM are a far-ranging set of preferences which provide the Western Balkan?s countries with unparalleled market access to the EU, and hence with the potential both to develop the existing exports and to generate new exports. However, the Western Balkan?s countries exports to the EU are far below the level which could reasonably be expected. In all Western Balkan?s countries a number of supply-side and domestic policy reasons are identified for this under-performance, which suggests that the 2000TM are likely in part to rectify the situation. The economic regeneration of the Western Balkan?s countries will depend on the success of internal economic reform and on the adoption of economic and trade policies which specifically identify and address some serious supply-side constraints.

On 1st July 2013, the Republic of Croatia officially became the 28th member of the European Union. This event marked the fulfillment of a foreign policy goal, along with joining NATO in 2009, as a major step forward in the country’s long-term consolidation process. The article therefore analyzes the key events of the Croatia – EU relations in 2007-2008, which moved this Balkan country closer to implementing its Euro-integration course. Particular attention is paid to the peculiarities of the pre-accession negotiations with the European Union, as well as to internal and foreign policy factors that had a direct impact on the Euro-integration dialogue between Croatia and the European Union. In this context, emphasis is placed on problem issues that slowed down the dynamics of the negotiation process to a certain extent, in particular the unilateral application by Croatia of the Ecological and Fisheries Protection Zone, and measures taken by the Croatian authorities to settle them. Significant achievements of Croatia in the negotiation process with the European Union are highlighted, in particular, progress of the country in meeting the European Union criteria as well as a date determination the of pre-accession negotiations completion as an important political sign of the European Union readiness to accept a new member in future.

The aim of the present study was to analyze the situation in organic livestock farming in Croatia and Europe. In the European countries in the year 2017, around 4.5 million cattle, 5.2 million sheep, 1 million pigs and 50 million poultry were registered in organic farming. The highest share of organically registered domestic animals compared to the total population in Europe and the European Union-28 was in cattle (3.5% and 5.2%) and sheep (3.4% and 5.0%), and the lowest in pigs (0.6% and 0.7%). In Croatia the highest share is in sheep (8.57%) and the lowest in poultry (0.02%) number. The largest increase in recent ten years in the EU has been in the number of poultry (by 103%) and the smallest in the number of pigs (by 47.6%), while the increase was the number of cattle and sheep was around 76% and 74%, respectively. In Croatia organic sheep production increased the most (by 65.0%), while the number of cattle and poultry increased by 62 and 64%, and the smallest increase is in the number of pigs (by 24%). The majority of organic meat of all species of domestic animals is produced in France and in United Kingdom, while organic milk is produced mostly in Germany and France. During the year 2018, most organic beef was produced in the UK and France, organic pork in France and Finland, organic sheep meat in Spain and the UK, organic goat meat in Spain, while most of organic poultry was produced in France and in the UK. A significant increase in the number of livestock in organic farming in Europe and in Croatia indicates an increasing interest in organic livestock farming, not only increase of farmers and processors but also increase of consumers of organic products in European countries.
