The article discusses the formation of the power industry of the Irkutsk region (IR), the structure of its fuel and energy complex (FEC). The modern fuel resource base of the region and its prob-lems are analyzed. All components of the fuel and energy complex are considered: oil and gas, coal and electric power. The most problematic areas in each of the components of the fuel and energy complex are highlighted and some recommendations for their elimination are proposed. Also shown are new risks and threats to IRs associated with the fuel and energy complex region.

В статье рассматривается адаптация методики реинжиниринга унаследованных систем. Приводится обзор подходов к реинжинирингу. Несмотря на то, что термин «реинжиниринг» в первую очередь относится к изменению бизнес процессов, он удачно подходит и к модернизации программного обеспечения. Обосновывается необходимость адаптации методики. В статье описывается применение адаптированной методики на примере реинжиниринга программного комплекса для прогнозных исследований ТЭК. Приведен исторический обзор версий ПК «ИНТЭК» и описаны поэтапно все шаги проведения его реинжиниринга на основе агентно-сервисного подхода The article presents an adaptation of the legacy systems reengineering technique. An overview of approaches to reengineering is given. Although the term “reengineering” primarily refers to changing business processes, it is well suited to software development. The necessity of adapting the method has been substantiated. The article describes the application of the described methodology on the example of software complex reengineering for predictive research of the fuel and energy complex. A historical overview of the current problem is given and all stages of INTEC PC reengineering are described step by step

The Romanian energy market is dependent on about a third of total production on the use of fossil fuels, hard coal and lignite and natural gas, especially in the winter months or dry summers, coal still being of strategic importance in producing electricity and ensuring energetic security. However, the sharp changes in climate in recent years have led to the conclusion of environmental agreements, with objectives aimed at long-term strategies to reduce greenhouse gas emissions and which clearly require a reduction in the capacity to produce one kilowatt of thermal energy and identify solutions for transition to clean energy. Where will the Hunedoara Energy Complex and the Oltenia Energy Complex be located in this context? This paper aims to analyze the process of restructuring coal mining, the competitiveness of coal in the electricity mix and possibly the future prospects of restructured mining areas.

В представленной статье автором рассматриваются вопросы, связанные с криминологической характеристикой лиц, совершающих преступные действия на объектах топливно-энергетического комплекса России (на примере Самарской области), приводятся результаты проведенного исследования криминологических характеристик лиц, наделенных административно-хозяйственными и организационно-управленческие функциями на предприятиях топливно-энергетического комплекса, совершивших преступления коррупционного характера. Определен круг преступлений, которые могут совершаться в сфере топливно-энергетического комплекса (далее - ТЭК) и отнесение их по группам в зависимости от объекта и предмета преступного посягательства. Исходя из анализа основных категорий преступлений, совершаемых в указанной выше отрасли экономики, их многогранности выделяются основные типы преступников, осуществляющих противоправную деятельность, в результате которой причиняется значительный ущерб нормальному функционированию предприятий топливно-энергетического комплекса. Составлен криминологический портрет возможного преступника для данной категории преступлений; проанализированы его основные характеристики: высокий уровень компетентности с точки зрения выполнения им своих должностных обязанностей; специальное образование, возрастные и гендерные характеристики и т. д. Особый интерес представляет приведенная криминологическая характеристика преступников в сфере ТЭК по признаку принадлежности к профессиональному преступному миру, а также по видам рецидива. Основной мотив совершения преступления в сфере ТЭК - корыстный, формируемый под воздействием завышенных материальных потребностей. Результаты исследования показаны на примере конкретных уголовных дел, возбужденных следственными органами на основе результатов оперативно-розыскной деятельности правоохранительных органов. In the article the author examines the issues related to the criminological characteristics of persons committing criminal acts at the facilities of the fuel and energy complex of Russia (on the example of Samara region), the results of the study of some criminological characteristics of officials of the enterprises of the fuel and energy complex who committed corruption crimes are presented. The circle of crimes that can be committed in the sphere of the fuel and energy complex and their classification into groups depending on the object and subject of criminal infringement is defined. Based on the analysis of the main categories of crimes committed in the above-mentioned branch of the economy, their versatility, the main types of criminals who carry out illegal activities as a result of which significant damage is caused to the normal functioning of enterprises of the fuel and energy complex. A typical criminal model for this category of crimes and its characteristics are determined, and first of all it is a high level of competence, special education, age and gender characteristics are shown, etc. Of particular interest is the given criminological characteristics of criminals in the fuel and energy sector on the basis of belonging to the professional criminal world, as well as types of recidivism. The main motive for committing a crime in the fuel and energy sector is selfish, formed under the influence of inflated material needs. The results of the study are shown by the example of specific criminal cases initiated by investigative authorities based on the results of operational investigative activities of law enforcement agencies.

