This research acknowledges the current service delivery chaos manifested through numerous protests justifying the weakness of the “Batho Pele” good governance principles to facilitate, improve and sustain service delivery by local governments. The success of corporate governance in corporate companies and state owned enterprises is recognised prompting suggestions that local governments should too adopt corporate governance principles or King III to be effective. The research reviews the King III and literature to ascertain the lack of research on corporate governance in local governments in South Africa. Considering the particular set-up of local governments, the research doubts the successful application of King III in local governments. Through critical research theory, the current service delivery crisis in local governments in South Africa is described. The success of corporate governance systems in the United Kingdom and Australian local governments justify the need for a separate corporate municipal governance system as a solution to the crisis. A specific change of legislation and corporate governance guidelines is necessary to address the uniqueness of local governments. Hence, corporate municipal governance should be compulsory and based on ten standardised good governance principles via a code of corporate governance and a corporate governance framework responding to specific prerequisites for success

For nearly four decades, we have been witnessing the development of the concept of corporate governance. This concept has evolved considerably since its appearance because of its multidisciplinary nature and the high diversity of its theoretical grids. There are two main theoretical approaches. The disciplinary and cognitive approaches. Given the challenges and opportunities of digital transformation and its inevitable impact on the bank's business model, it is natural that it also impacts on its governance. This impact can be analyzed from the two dimensions of governance. First, a cognitive dimension, which concerns all the players in the governance system, particularly the board of directors. Then, a disciplinary dimension dictated by the radical transformation of the confidence relations (Board of Directors/managers) established by the blockchain technology which could call into question the notion of opportunism advocated by the agency theory as the basis of the disciplinary approach of governance. In this paper, we will explore from an unprecedented analysis of the impact of digital transformation on banking governance. This analysis will focus on the two dimensions of governance: disciplinary and cognitive. Finally, an empirical study will be presented on the digital transformation at the level of Moroccan banks which refers in particular to the cognitive aspects of governance. To unlock the full potential of ICT-related public sector innovation and digital transformation, governments must embrace collaborative working structures and leadership, is commonly argued. However, little is known about the dynamics of such collaborations in contexts of hierarchy, silo cultures, and procedural accountability. A widely voiced but empirically insufficiently substantiated claim is that bringing cross-cutting digital endeavours forward requires more lateral, network-based approaches to governance beyond traditional Weberian ideals. We test this claim by shedding light on three distinct challenges (complexity, risk, and power imbalance) encountered when implementing the specific collaborative case of the German Online Access Act (OAA) and by examining how they have been addressed in institutional design and leadership. Our analysis, which combines desk research and semi-structured expert interviews, reveals that flexible, horizontal approaches are on the rise. Taking a closer look, however, vertical coordination continues to serve as complementary means to problem-solving capability.

The global governance system developed in the 1990s as a result of a path-dependent sequence that started with the choice of embedded liberalism in the 1940s. The post-Second World War constellation provided a critical juncture that led to institutionalized embedded liberalism and collective security under American leadership. Afterwards, self-reinforcing mechanisms strengthened this institutional design. This whole dynamic was accelerated by an external push when the Soviet empire faltered and functional differentiation could develop its full potential. Together, these developments created a new critical juncture. As a result of the decisions taken in this situation, a global governance system emerged. It consists of loosely coupled spheres of both political and epistemic authority. Overall, the authority of IOs has increased remarkably. As a consequence, this global governance system co-produces reactive sequences. It contains serious deficits undermining its acceptance and sustainability leading to resistance and demands for change.

Rapid industrial growth in the early twentieth century, linked to the construction of railways, transformed Kalisz, located on the western edge of Russian Poland. In Urban Planning and Municipal Governance in a Period of Rapid Change: A Frontier Town in Russian Poland at the Turn of the Twentieth Century, Makary Górzyński examines how Kalisz's projects for new infrastructure and public services were thwarted by Russian Poland's inefficient municipal governance system. Górzyński describes the emergence of modern urban planning discussions among the elites of Kalisz, who debated the political, legal, and social dimensions of industrial urbanization in Russian Poland. This emerging discourse ascribed the industrial city's suburbanization and ad hoc architecture to the conflictual social conditions in which Polish, Jewish, German, and Russian communities coexisted and competed. Urban planning initiatives and new theories of town management and construction developed from the urban politics of this multiethnic Polish city under Russian rule.

The corporate governance system in Hong Kong and mainland China was transplanted from Western countries. However, the latest ranking in corporate governance in Asia shows that Hong Kong moved to the top of the 2007 ranking above 11 other Asian countries while China was not even included.2 How can such a huge difference be explained? This article compares and discusses the reasons for the difference in corporate governance in Hong Kong and China. In particular, it focuses on discussing local cultural influences and institutional design on the implementation of the system of protection of minority shareholders in Hong Kong and China.

Abstract Friedrich Kratochwil engages critically with the emergence of a global administrative law and its consequences for the democratic legitimacy of global governance. While he makes important contributions to our understanding of global governance, he does not sufficiently discuss the differences in the institutional design of new forms of global law-making and their consequences for the effectiveness and legitimacy of global governance. I elaborate on these limitations and outline a comparative research agenda on the emergence, design, and effectiveness of the diverse arrangements that constitute the complex institutional architecture of contemporary global governance.
