This study aims to evaluate the Level IV Leadership Education and Training Program (Diklatpim) using the COPP evaluation model developed by Stufflebeam. The CIPP evaluation model is expected to produce a complex evaluation of the 2016 Level IV Diklatpim program in the Lahat District Government. Based on the use of the evaluation model, the qualitative research method with a case study approach was chosen by the researcher. Data collection was carried out by interviewing and studying documentation related to the implementation of Level IV Diklatpim in 2016. The informants in this study amounted to 15 people who came from the Agency for Personnel and Human Resources Development (BKPSDM) Lahat Regency, South Sumatra Province, Regional Human Resources Development Center. (BPSDMD) South Sumatra Province and participants of Level IV Training and Education in 2016 in the Lahat Regency government. When viewed from the aspects of the process and product implemented, the results of the study show that the 2016 Level IV Education and Training program in Lahat Regency has been in accordance with applicable regulations and is considered successful. However, based on the context and input aspects, there are several things that are not in accordance with the aims and objectives of the Level IV Diklatpim program in the Lahat Regency government.

  The purpose of this study was to determine the effectiveness of the Regional Financial Management training program at the Human Resources Development Agency of North Maluku Province. This study is a program evaluation study that usesmodel four level  Kirkpatrick'swhich includes the level of reaction, learning, behavior and results. In this study discussed the level of reaction at  four levels. The reaction level is discussed about the training participants' reactions to the curriculum, education staff and training facilities. The curriculum components are discussed about training schedules, training materials, learning methods and media. In the education and training component, the reaction of the resource person and the training committee was discussed. The components of the education and training facilities are discussed about classrooms, dormitories, supporting facilities for training and consumption of education and training. This study produces recommendations for reaction levels that can be used as references to improve the quality of the Regional Financial Management Training Program at the Human Resources Development Agency of North Maluku Province.

The purpose of this study was to determine the impact of widyaiswara competencies, changes in curriculum and infrastructure to training participants' satisfaction in the Human Resources Development Agency of West Java Province. In this study all the training participants of PIM III in the Human Resources Development Agency budget for 2017 and 2018 amounted to 370 people. The total sample is 192 people, the sampling technique uses the stratified random sampling method. The location of this study is in BPSDM, West Java Province, located on Jl. Colonel Maturi KM 3.5 No. 11, West Java. The analysis technique uses Partial Least Square (PLS) Software. The results showed that the widyaiswara's competence had a significant impact on participant satisfaction. Changes in education and training curriculum have a significant impact on participant satisfaction. Education and training infrastructure facilities have a significant impact on participants' satisfaction in education and training. Widyaiswara's competencies, curriculum changes and infrastructure facilities had an impact on the satisfaction of Diklatpim III participants in the Human Resources Development Agency of West Java Province. In general, this study concluded that the new pattern of education and leadership training according to the Head of Regulation of the State Administration Agency Number 19 of 2015 received positive responses from training participants and mentors, such as direct supervisors of participants in building high performance in institutions and training participants.Keywords : widyaiswara competence, curriculum change, facilities and infrastructure, training participants satisfaction

Legal policy in developing and providing air transportation’s human resources is the sub system of national transportation policy. There are two problems in this research, first, how is the regulation of Indonesia’s legal policy in air transportation’s human resources development? Second, how is the concept of legal policy of Indonesia’s air transportation human resources development? Regulation scope in providing and developing of air transportation human resources development consists of manpower planning, education and training, working opportunity and surveillance, monitoring as well as evaluation. Legal policy of regulation in providing and developing human resources that is conducted through delegated legislation requires sustainable policy such as the enactment of three Minister Regulations, namely the Minister of Transportation Regulation on The Development and Providing of Air Transportation Human Resources, the Minister of Transportation Regulation on The Implementation of Air Transportation Education and Training, and the Minister of Transportation Regulation on certificate of competency and license as well as arrangement of training program. The writer suggests the Ministry of Transportation to ratify immediately the three of the Minister of Transportation Regulations that have a basic delegated legislation as an answer to face ASEAN open sky policy. Keywords: legal policy, human resources, delegated legislation. Politik hukum pengembangan dan penyediaan SDM penerbangan merupakan sub-sistem dari kebijakan transpotasi nasional. Terdapat dua permasalahan dalam tulisan ini, pertama, bagaimana kebijakan politik hukum nasional Indonesia dalam pengembangan SDM transportasi udara nasional? kedua, bagaimana konsep kebijakan hukum pengembangan SDM transportasi udara nasional? Ruang lingkup pengaturan penyediaan dan pengembangan SDM penerbangan meliputi perencanaan sumber daya manusia (manpower planning), pendidikan dan pelatihan, perluasan kesempatan kerja, serta pengawasan, pemantauan, dan evaluasi. Politik legislasi pengaturan pengembangan dan penyediaan SDM yang dilakukan melalui delegated legislation di atas memerlukan kebijakan lanjutan berupa diundangkannya tiga peraturan menteri yaitu peraturan menteri perhubungan tentang penyediaan dan pengembangan sumber daya manusia di bidang penerbangan, peraturan menteri perhubungan tentang penyelenggaraan pendidikan dan pelatihan di bidang penerbangan, dan peraturan menteri perhubungan tentang sertifikat kompetensi dan lisensi serta penyusunan program pelatihan. Penulis menyarankan kepada Kementerian Perhubungan RI untuk segera mengundangkan ketiga peraturan menteri perhubungan yang telah memiliki dasar delegated legislation sebagai jawaban untuk menghadapi ASEAN open sky policy. This study aims to analyze and evaluate the context, input, process, and product of a substantive technical training program for preparing lesson plans for Madrasah Ibtidaiyah teachers. The study used a qualitative approach with the CIPP evaluation model (context, input, process, and product). The results showed that; first, the context dimension states that the implementation of education and training is by the legal basis for working; second, the input dimension includes the availability of reliable resources, adequate facilities, and infrastructure and financing borne by the government, so that its implementation can be carried out properly; third, the dimension of the process which includes the implementation of programs that are by the predetermined plans and designs; fourth, the product dimension where the teacher already understands the specified competencies.

Increasing the quality of professionalism, an attitude of dedication and loyalty to the State and the development of insight into governance for Prospective Civil Servants to support the realization of good governance, namely through education and training guidance. Basic Training for 2019 Metro City Government Civil Servant Candidates was held by BKPSDM Metro City through the Human Resources Development Sector. The goal is to determine the role of the Metro City Personnel and Human Resources Development Agency for the implementation of the Class III CPNS Basic Training Class I Year 2019. With this research, it is hoped that the implementation of Basic Training Training can run better. This study uses a qualitative method. The data sources used were primary and secondary data from interviews, observation and documentation. The data will be analyzed using descriptive analysis method. Based on the data analysis carried out, it was concluded that the Human Resources and Human Resources Development Agency of Metro City as the organizing committee has made every effort to smooth and successful the implementation of Basic Training Class III Class I Year 2019. This can be seen from the implementation of group dynamics activities to make participants become more comfortable during the Basic Training Training; providing modules and stationery to support learning activities during training; The provision of facilities and infrastructure is carried out in accordance with the budget constraints set by the Metro City Government; The determination of competent widyaiswara by submitting the results of the widyaiswara evaluation to the Lampung Province Education and Training Agency.