The subject of the study is the strategic directions of ensuring public security in the Russian Federation at the present stage. One of the directions of ensuring public safety is recognized as the safety of the fuel and energy complex. In this regard, the analysis of the state, structure and dynamics of crime in the fuel and energy complex is carried out. Attention is focused on the implementation of the Russian criminal law policy in the field of combating crime in the fuel and energy complex, taking into account the norms of international law. The purpose of the study is to uncover the elements of crimes in the fuel and energy complex that constitute the crime of this orientation. Particular attention is paid to the consideration of a set of measures for the prevention and prevention of this type of crime, taking into account the interaction of measures of a criminal, criminological and administrative nature. The methodological basis for the study of measures to combat crime in the fuel and energy complex is a combination of general scientific and private scientific methods that have predetermined a comprehensive approach to the study of legal policy in the field of countering this type of crime, taking into account the ongoing reform of the socio-economic system in the Russian Federation. In the course of achieving the goal of the study, special legal methods of cognition were used to facilitate the analysis of the legal regulation of legal liability for fuel and energy crimes. The main results of the study contain conclusions and proposals aimed at improving measures to counteract crime in the field of the fuel and energy complex, including improving the effectiveness of the implementation of the mechanism of criminal law regulation of public relations related to countering encroachments of the fuel and energy sector. Conclusions are formulated regarding the methodological and organizational-practical aspects of the legal impact on persons who have committed crimes in the field of fuel and energy complex. The novelty of the research topic consists in the formulation of the problem associated with the establishment of the causes and conditions of crimes of fuel and energy orientation as a socially negative phenomenon in modern conditions; the definition of key areas of legal policy in the field of combating crime in the field of fuel and energy complex. The conducted research reveals the legal nature of crime in the fuel and energy complex; features of measures to counteract crimes of fuel and energy orientation; trends in the legal regulation of fuel and energy crimes; the specifics of the mechanism of legal regulation of legal liability for fuel and energy crimes. The opinion is expressed that there is no categorical and legal assessment of the concept of fuel and energy crimes in the domestic legislation, which predetermined the recognition of measures of criminal and legal influence as a strategic resource for countering fuel and energy crime. Conclusions are formulated about the factors that determine the legislative regulation of fuel and energy crimes, and the specifics of the implementation of punishment and other measures of a criminal nature.

The article considers the peculiarities of using energy complexes as part of the WPP-PSPP. It is noted that the most relevant and promising will be the use of such energy complexes in environmentally unfavorable regions that are not among the priorities for the development of wind energy. However, the energy complexes as part of the WPP-PSPP are not currently widespread, one of the reasons is the lack of methods for calculating the optimal parameters of the energy complexes, which should include calculations to determine the volume of the storage reservoir of the energy complex. As a result of solving problems using the analysis of methods of economic effi ciency, methods of ecological justifi cation for autonomous power supply systems, a methodology was developed to determine the optimal volume of the storage reservoir for the energy complex as part of the WPP-PSPP, the main provisions of which are described in this article. The presented methodology allows you to choose the most rational location and shape of the accumulating reservoir on the ground, to fi t the outline of the reservoir into natural conditions, as well as to optimize the ratio of its depth of work and cross-sectional area.

