The article examines the current condition, problems, and prospects of the development of hospitality and catering sphere for people with disabilities. The subject of the article in modern conditions is relevant and important in the development of promising areas of modernization of hospitality and catering enterprises that take into account the requirements for an accessible environment for people with disabilities. The authors see the purpose of the study in developing a method for analyzing the effective use of equipment at hospitality and catering enterprises for people with disabilities. The authors consider theoretical aspects of development and implementation of analysis methods. The article proposes a comprehensive solution to eliminate violations in the organization of a barrier-free environment for people with disabilities. Suggested the necessary list of business processes to monitor the effectiveness and quality of care for people with disabilities. This confirms the practical significance of the study. The authors propose a method for analyzing the coefficient of effective use of equipment and define an area of application of this method. The proposed methodology will allow a comparative analysis between hospitality and catering enterprises to identify best practices for working with people with disabilities. Businesses which are using the proposed technique will have a competitive advantage to attract a larger percentage of consumers and increase the economic efficiency.

The incorrect labeling of people with disabilities as people with special needs constitutes not only a violation of equality but also a special criminological and criminal justice phenomenon. There are no special needs, but just different ways of satisfying them. The subject of this paper is an analyses of the impact of labeling people with disabilities and language disability on a discriminatory process and considers whether the victimization of persons with disabilities engenders inequality. The labeling of people with disabilities throughout history will also be considered. A questionnaire was distributed via Facebook in order to explore the opinions of users of social networks on language disability and its impact on discrimination. The aim of the paper is to highlight the effect labeling has on the overall social situation of people with disabilities. It is argued that the accurate usage of appropriate linguistic terminology would help prevent the victimization of persons with disabilities and accentuate the realization of their full participation in contemporary society.

Este artigo tem como objetivo discutir as ações dos Conselhos Municiais dos Direitos da Pessoa com Deficiência em relação a Educação. Consideramos que a consolidação deste Conselho se deu com reivindicações, lutas e disputas de diferentes segmentos da sociedade, e que, portanto, pode ser um espaço importante para as lutas das pessoas com deficiência, mesmo que como espaço de direitos formais. Para esta pesquisa, buscamos elucidar as demandas, disputas e reivindicações relacionadas direta ou indiretamente, com a educação dos sujeitos deficientes, objetivando refletir sobre os limites e possibilidades da ação do CMDPD referentes aos assuntos relacionados a educação. Para tanto, utilizamos como procedimento metodológico a análise de documentos, dos quais se destacam decretos e normativas e 17 atas de reuniões com CMDPD de Florianópolis. Obtivemos com essa análise a compreensão de como surgiu este conselho no Brasil e no município em tela; os sujeitos que os compõem; as temáticas mais debatidas e, foco de nossa análise, como, com quem e qual a discussão efetivada sobre o tema educação. Compreendemos que alguns litígios relacionados a educação especial permanecem nesse Conselho como a relação Público x Privado. Educação. The Municipal Council for the Rights of Persons with Disabilities of Florianópolis: the invisibility of the education themeABSTRACTThis article aims to discuss the actions of the Municipal Councils of the Rights of Persons with Disabilities in relation to Education. We believe that the consolidation of this Council has resulted in, struggles and disputes of different segments of society, and that, therefore, can be an important space for the struggles of people with disabilities, even as an area of formal rights. For this research, we seek to elucidate the demands, disputes and claims related directly or indirectly, with the education of disabled subjects, aiming at reflecting on the limits and possibilities of the CMDPD relating to matters related to education. For this, we used as a methodological procedure the analysis of documents of which stand out decrees and regulations and 17 minutes of meetings with CMDPD of Florianópolis. We obtained with this analysis the understanding of how this council appeared in Brazil and in the municipality in screen; the subjects that compose them; the most debated topics and, the focus of our analysis, how, with whom and what the actual discussion about the subject of education. We understand that some litigation related to special education remains in this Council such as the Public x Private relationship. Human health and well-being largely depend on a sufficient standard of living, educational opportunities and participation in social and social life, and successful professional activities. It should be recognized that in the surrounding society it is in these areas of life that people with disabilities and disabilities are especially disadvantaged, but not neglected by society and the state. Currently, in the Russian Federation, the State programme Accessible Environment is being implemented to support and assist persons with disabilities and disabilities, with the aim of creating legal, economic and institutional conditions conducive to the integration of persons with disabilities into society and improving their quality of life. The programme contains three subprogrammes that are effectively implemented in modern society, namely: (1) Ensuring the accessibility of priority facilities and services in priority areas of life of persons with disabilities and other mobile populations; (2) Improvement of the system of comprehensive rehabilitation and habilitation of persons with disabilities; (3) Improvement of the state system of medical and social expertise. The organizers of the Abilimpix social movement were able to demonstrate to people with disabilities their individual capabilities and prospects for accessibility to all types, forms and means of obtaining knowledge and professional skills, their effective application in practice.

