Outsourcing refers to the concept of delegating certain tasks to an external team. It can be a differentiating factor that can aid an organization gain a competitive advantage. Consultants can bring valuable experience on domain knowledge, interdisciplinary applications, and benefits from economies of scale. From ensuring effective use of resources to venturing into uncharted sectors, outsourcing can have a myriad of benefits for a project team. Similar to most business processes, there is an inherent trade-off that needs to be made when outsourcing. Risk management protocols are required when outsourcing, to balance execution control and collaborate effectively. Within the scope of IT projects, this research aims to survey the various methods of strategic outsourcing and the contexts in which they operate. Further sections attempt to analyze case studies based on the aforementioned aspects. Based on the available literature, the research consolidates best practices in outsourcing and presents recommendations on aligning them with project goals. Finally, the potential concerns that need to be addressed when trying to outsource activities are presented. Therefore, the research to be done within this analysis will look to dissect existing literature to assess current outsourcing practices. Additionally, the research will look for reasons why outsourcing was/is not as successful as it could be, as well as evaluate how outsourcing in IT has changed with the occurrence of the COVID-19 pandemic.

The purpose of this work is to identify the main problems in the formation and development of PPP projects in Russia, as well as to propose ways to solve them. The article analyzes the significant barriers hindering the development of PPP in Russia, based on the results of international and Russian studies. The study found that a strategic PPP approach has the potential to mitigate cost overruns and facilitate the timely delivery of each project phase on a timetable by clearly delineating governance, sharing common risks, integrating resources, applying best practices, and setting cost budgeting and accountability throughout life cycle. PPP in the long term can solve each of these tasks to varying degrees, depending on the project. Recently, the development of public-private partnerships (PPPs) and overcoming barriers to the implementation of investment and construction projects in the form of PPPs have become increasingly relevant and discussed at the state level, as well as among large and medium-sized businesses in Russia. The development and improvement of financial mechanisms within the country will create a basis for the effective use of resources, business and government opportunities in the development of PPP projects, in particular infrastructure.

This paper reviews modern technologies for the recycling of asphalt, which is a key element for effective use of resources. The major goal of the industry is to create a true recycling, meaning that the reclaimed asphalt is used in the same road layer where it has been used before. This requires the ability to produce high-quality asphalt while incorporating high-ratios of reclaimed asphalt. Depending on the situation of the regional road construction industry different strategies for re-using reclaimed asphalt are appropriate. In this paper, we provide an overview on best practices for recycling on asphalt mixing plants.

The implementation of formal efficiency procedures is quite new in It projects. There are different approaches regarding the best practices in the IT project management (Carvalho, Laurindo & Pessôa, 2003; Laurindo, Carvalho & Shimizu, 2003).


The article examines the current condition, problems, and prospects of the development of hospitality and catering sphere for people with disabilities. The subject of the article in modern conditions is relevant and important in the development of promising areas of modernization of hospitality and catering enterprises that take into account the requirements for an accessible environment for people with disabilities. The authors see the purpose of the study in developing a method for analyzing the effective use of equipment at hospitality and catering enterprises for people with disabilities. The authors consider theoretical aspects of development and implementation of analysis methods. The article proposes a comprehensive solution to eliminate violations in the organization of a barrier-free environment for people with disabilities. Suggested the necessary list of business processes to monitor the effectiveness and quality of care for people with disabilities. This confirms the practical significance of the study. The authors propose a method for analyzing the coefficient of effective use of equipment and define an area of application of this method. The proposed methodology will allow a comparative analysis between hospitality and catering enterprises to identify best practices for working with people with disabilities. Businesses which are using the proposed technique will have a competitive advantage to attract a larger percentage of consumers and increase the economic efficiency.

This plan can utilize enterprise architecture planning methodology that produces data architecture, application architecture, technology architecture, and the direction of its implementation plan for the enterprise.CV Biensi Fesyenindo is engaged in retail garment, with branches throughout Indonesia, covering the areas of Kalimantan, Sulawesai, NTB, NTT, Bali, Java and Sumatra. In their daily activities, they carry out production to distribution processes to meet market and employee needs.The enterprise architecture model used in this study is by using Enterprise Architecture Planning (EAP). EAP is a process of defining enterprise architecture that focuses on data architecture, applications and technology in supporting business and plans to implement the architecture, where the EAP method has several stages, starting from planning in planning, business modeling , Current System and Technology (Current System & Technology), Data Architecture (Data Architecture), Application Architecture (Applications Architecture), Technology Architecture (Technology Architecture), Implementation Plans (Implementation Plans).The results of this study are recommendations for information systems for Fesyenindo Biensi CV in the form of enterprise architecture planing blue print planning that is successful in defining 5 main business processes, which consist of application architecture data architecture and for technological architecture to produce technology architecture proposals divided into 5 chapters 110 pages .

The tutorial is aimed at the problems of using outsourcing as a factor of the reorganization of business processes of an enterprise to achieve efficient use of resources and competitiveness of the enterprise. The article reveals the organizational and economic mechanism for making management decisions on the transfer of individual business processes of enterprises to outsourcing, which contributes to their operational management in the management system.

Projects that require analytical support can evolve from a number of different situations, for example new molecular entities from drug discovery; process changes; packaging changes; site changes; line extensions; and inlicensed projects and compounds. Laboratory automation has been shown to provide a viable and practical solution to assisting in analytical development. However, it is not always the most logical answer. A truly flexible and responsive analytical unit will make a decision on a case-by-case basis, when faced with a new project, whether it is best to: automate some or all aspects/testing involved; contract out to a reputable and approved contract research organization (CRO); hire temporary help; use available in-house resources; use a combination of the options shown above (for example to evaluate the complexity of the new project versus what the in-house resources are currently working on). The paper discusses the advantages and disadvantages of the various options with respect to providing analytical support and suggests optionsfor the most effective use of resources. The role of automation as one of the important tools in the arsenal of these options is highlighted.
