scholarly journals Conceptual Basics of Standardization of Ecological and Free Flow for Rivers in Kazakhstan

The article presents methodical proposals concerning replacement of the approved norms for calculation of sanitary releases from reservoirs for ecological flow, proposals for the methods of determination of the ecological flow parameters that could be accepted for Kazakhstan for the river flow regulating. We tried to use the developed methodical principles based on ecological safety for determination of scientifically proved quantitative dependencies and norms of the flow permissible withdrawal for the main rivers of Kazakhstan. Within the framework of the performed studies Kazakhstan as the Chairperson of the Convention on Transboundary Water Courses and Water Bodies of the UN EEC intends to present the methods for determination of ecological flow and permissible river flow withdrawal for discussion.

The authors have recommended the sequence of actions to realize the Federal project «Preservation of unique water bodies» as a component of the National project «Ecology». We have presented practical recommendations concerning measures aimed at the federal project realization, a standard list of actions and a toolbox for assessment of the water bodies’ ecological safety. We have demonstrated a possibility of the unificated approach to studying the dynamics of the basic indicator of anthropogenic load in order to assess the watercourses quality (dynamics along the river flow) and water bodies (dynamics in time) taking into account local and diffuse negative impacts. The standardization areas that are to compensate deficiencies in nature/protective legislation.

<p>Some areas in the city of Bandung is an area that dilitasi by the flow of the river, to prevent the introduction of garbage into the river basin is necessary to note the waste management systems in residential areas along the river. Cidurian river has a length of 24.86 Km along the river flow. Consists of the city of Bandung and Bandung regency. Administrative regions Cidurian River past eight (8) districts, from the region in the District Kiaracondong precisely Village Babakan Babakan Sari and Surabaya populous and the most densely populated. Thus, there should be community-based waste management in the form of a reduction in resources to prevent potential entry of waste into the river basin. Planning waste reduction will be divided into two, namely the reduction of inorganic waste with waste bank then the reduction of organic waste with absorption holes biopori, and bio reactor mini determination of the reduction is determined by the results of the analysis of the sampling covers the composition and garbage, then the result of the measurement characteristics test and analysis results questionnaire.</p>
