Introduction. Nowadays, the formation of a policy of the energy-efficient economic activity is a necessary condition for revival of the national production, growth of innovative attractiveness, sustainable development, as well as achieving the European standards for energy security. Development of mechanical engineering based on implementing the energy conservation policy and using the energy-efficient policy will benefit domestic enterprises under a competitive environment. Purpose. The article’s purpose is to analyse the state of domestic mechanical engineering, as well as to reveal opportunities and prospects for enhancing energy efficiency and ensuring energy security. Methodology. The methodological basis of the scientific paper encompasses fundamental provisions of economics, scientific cognition, the general scientific principles, and historical and system approaches to studying a matter of the formation and development of energy conservation and energy efficiency in the industry of mechanical engineering. Results. The article examines the state and indicators of development of the industry of mechanical engineering, as well as prospects of implementing the energy conservation policy. The authors have analysed directions of investment support of enterprises. The authors have determined factors conducing to activation of the government activity for ensuring energy security of enterprises of the industry of mechanical engineering. The authors have proven that the latter is a foundation of the economic potential of the country, since the state of socio-economic development of Ukraine depends on a level of efficiency being inherent to the activity of enterprises operating in this industry.

▪ Abstract  Since the late 1980s, China has developed an extensive program of energy efficiency standards and labeling for household appliances. This development closely traces the rapid growth of appliance ownership and the domestic appliance industry and is an integral part of China's comprehensive energy conservation policy. The implementation of energy efficiency standards and labels for household appliances has not only achieved significant reductions in energy consumption and therefore greenhouse gas emissions in China, but it has also been instrumental in stimulating one of the world's largest appliance markets. This article reviews the historical development of Chinese programs, summarizes the most recent activities, and documents to the extent possible their impact on appliance efficiency and energy consumption.

Urgency of the research. Forming the energy policy of the national economy on the basis of the energy security concept will ensure making balanced management decisions concerning the future energy development of the country. Target setting. Both in the world and Ukrainian practices, the most common approach to forming a model of energy security is based mainly on sources of energy supply. However, such approach does not reflect the aggregation of the complexity of the relationship in energy systems. Actual scientific researches and issues analysis. Problems of studying national energy security are highlighted in works of such scientists as J. Jewell and A. Cherp, A. Kachynskyi, B. Kruyt, A. Mikhalevych, B. Sovakul, A. Shevtsov, A. Smenkovskyi, as well as of different international organizations. Uninvestigated parts of general matters defining. The concept of energy security requires further consideration in the context of a systems approach and its operationalization at the methodological level. The research objective is the conceptualization of energy security on the basis of a systems approach and its operationalization using the 4E model. The statement of basic materials. The article studies the features of functioning of energy systems and proposes a system concept of energy security. The authors suggest considering the subsystems of energy supply, energy conversion and energy consumption as its components, the assessment of energy security of which at the methodological level is performed using the corresponding system indicators: energy dependency, energy efficiency and energy conservation. The stable existence of an energy system is ensured by such a component of energy security as energy self-sufficiency. In the work, the approbation of the proposed methodological approach to the assessment of energy security in Ukraine has been carried out. Conclusions. Energy security should be considered as a system category, and its concept based on a systems approach. The operationalization of energy security is based on its assessment by means of the methodological approach using the 4E model: energy conservation, energy efficiency, and energy dependency, as well as energy self-sufficiency.

The Eurasian economic Union has adopted the technical regulation «On energy efficiency requirements for energy-consuming devices» (TR EEU 048/2019), which is applied to widely used energy-consuming devices that have a significant share in the energy consumption balance and produce a significant impact on the energy security of the EEU member States. In TR EEU 048/2019 updated quantitative requirements to energy consuming devices, with new, additional requirements for energy efficiency, corresponding to modern level of the development of energy-saving technologies, and harmonization gradually introduced requirements on energy efficiency of energy consuming devices installed in a TR EEU 048/2019, with the requirements of the directives and regulations of the European Union, suggests that energy efficiency in energy-consuming products manufactured in the member States of the Eurasian economic Union, will steadily increase and it should have a positive impact on the competitiveness of energy-consuming goods produced in the territory of the Eurasian economic Union. The introduction of the EAEU TR 048/2019 is an urgent solution for ensuring energy security of the economies and the energies of the member States of the Eurasian economic Union and will promote the promotion of competitive energy-consuming products produced on the territory of the countries of the Eurasian economic Union to the international market and will allow the population to save money on acquisitions of energy efficient energy consuming devices.

This paper analyzes the characteristics and composition of the energy consumption system of the building from the perspective of systematic energy conservation and presents the systematic framework of the consumption model. Based on the framework, the paper focuses on how to establish a building energy consumption assessment system, find the energy efficiency index system and assessment approaches, and apply the results directly into building energy conservation and emission reduction. It not only facilitates greatly the overall and efficient management of the energy consumption system of the building, but also serves as another new approach to achieve energy conservation and emission reduction.
