In this article, I discuss problems associated with new technologies, digital communications and the future of analog interaction models. I also analyze the development possibilities of artificial intelligence and neural networks based on analog computhttping systems. The transformation today, involves a radical change in existing models and the rediscovery of the benefits of some traditional approaches, which in another context can be much more effective than existing information and digital tools. In this case, it is the analog approaches of quantum computing in combination with new technologies that lead to better results, development of society and the creation of a more human environment.

Today, it is evident that we are part of a planetary trust. Conserving our planet represents a public good, global as well as local. The threats to future generations resulting from human activities make applying the normative framework of a planetary trust even more urgent than in the past decades. Initially, the planetary trust focused primarily on threats to the natural system of our human environment such as pollution and natural resource degradation, and on threats to cultural heritage. Now, we face a higher threat of nuclear war, cyber wars, and threats from gene drivers that can cause inheritable changes to genes, potential threats from other new technologies such as artificial intelligence, and possible pandemics. In this context, it is proposed that in the kaleidoscopic world, we must engage all the actors to cooperate with the shared goal of caring for and maintaining planet Earth in trust for present and future generations.

Artificial intelligence systems to perceive human feeling have pulled in much research premium, and potential uses of such frameworks flourish, spreading over areas, for example, client mindful showcasing, health monitoring wellbeing observing, and genuinely shrewd robotic interfaces. Human are enthusiastic creatures and it assumes a significant job behind their thoughts and activity. In this way, it is important that emotion handling capacities are assimilated for planning of human condition. The investigation, recognition and synthesis of feelings can plan the human environment. In this procedure the data uses, for example, sound, visual, composed and mental data. An epic research theme to be developed in the Human Computer Interaction field is Emotion Recognition utilizing Facial Expressions.

The purpose of this article is to identify the risks, threats, and challenges associated with possible social changes in the processes of digitalization of society and transformations of traditional communication practices, which is associated with the emergence of new digital subjects of mass public communication that form the pseudo structure of digital interaction of people. The primary tasks of the work were to identify the potential of artificial intelligence technologies and neural networks in the field of social and political communications, as well as to analyze the features of “smart” communications in terms of their subjectness. As a methodological optics, the work used the method of discourse analysis of scientific research devoted to the implementation and application of artificial intelligence technologies and self-learning neural networks in the processes of social and political digitalization, as well as the method of critical analysis of current communication practices in the socio-political sphere. At the same time, when analyzing the current digitalization practices, the case study method was used. The authors substantiate the thesis that introducing technological solutions based on artificial intelligence algorithms and self-learning neural networks into contemporary processes of socio-political communication creates the potential for a wide range of challenges, threats, and risks, the key of which is the problem of identifying the actual subjects of digital communication acts. The article also discusses the problem of increasing the manipulative potential of “smart” communications, for which the authors used the concepts of cyber simulacrum and information capsule developed by them. The paper shows that artificial intelligence and self-learning neural network algorithms, being increasingly widely introduced into the current practice of contemporary digital communications, form a high potential for information and communication impact on the mass consciousness from technological solutions that no longer require control by operators – humans. As a result, conditions arise to form a hybrid socio-technical reality – a communication reality of a new type with mixed subjectness. The paper also concludes that in the current practices of social interactions in the digital space, a person faces a new phenomenon – interfaceization, within which self-communication stimulates the universalization and standardization of digital behavior, creating, disseminating, strengthening, and imposing special digital rituals. In the article, the authors suggest that digital rituals blur the line between the activity of digital avatars based on artificial intelligence and the activity of actual people, resulting in the potential for a person to lose his own subjectness in the digital communications space.

The paper presents selected results of research on the use of artificial intelligence methods, which are inspired by quantum computing solutions for modelling of electric power exchange systems. Methods used in the modelling of quantum data acquisition, quantization and dequantization of information as well as the methods of performing quantum computations were emphasized. Furthermore, we have analysed the results obtained for the neural model and for the evolutionary algorithm inspired by the quantum computer science. Eventually, the model was verified on the example of the neural model of the Electric Power Exchange (EPE).

Актуальность. Определяется увеличением заболеваемости глаукомой во всем мире как одной из основных причин снижения зрения и поздней постановкой диагноза при имеющихся выраженных изменений со стороны органа зрения. Цель. Повысить эффективность диагностики глаукомы на основании оценки диска зрительного нерва и перипапиллярной сетчатки нейросетью и искусственным интеллектом. Материал и методы. Для обучения нейронной сети были выделены четыре диагноза: первый – «норма», второй – начальная глаукома, третий – развитая стадия глаукомы, четвертый – глаукома далеко зашедшей стадии. Классификация производилась на основе снимков глазного дна: область диска зрительного нерва и перипапиллярной сетчатки. В результате классификации входные данные разбивались на два класса «норма» и «глаукома». Для целей обучения и оценки качества обучения, множество данных было разбито на два подмножества: тренировочное и тестовое. В тренировочное подмножество были включены 8193 снимка с глаукомными изменениями диска зрительного нерва и «норма» (пациенты без глаукомы). Стадии заболевания были верифицированы согласно действующей классификации первичной открытоугольной глаукомы 3 (тремя) экспертами со стажем работы от 5 до 25 лет. В тестовое подмножество были включены 407 снимков, из них 199 – «норма», 208 – с начальной, развитой и далекозашедшей стадиями глаукомы. Для решения задачи классификации на «норма»/«глаукома» была выбрана архитектура нейронной сети, состоящая из пяти сверточных слоев. Результаты. Чувствительность тестирования дисков зрительных нервов с помощью нейронной сети составила 0,91, специфичность – 0,93. Анализ полученных результатов работы показал эффективность разработанной нейронной сети и ее преимущество перед имеющимися методами диагностики глаукомы. Выводы. Использование нейросетей и искусственного интеллекта является современным, эффективным и перспективным методом диагностики глаукомы.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

New technologies like artificial intelligence, robotics, machine intelligence, and the Internet of Things are seeing repetitive tasks move away from humans to machines. Humans cannot become machines, but machines can become more human-like. The traditional model of educating workers for the workforce is fast becoming irrelevant. There is a massive need for the retooling of human workers. Humans need to be trained to remain focused in a society which is constantly getting bombarded with information. The two basic elements of physical and mental capacity are slowly being taken over by machines and artificial intelligence. This changes the fundamental role of the global workforce.
