The paper deals with the management of agricultural businesses that operate in low-production conditions known as the LFA (Less Favoured Areas). Under these conditions, there are more than half of farms – legal entities. The past analyses have suggested that these farms are gaining more support funds, but objectively their costs are higher. The disparity is reflected in almost half of the loss-making farms, with worse results achieved more by agricultural cooperatives than by business companies. In the terms of the measures implemented in the rural development plan, the LFA farms apply multifunctional production structures. Slovak farms operating in the LFA conditions in the EU do not achieve the performance of the average LFA farms in the EU-25; however, they neither receive the amount of supports received by these farms in the Union.

The financing of agri-environmental target programs which is a prominent area in the EU became possible during the implementation and successful operation of the National Agricultural Environment Protection Program (NAPP) launched in 2002. Through this program we gained experience in the field agri-environmental measures which are financed from the Guidance Section of European Agricultural and Guarantee Fund in the European Union. The agri-environmental measures which are included in the National Rural Development Plan (NRDP) were implemented in Hungary in the fall of 2004 when the farmers handed in their application after the publishing of the related law. The NAPP financing is still active, but not significant since most farmers have chosen NRDP measures.We are examining the experience of the above programs after studying some theoretical aspects of the agricultural economics and the EU laws. We try to analyse the most important experiences of NAPP including the legal background, news opportunities yielded by target programs, the financing, organisation, and institutional background. We will present the results taking into consideration the data of the winning applicants.

Rural Development Plan (RDP) measures support farmers in improving the sustainability of their agricultural holdings. The implementation of these policies has economic, social, and environmental impacts, which are monitored either ex-ante, ongoing, or ex-post, as required from the European Commission impact assessment guidelines. In this frame, this paper aims to assess the impacts of RDP measures on the sustainability of agricultural holdings. For this reason, a positive mathematical programming (PMP) model was developed and implemented in combination with a set of economic, social, and environmental indicators. The model was used to assess the ex-post impacts of the measure titled ‘Modernization of agricultural holdings’ of the Greek RDP 2007–2013. This research was conducted on a sample of 219 agricultural holdings in a region of northern Greece. The impacts were measured through the changes of the crop plan in the agricultural land. The results show that the measure has positive economic impacts, negative social impacts, and negative impacts on most of the environmental indicators. The results also underline the significant role of the impact assessment process in supporting policymakers in understanding the impacts of their policies.

The paper deals with EU financial support mechanisms for agricultural holdings (in terms of spatial differentiation) and includes the issues related to a range of activities within the Rural Development Plan/Programme [Polish: PROW] which were conducted between 2002 and 2004 (Rural Development Plan) and between 2007 and 2010 (Rural Development Programme 2007–2013) and with regard to the organisation and technological development of agriculture, i.e. afforestation. The research demonstrated serious territorial differences in the amount and structure of European funds acquired by agricultural holdings in poviats located in the Warmińsko- Mazurskie voivodeship. Two indices were used in the study: poviat activity (comparison of the number of applications submitted) and absorption of funds in agricultural holdings (comparison of the number of payments made) which were considered together as a composite index of EU fund utilisation, whereby the funds acquired in the periods of 2004–2006 and 2007–2010 were treated separately. A holistic analysis was also carried out and it included the entirety of European Programme Measures, with special attention paid to the differences between spatial patterns observed between 2004 and 2010 per 1 ha of forest. Additionally, a co-relation between poviat activity, payments made and forest land area was analysed. The study included also the relationship between the absorption index and the forest land area. It has been shown that the Common Agricultural Policy [Polish: WPR] instruments dedicated for pro-ecological agricultural activities in poviats of the Warmińsko-Mazurskie voivodship – mostly with regard to afforestation – contribute to spatial changes in the land use structure.

IntroductionThe 1970–4 Kenya Development Plan designated four levels of centres to stimulate rural development: urban centres as the main commercial centres for an entire district, mostly district headquarters though some like Kajiado, Narok and Kitui have not been so designated; rural centres to serve a population of at least 40,000; market centres to serve populations of about 15,000; and local centres to cater for populations of at least 5,000. Thirty six urban centres, 140 rural centres, 231 market and 600 local centres were identified (see Kabwegyere n.d.: esp. ch. 6).
