In this paper the authors proceed from defining the concept of balance of forces, theoretical understanding of the balance of forces from the aspect of the scientific understanding of the realistic theory of international relations with concrete examples from the history of international relations. However, the focus of the work is an analysis of the power between a single world power (USA) and major powers (Russia, China) in a possible balance of power.The aim of the paper is to try to point out, through a relatively brief review, the possibility of establishing a balance of forces in the 21st century.

Africa turned the corner of marginalization in international affairs at the beginning of the 21st century. The end of the Cold War and global shifts in power toward the end of the previous century were closely followed by “Africa rising.” This contrasted previous decades-long narratives of a hopeless, war-ravaged, and plague-ridden continent. The Africa rising mantra followed reforms implemented in the late 1980s and early 1990s that improved institutional capacities and established African countries on firm business, economic, and political trajectories. This promised improved business environment, economic vitality, and positive democratic outlook. Africa has thus become important to major powers. They court it for its support to govern challenges that necessitate international cooperation and to enhance the major powers’ influence in global institutions and on the world. Rising Asian economies such as China and India compete for Africa’s natural resources against traditional global powers like the European Union (EU). The EU has long been economically and politically involved with Africa and has generally dominated these relations. Leading theories, discussions, and research that examine the historic, economic, and geopolitical factors at play in the evolution of African Union (AU)-EU relations suggest that elements of dependency are a calculated creation of colonialism and encounters that occurred between Africa and Europe before the advent of colonialism. Dependency continues to characterize these relations, as shown by formal AU-EU pacts. Decolonial scholars argue that the dependency is real, as Africa did not demolish colonial structures at independence. Some critical scholars further argue that the history of colonialism is also pertinent to the history of the EU in that the history of European integration was partly influenced by the history of colonialism. That is, the history of colonialism contributed to the political creation of the EU, and attempts by Western European countries to form a pan-European organization coincided with early 20th-century efforts to stabilize colonialism in Africa. The European countries could only efficiently exploit Africa by combining their political and economic capacities. AU-EU relations face many challenges in the 21st century. Influence in the relations is predominately unidirectional, with the EU determining the terms of engagement even on issues peculiar to Africa or the AU and where the latter appears to have the upper hand. The challenges show that the AU and EU are interdependent, but the onus is on the AU to set priorities right and enhance capabilities for engaging the EU. This would be easier if the EU were not continuously devising ways to maintain its dominance in the “partnership.” An overarching challenge in the partnership, therefore, is finding common ground and leveling the playing field.

International Relations (IR) is no longer considered as an academic discipline that analyzes the major powers or great powers’ activities only. From its Cold War content of emphasizing on traditional state-centric security, it has traversed a long way to expand its subject matter. Similarly, smaller nations and their imprints on international politics are also emerging as a significant area of inquiry in IR. This article seeks to contribute to this inquiry by discussing Bangladesh’s rising significance and how academic IR addresses this issue. It traces the history of IR in Bangladesh as well as its gradual expansion. It discusses the growth of IR as an academic discipline at the University of Dhaka, Bangladesh, that gradually led to the development of IR studies in other parts of the country. The article documents this growth, which is the first of its kind to trace the rise and development of IR in Bangladesh. It therefore fulfils the lacuna in understanding how and where the growth of IR took place in a non-western country. One might contend what is the relevance of studying IR in Bangladesh. The article argues that despite being physically small , academic IR has generated interest in Bangladesh due to the changing geostrategic significance of the country. The article outlines the rising geopolitical significance of Bangladesh where great powers are interested to come and be a part of Bangladesh’s development. It is in this context, the study of IR becomes more pertinent in Bangladesh.

Every discipline which deals with the land question in Canaan-Palestine-Israel is afflicted by the problem of specialisation. The political scientist and historian usually discuss the issue of land in Israel purely in terms of interethnic and international relations, biblical scholars concentrate on the historical and archaeological question with virtually no reference to ethics, and scholars of human rights usually evade the question of God. What follows is an attempt, through theology and political history, to understand the history of the Israel-Palestine land question in a way which respects the complexity of the question. From a scrutiny of the language used in the Bible to the development of political Zionism from the late 19th century it is possible to see the way in which a secular movement mobilised the figurative language of religion into a literal ‘title deed’ to the land of Palestine signed by God.

Abstract The article discusses the research activities of Vladimir Mikhailovich Khvostov, his creative legacy on issues and problems of international relations of the early ХХ century; the life of V.M. Khvostov, characterization and evolution of his approaches and views on the history of international relations, foreign policy. A prominent organizer and theorist in the field of pedagogical Sciences, academician Vladimir Mikhailovich Khvostov played a significant role in the formation of the Academy of pedagogical Sciences of the USSR – the all-Union center of pedagogical thought. As its first President, he paid great attention to the development and improvement of the system of humanitarian education in the school, taking into account all the tasks and requirements imposed by the practice of Communist construction in our country. In his reports and speeches at various scientific sessions and conferences, he repeatedly emphasized the exceptional importance of social Sciences in the training of not only educated girls and boys, but also in the formation of politically literate youth.

This chapter introduces the theme of the book: scientific understanding. Science is arguably the most successful product of the human desire for understanding. Reflection on the nature of scientific understanding is an important and exciting project for philosophers of science, as well as for scientists and interested laypeople. As a first illustration of this, the chapter sketches an episode from the history of science in which discussions about understanding played a crucial role: the genesis of quantum mechanics in the 1920s, and the heated debates about the intelligibility of this theory and the related question of whether it can provide understanding. This case shows that standards of intelligibility of scientists can vary strongly. Furthermore, the chapter outlines and defends the way in which this study approaches its subject, differing essentially from mainstream philosophical discussions of explanatory understanding. It concludes with an overview of the contents of the book.
