The article discusses the formation of the power industry of the Irkutsk region (IR), the structure of its fuel and energy complex (FEC). The modern fuel resource base of the region and its prob-lems are analyzed. All components of the fuel and energy complex are considered: oil and gas, coal and electric power. The most problematic areas in each of the components of the fuel and energy complex are highlighted and some recommendations for their elimination are proposed. Also shown are new risks and threats to IRs associated with the fuel and energy complex region.

Industry tariff agreements have been studied from the point of view of the motivational component of staff labor in organizations of the fuel and energy complex. Criteria of comparison have been selected and the optimal labor motivation strategy in the oil, gas, coal and electric power industries has been revealed. Features and similar approaches in the organization of the motivation of the industries of the fuel and energy complex have been identified. World experience of the labor motivation in the fuel and energy industries, such as in the USA, Japan and in Europe has been examined in comparison with domestic practice in these sectors.

The contraction in investment activity and capital reversals from the electric power industry to other energy sectors in Russia poses a potential threat to the country’s energy supply. Identifying the causes of low investment attractiveness of the electric power industry in order to justify directions of regulatory impacts relates to a comparative assessment of the industry profitability. It gives greater urgency to the development of the relevant methodological guidelines.The paper presents the study of the two mutually reinforcing methods for measuring the profitability of the Russian energy industries and comparative analysis of electric power industry and industries related to the extraction and processing of oil and gas using data from Rosstat. The authors identified the strengths and weaknesses of the two methods used. In particular, it is shown that the method for calculating macroeconomic profitability thought versatile and straightforward is sensitive to changes in the initial data generation technique and its quality. Whereas, the application of the second method based on the aggregation of data on prices and structure of intermediate consumption of enterprises is limited to industries not participating in export-import operations.Through the practical application of the abovementioned methods, the author did not find any gaps in profitability between the power industry and other energy sectors. Hence, the relatively low investment attractiveness of the power industry is mainly due to structural causes (for example, pricing; low market efficiency). Economic and statistical analysis of the current situation allows, in the authors’ opinion, to make target government actions. Moreover, adequate management is a precondition for further improvements to the methodology of profitability analysis of energy sectors, primarily, advancement towards disaggregation of the considered indicators and data availability.

Subject. This article deals with the issues relating to improving integrated reporting in terms of dovetailing strategic objectives with capital changes. Objectives. The article aims to develop a system of indicators for disclosure of capital types in integrated reporting of electricity generating companies, as well as recommendations aimed at implementing the fundamental concepts and guiding principles of integrated reporting. Methods. For the study, we used the methods of analysis and synthesis, comparison, generalization, and abstraction. As a case study, we conduct a comparative analysis of the disclosure of six types of capital by the largest electricity generating companies, namely PAO Inter RAO, AO Rosenergoatom and PAO RusHydro. Results. The article formulates proposals for disclosure of capital information to address such a lack of accountability as a contradiction to the principle of coherence. It proposes a system of indicators (core and additional) for disclosure of six types of capital by electricity generating companies. Conclusions. A significant reporting problem is the lack of correlation between key strategic objectives and capital changes. The formulated recommendations for disclosure of capital information can help solve this problem, and increase the attractiveness of the integrated report for capital providers.

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.

The digital economy implies a structural transformation in many industries, including the energy sector, without taking into account the state specifics of the industry, for which full-fledged digitalization can be harmful. The aim of the study is to develop a methodology and determine the readiness of countries for digitalization in the electric power industry, taking into account all the main industry groups of factors. The paper analyzes the concept of “energy transition” and defines the indices that are applied to assess this transition at the global level. A system of indices is proposed to determine the degree of readiness for a digital transition in the electric power industry as one of the components of the “energy transition” and the most possible scenario for the transformation of this industry in Russia. The analysis of key areas of digital energy development is presented. The degree of readiness of the leading 100 countries in terms of GDP for digitalization in the electric power industry according to the proposed methodology has been calculated, and the further direction of basic research in this direction has been indicated. Conclusions have been drawn on the appropriateness of developing state programs and the main directions to which DM decision should be drawn with due desire to digitize the industry have been highlighted.