Introduction. Currently, national standards and codes of practice contain deterministic values of the fire resistance of building structures of facilities of the Russian fuel and energy complex (FEC), while a probabilistic approach to determining their fire resistance is not specified in the Russian regulatory documents. The methodology of the probabilistic approach to the fire resistance of structures is detailed in API 2218 “Fireproofing Practices in Petroleum and Petrochemical Processing Plants”, developed by the American Petroleum Institute.Methods. A comparative analysis of the Russian regulatory documents on fire safety and API 2218 in terms of the established concepts of fireproofing and requirements for the fire resistance limits of building structures of oil and gas industry facilities, is carried out.Results. It was established that the Russian Federation has no regulatory documents establishing methods based on the probabilistic approach, including determination of the required fire resistance limits and points of application of fire-resistant coatings at facilities of the fuel and energy complex by analogy with international standard API 2218.Conclusion. Based on the analysis, it was concluded that approaches to the philosophy of the fire resistance of structures of buildings and structures of the fuel and energy complex in the documents under consideration are fundamentally different. In order to improve the Russian regulatory and technical framework, governing fire safety and fire resistance, it is proposed to consider the requirements of foreign documents that take into account proven international engineering and technical practices, in particular, the use of a probabilistic approach taking into account hydrocarbon fires.

The subject of the work is the methodology of modernization of the technical infrastructure of the fuel and energy complex during the transition to the eighth technological order; the object of the work is the technical infrastructure of the fuel and energy complex during the eighth technological order; the purpose of the work is to reduce the risks of sustainable development of the Russian fuel and energy complex during the formation of the eighth technological order; to achieve this goal, the following tasks are solved: the necessity of modernization of technical infrastructure during the development of a new technological order is justified; the concept and features of the eighth technological order are clarified; the methodology of modernization of technical infrastructure in the process of development of the eighth technological order is formed; the scientific methods of the article are historical, comparative and logical analysis, theory of hierarchical systems, innovation, forecasting, synthesis, expert assessments; the scientific novelty of the article is connected with the substantiation of the methodology of modernization of the technical infrastructure of the fuel and energy complex at its two hierarchical levels, the development of an ecosystem approach in the fuel and energy complex.

В статье рассмотрены актуальные вопросы уголовно-правовой охраны объектов в сфере топливно-энергетического комплекса Российской Федерации от преступных посягательств корыстной направленности (на примере ТЭК Самарской области). Иллюстрированы отличительные особенности ТЭК Самарской области, наличие разнообразия объектов посягательства. Показаны особенности организованной преступной деятельности в сфере топливно-энергетического комплекса на территории Самарской области, связанной прежде всего с несанкционированным отбором углеводородного сырья и нефтепродуктов из магистральных, промысловых и технологических трубопроводов, а также резервуаров, автоцистерн, железнодорожного подвижного состава и судов. Топливно-энергетический комплекс является одной из ведущих отраслей на территории Самарской области, структурными сегментами которой являются в том числе объекты добычи, хранения, переработки и транспортировки нефти, а также объекты транспортировки, хранения и сбыта нефтепродуктов. Данное обстоятельство требует принятия мер по защите отрасли от противоправных действий. Наряду с охранными, режимными и организационными мерами, которые осуществляют хозяйствующие субъекты, немаловажное значение имеет защита отрасли от преступных посягательств уголовно-правовым способом. В статье приводятся примеры разнообразных видов и способов хищения в сфере топливно-энергетического комплекса и мер по предупреждению преступных посягательств. The article deals with topical issues of criminal and legal protection of objects in the field of the fuel and energy complex of the Russian Federation from criminal encroachments of a mercenary orientation (on the example of the fuel and energy complex of the Samara region). The distinctive features of the fuel and energy complex of the Samara region , the presence of a variety of objects of encroachment are illustrated. The features of organized criminal activity in the field of the fuel and energy complex on the territory of the Samara region are shown, primarily related to the unauthorized selection of hydrocarbon raw materials and petroleum products from main, field and technological pipelines, as well as tanks, tankers, railway rolling stock and ships. The fuel and energy complex is one of the leading industries in the territory of the Samara region, the structural segments of which are: including objects of oil production, storage , processing and transportation, as well as objects of transportation, storage and sale of petroleum products, and therefore this circumstance requires taking measures to protect it from illegal actions . Along with security, regime and organizational measures that are carried out by economic entities, it is of no small importance to protect the industry from criminal encroachments in a criminal-legal way. The article provides examples of various types and methods of theft in the field of the fuel and energy complex and measures to prevent criminal encroachments.
