In fact, indigenous sports and games are struggling for survival on its soil of birth. At this critical juncture, to save these indigenous activities from gradual extinction, Entrepreneurs can do Entrepreneurship program for these sports and games to save, preserve and popularize them through economic activities.

Resumo Este artigo aplica os conceitos de path dependence e critical juncture às relações intergovernamentais, estabelecidas concretamente entre municípios e estado no processo de metropolização de São Paulo (década de 1940), como metodologia de análise institucional histórica dos serviços de saneamento da Grande São Paulo. Da análise das legislações municipais e estadual, constatou-se o desenvolvimento institucional histórico da Sabesp e o processo de consolidação da trajetória dependente da prestação interdependente dos serviços de saneamento entre operadoras municipais (distribuição local) e estaduais (produção regional) durante o processo de metropolização da Grande São Paulo. Essa trajetória institucional dependente permanece até os dias de hoje na Região Metropolitana de São Paulo, como origem de conflitos judiciais por meio dos quais a Sabesp vem ampliando a sua atuação nos municípios metropolitanos.

This study explores #presidentspartingwords, a viral hashtag that accompanied the eulogy-like posts that social media users created about themselves in spring 2020 by satirically emulating president Alexander Lukashenko’s patronizing remarks about the first coronavirus victims in Belarus, an authoritarian post-Soviet country. The study examines how the online public used these discursive sites to challenge the governmentally sanctioned subject positions, which construct Belarusians as inapt dependents of the state, by articulating themselves as efficacious,autonomous agents. The study argues the coronavirus pandemic served as a “permissive condition” for critical juncture by disrupting thelogic of the official discourse in which Lukashenko is assigned the role of the major, if not the only, rhetor imbued with the legitimacy to speak on behalf of the Belarusian people. I argue that approaching the coronavirus as a potential critical juncture offers critical mediascholars a useful analytical category for theorizing the discursive conditionality of political change.

PurposeThe Group of 20 (G20) is tasked with responding to economic shocks in the global financial system, with COVID-19 having proved to be the most significant shock since the G20's inception. COVID-19 also represents the first economic crisis accompanied by a concerted attempt to “build back better”, principally through a climate-compatible recovery. In 2021, there is little clarity as to the G20's response to this challenge, primarily due to considerable divergence in the green stimulus practices of its member states. The paper aims to investigate whether the G20, climate change and COVID-19 are critical juncture or critical wound.Design/methodology/approachHistorical institutionalism (HI) suggests that one can explain an institution's future response by reference to its developmental pathway to date. This contribution adopts its concept of “critical junctures” to shed light on the G20's possible institutional response to COVID-19. The contribution undertakes a comparative analysis of the global financial crisis (GFC) and COVID-19 as possible critical junctures for the G20.FindingsIn doing so, the work demonstrates that the G20 “building back better” from COVID-19 requires a shift away from its institutional orthodoxy to a much larger degree than its response to the GFC. Accordingly, whilst both the GFC and COVID-19 may be considered critical junctures for the G20, only COVID-19 has the potential to be a “critical wound” that leads to institutional redundancy.Research limitations/implicationsThrough interrogating this further, this exposition prospectively outlines two possible futures the G20 faces as a consequence of COVID-19: reform or redundancy. In this way, it offers an ex ante perspective on policy-reform options for the G20's ongoing response to COVID-19.Practical implicationsWhichever choice the G20 makes in its response to COVID-19 has profound consequences for global governance in an increasingly unpredictable world.Originality/valueHerein lies the importance of an exploratory assessment of COVID-19 as a critical juncture or a critical wound for the G20.