Vocational education of a modern person is a comprehensive acquisition of knowledge not only in the field of a future specialty but also in the field of anti-corruption norms and rules that extend their effect to the field of activity of a future engineer. The requirements for the level and quality of modern vocational education determine the objectives of modern vocational education in professional educational institutions of higher education. The effective use in the educational process of the achievements of modern digital technologies in the study of non-core disciplines is a prerequisite for the formation of a professionally-oriented personality, with a high level of anti-corruption legal consciousness. The subject of the study was the capabilities of modern technical means for transmitting the studied information of anti-corruption content to the student, the prospects for the development of their use in studying the provisions of the legislation on anti-corruption regulation in the Russian Federation. The method of this study was – the analysis of the modern digital environment of the educational process.

Objective: Formation of an effective mechanism for the creation or gradual redistribution of resources to ensure a universal barrier-free environment not only among disabled people (of all categories), but among representatives of people with limited mobility (PLM), through interim solutions and the adoption of compensatory programs (measures). Based on finding the optimal balance of costs and benefits, in cases of lack of technical or material capabilities associated with improving the development or design of an accessible environment. Methods: The main tools of analysis and management are used: Pareto diagram, cause-effect diagram (Ishikawa), goal setting, structuring, dynamic changes, etc. Results: A variant of the mechanism for the implementation of the step-by-step creation of a universal barrier- free environment is presented not only among disabled people (of all categories), but among PLM. It has been established that if the existing infrastructure facilities of the passenger complex, before their reconstruction or overhaul, cannot be fully adapted to the needs of disabled people, then the introduction of a comprehensive program (roadmap), compensating measures, interim solutions allows minimizing or eliminating the company’s costs. Practical importance: On the example of the obtained algorithm (sequence) of organizing the process to ensure the accessibility of the environment of the passenger complex of the Oktyabrskaya Railway, the principle of phased implementation of the Convention on the Rights of Persons with Disabilities on Russian Railways, which is universal, is shown. Formalized solutions should help improve the quality of service, reduce costs and increase customer focus on the Russian Railways network.

Low social awareness of disability issues maintains discriminatory attitudes in society and does not contribute to improving the position of persons with disabilities. The media play a significant role in this because they produce new or reproduce existing meanings through representation. The media represent different identities and act as a forum for the social construction of reality, they construct and reproduce the social definition of disability. A highly discriminatory society is the main reason for the difficult life of people with disabilities, but objective media coverage of the topic of disability and persons with disabilities can improve this situation. Such reporting would contribute to changing the stereotypical attitudes towards which a person with a disability is viewed as one who needs help and pity, without considering physical and cultural barriers created in society. If living conditions were adapted to people with disabilities to the extent that they were adapted to all other persons, the quality of life of persons with disabilities would be significantly improved. In the research conducted for the purposes of this paper, we came to the conclusion that print media in Serbia do not devote sufficient space to the topic of disability, and generally report stereotypically.

