The level of innovation activity has not changed for a large number of years, despite the measures taken by the state. Based on empirical data, the article examines the dynamics of the following components of companies’ innovative activity in high-tech and low-tech sectors of the manufacturing industry: introduction of product and other types of innovations; activities to improve the qualifications of personnel; purchase of licensed foreign technologies and intangible assets. We also tested the statistical significance of differences in the levels of innovation activity of high-tech and low-tech companies in different economic conditions using the t-criterion. The analysis showed a decrease in the share of companies engaged in any kind of innovative activity. During the period of economic growth, both high-tech and low-tech companies made equal use of opportunities to increase innovation activity. It was found that the level of innovation activity among high-tech companies declines to a lesser extent than among low-tech companies during the crisis. In these conditions, high-tech companies are more actively using "internal reserves": they are working more to improve the skill level of staff and implementing innovation processes. During periods of high and low rates of economic growth, high-tech companies often buy new technology, but it does not lead to greater innovation activity; companies are only updating their technological base. During the period of weak economic growth, companies in both sectors continued to reduce their innovative activity in all areas. The resumption of growth trends in innovative activities is possible only when companies see the prospects from the implementation of innovative activities.

The innovation-oriented activity of enterprises is vital to the formation of competitive positions of the national economy on the world scene. Moreover, the importance of innovation is due to the complex modern economic conditions. Because of the sanctions from developed countries, it is necessary to increase production activities within the country in order to meet domestic demand, as well as to improve cooperation with the countries of the Eurasian Economic Union and Southeast Asia. The study focuses on strategic planning and management of high-tech developments and innovative technical solutions. The authors predicted the financing of science in Russia until 2030. The paper uses comparative analysis, systematization, induction, and deduction. Russia has developed a positive trend in financing the R&D sphere until 2030, which will improve its position in the global competitiveness rating. These findings can be used by managers of enterprises with innovation activities, by authorities regulating innovation activities in Russia, and by specialists in the field of innovation.

Introduction and aim of the research: The urgency of the topic of research is determined by the need to find ways to improve vocational guidance work with young people in Ukraine in the context of globalization and European integration processes. Integration of our country into the international scientific and educational space, the dynamic development of a market economy, which causes a rapid change in the world of professions, place new qualitative requirements for specialists of all specialties.Research hypothesis. In the context of the actual principle of humanization of social life and according to professional orientation activity on a separate person the main criterion of efficiency of all procedures of vocational guidance and its system as a whole should recognize the degree of conformity of the chosen profession to his professional abilities and interests.The aim of this research is a generalization of the experience of vocational guidance work, the definition of shortcomings, the drawing of ways to improve it.Methodology: The methodological basis of the study is based on the use of general methodological provisions: professional ethics; the philosophy of professions; Theories of professionalism about the factors of formation and recognition of professions; professional pedagogy and labor psychology; professiology; professionography.Results: The article researches the effectiveness of using the practice of introducing innovative approaches and a complex of professional orientation measures in a new format in work with entrants, in the conditions of increasing competition in the field of higher education in Ukraine. The urgency of this problem is the need to improve the quality and efficiency of recruiting future students in higher education.Conclusions: The result of the development of an integrated approach to the implementation and realization of new recruitment activity at the university, aimed at finding gifted students and facilitating their further development in areas where their strongest talents will be the formation of a qualitatively new contingent of students. This will give impetus to the development of research projects under the auspices of leading scholars with the active involvement of interested students in this activity and will allow massive involvement of talented entrants, increase the prestige of higher education and create innovative and high-tech educational programs and projects.


Subject China's Made In China 2025 industrial policy framework. Significance Made In China 2025 (MIC 2025) is a ten-year policy framework for comprehensively upgrading the technological base of China’s manufacturing sector. Its aims to make the country a world leader in high-tech production, and switch it to an innovation-driven and environmentally sustainable pattern of economic growth. Impacts Chinese policymakers will use market forces selectively, seeing them as just one tool among others. There is a risk that heavy state involvement will in some cases hold back competition and innovative private entrepreneurship. Penalties from Washington and other governments will raise the cost of technological espionage, but perhaps not prohibitively. Resistance to Chinese high-tech acquisitions will grow stronger in the West, not only in the United States.