Roughly speaking, the "Scramble for Africa" refers to the infamous invasion by the West European colonists between 1884 and 1914 of Africa and the dividing of the continent into different zones under the so-called names of protectorates, colonies, and free-trade areas. Hence, it can be said that West European colonialism set the stage for most of the deep sufferings of today's Africa by sowing the seeds of future conflicts through unbridled greed and selfishness. During the Rwandan genocide of 1994, members of the Hutu ethnic majority murdered as many as 800,000 people, mostly of the Tutsi minority. France did not have a direct role as a colonial administration in Rwanda. However, since France has historically played a leading role in the colonization of Africa, she tried to be the dominant actor in the region in every sense in the 1990s.France's efforts to manipulate domestic politics in Rwanda; its close ties with the ruling Hutu government; her arms sales to the country; her use of military force under the guise of defending the la francophonie (French-speaking world) and while doing so pushing aside the UN force; taking a stand with the Hutu forces in "Opération Turquoise" instead of being impartial as stipulated in the UNSC resolution caused France to be confronted with serious allegations that she was complicit with the Hutu in the Tutsi genocide in Rwanda.Recently published comprehensive report prepared by an US law firm upon the request of Rwandan government about the role of the French government in connection with the 1994 Genocide Against the Tutsi in Rwanda ends up with the conclusion that "the French government bears significant responsibility for enabling a foreseeable genocide."French President Emanuel Macron on 5 April 2019, by sending a letter to Prof. Vincent Duclert, a historian and Inspector General of French National Education, asked the establishment of a commission under his presidency to examine all the French archives concerning Rwanda, covering the years 1990-1994. The report prepared by the Research Commission (the Duclert Report) was presented to President Macron on 26 March 2021. It is mentioned in the report that "The Commission doubtlessly missed certain documents, those that either disappeared or were never deposited in public archival centers." It is understood from the statements of Duclert in the interviews he gave after the publication of the report that the President of the French National Assembly did not grant access to the archives of the Parliament on this subject. The Duclert report stated that “the French authority demonstrated a continual blindness in their support for a racist, corrupt and violent regime... The Rwandan crisis ended in disaster for Rwanda and in defeat for France.”. However, the report also claimed that France is not an accomplice to the genocide of the Tutsi. The report explained this point in the following way: “Is France an accomplice to the genocide of the Tutsi? If by this we mean a willingness to join a genocidal operation, nothing in the archives that were examined demonstrates this.”The 1990s constitute a "critical juncture" in world history.In this context, it should be remembered that notable political events and developments were concentrated in the 1990s.In fact, the 1994 Genocide against the Tutsis in Rwanda is one of the most horrific chapters of this "critical juncture". Despite what was written about the actions of French governments in Rwanda in the 1990s before, during, and after the genocide, the truth about the responsibility of the then French authorities continues to be obscured.

Abstract There has been a significant transformation in the field of intellectual and developmental disabilities (IDD) over the last 5 decades. Although this transformation has profoundly influenced multiple stakeholders, the field is currently at a critical juncture and facing a number of social and political challenges. Given the relevance of the question, “where is the field of IDD and where do we go,” the present article describes the field's transformation, and suggests future action steps to facilitate and sustain the transformation. The seven action steps discussed in the article relate to using precise terminology, incorporating a functional and holistic approach to IDD, embracing the supports model and evidence-based practices, implementing outcome evaluation, empowering individuals and families, understanding better the multidimensional properties of context, and incorporating an explicit notion of professional responsibility.

<div>Undoubtedly, the Canadian telecommunications industry is at a critical juncture with respect to competition. Telecommunications services are becoming increasingly essential for Canadian citizens to effectively participate in the economy, democracy and society more broadly. As such, it is critical to explore the various policy mechanisms that can deliver all Canadians an affordable and high quality experience as mandated in section seven of the Telecommunications Act. The study focuses on potential ways to cultivate a meaningfully competitive telecommunications environment that can better represent public interest. Drawing on a litany of international and domestic regulatory decisions, both past and present, in conjunction with academic journals, Candian Radio-television and Telecommunication Commission (CRTC) regulatory proceedings and contemporary news articles, the paper demonstrates that the lack of meaningful competition in the Canadian telecommunications industry is limiting positive outcomes for Canadian citizens in regards to affordability, choice and coverage.</div>