AbstractIn the practice of enterprises, there is no clear boundary between the establishment and development of economic and management tools. The purpose of the article is to study the influence of internal production conditions on the efficiency of enterprises. The novelty of the study concerns the development of tools required when new systems for managing business processes are built. The conducted studies of the theoretical and methodological foundations of business process management demonstrated that the economic and managerial tools for ensuring business processes in the enterprise management system constitute a necessary arsenal of management methods. This set of methods primarily includes methods of maintaining the flexibility and adaptability of management systems to ensure the quality of business processes. During the study, it was identified that most often, the expected parameters of development and performance are established for business processes in the management of enterprises. The practical significance of the study is conditioned by the fact that systems for managing business processes and ensuring their quality exist at the studied enterprises in various forms, their functions refer to different departments and sometimes to different levels of management.

The article discusses the processes of digitalization of the economy at the regional level. The subject of the research is the work of the region to find opportunities for implementing digital technologies in various fields of activity. Research methods-analysis and synthesis, tabular, historical past. The significance of the introduction of digital technologies as a factor of self-development of the region is proved. The article substantiates the need to create conditions for improving the quality of education through the development of online courses in the framework of the project “Modern digital educational environment”. The practical significance is to identify the problems and prospects of testing digital technologies in the development of the region’s economy.


Nowadays, for the adaptation and integration of people with disabilities into society, rehabilitation programs are being created, including the socio-cultural, to which the tourist industry belongs, which is inextricably linked with the organization of excursion services. The demand for excursion services among people with special needs is growing, but their availability is very low due to the non-fulfillment of a number of special conditions for excursion services for this contingent of consumers, which determines the relevance of this research topic. The subject of the research in the article is the features of the organization and conduct of excursions for various categories of persons with disabilities. The goal is to highlight and structure the main organizational and methodological recommendations for excursion services for various categories of persons with disabilities. Tasks: to explore the modern realities of providing excursion services to persons with disabilities in the territory of our state; summarize organizational and methodological recommendations for excursion services for people with disorders of the musculoskeletal system, with hyperkinesis (spasticity), with hearing impairment, with visual impairment, and with joint pathology; identify specific requirements for the components of excursion services for people with disabilities. General scientific methods are used: characteristics to describe the current situation in excursion services for persons with disabilities; system analysis and structuring to determine the organizational and methodological features of excursion services for these groups of excursionists. The following results were obtained: based on the analysis, it may be noted that in modern realities in the state museum institutions are most actively involved in excursion services for people with disabilities, and there are practically no excursions in the urban or natural environment; еach category of sightseers - people with disabilities has certain features that must be considered when providing sightseeing services. Conclusions: organizational and methodological recommendations on excursion services for people with disabilities are summarized and characterized, it should be taken into account as recommendations for its further implementation and development.

The article discusses the possibilities of using mental maps in training of bachelors of pedagogical specialties. Technological and didactic features of online services for developing mental maps, such as Mindmaps, Mind42, etc. are described. Methodical aspects are presented also by the description of the principles of introduction of mental maps in training process accompanied with concrete examples. The organization of work on using mental maps in real educational process has to be determined by a number of the methodical principles among which, in particular, one can indicate the principle of freedom of choice of a format of representation of the described object and communications between its elements. Such a choice assumes a possibility of some variation of this or that basic configuration depending on preferences of the student. The principle of activity is to provide conditions for purposeful mastering by students separate actions to build mental maps and operating with them, as well as combinations of these actions of varying degrees of generality. The principle of full coverage involves creation of various opportunities of effective use of mental maps at all stages of educational process (an explanation of new material at lectures, fixing it on laboratory and practical classes, self-preparation for the current and final assessment). The proposed methodological solutions were successfully tested in Penza State University with second and third year students of the Faculty of Physics, Mathematics and Natural Sciences in the study of the discipline “Programming”. As a result of approbation, students had accumulated a kind of bank of mental maps of various formats and different degrees of generality. This bank was actively used in the course of the current and final diagnostics of students’ preparation in the subject. As a result of approbation, the significant advantages of using mental maps in terms of the quality of students’ preparation in the discipline, which was especially clearly manifested in relation to the initially lagging students, were found out.
